2000-23943 RESO RESOLUTION NO. 2000-23943 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND ADOPTING A REVISED LIST OF PROJECT PRIORITIES FOR THE ROAD IMPACT FEE (RIF) PROGRAM, DISTRICT 8, MIAMI BEACH; AND FURTHER REQUESTING THAT MIAMI-DADE COUNTY REVISE THE 2001-2005 RIF PROGRAM ACCORDINGLY. WHEREAS, the Miami-Dade County Road Impact Fee (RIF) Program has accumulated up to $8 million in funds collected, within the last few years, from development and redevelopment projects in Miami BeachlFisher Island, or RIF District 8; and WHEREAS, the enabling County Ordinance which adopted the RIF Program also established strict policies for the use of the proceeds from this fee; and WHEREAS, in late 1999, the City of Miami Beach adopted a 10-year capital improvement program for its Municipal Mobility Plan (MMP), as well as a General Obligation Bond Program for the City, which included the MMP projects; and WHEREAS, the City wishes to achieve greater control over the RIF funds collected within Miami Beach, so that they can be used toward the implementation of priority projects as determined by the City's own capital improvement program for transportation, above mentioned; and WHEREAS, the City's list ofrevised Project Priorities is attached hereto as Exhibit "A" and made part of this Resolution. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and adopt a revised list of Project Priorities for the Road Impact Fee (RIF) Program, District 8, Miami Beach; and further request that Miami-Dade County revise the 2001-2005 RIF Program accordingly. Cf~tl Exhibit A ROADWAY IMPACT FEES (Revised Miami Beach Prioritization Listing) Installation and Upgrading of Traffic Signals Priority I Collins Avenue and 54th Street Installation of traffic signal for the fIre station (emergency services). A preempt traffic signal would provide safe access to Collins Avenue (northbound or southbound) and satisfy the needs of the fIre station and related emergency vehicles. City staff will also pursue funding and implementation of this improvement through FDOT's R.D.S.H. program. Meridian Avenue and 17th Street Replacement of span wire traffic signal with mass arm signal inclusive of providing for protected left turns from southbound Meridian Avenue to eastbound 17th Street. Alton Road and Dade Boulevard Installation of new signal head providing for protected left turns from southbound Alton Road to eastbound Dade Boulevard. This signal improvement is part of recommended projects from the Miami Beach Municipal Mobility Plan (MMP). Dickens Avenue and 85th Street Replacement of span wire traffic signal to mass arm with protected left turn from northbound Dickens A venue to westbound the Street. Resurfacing and restriping should also be included in this work. Convention Center Drive and 17th Street Replacement of span wire traffic signal with mass arm signal for improved circulation and traffic management to and from the 17th Street Municipal Parking Garage. Convention Center Drive and Dade Boulevard Replacement of span wire traffic signal with mass arm signal for improving pedestrian safety, traffic circulation and parking management to and from Convention Center, Municipal Garage, City Hall and the Art Deco District. The existing traffic signal facilitating southbound left turning movement from Dade Boulevard to Convention Center Drive is not functioning properly. Also inclusive of providing a protected left turning movement from Prairie Avenue to Dade Boulevard. Drexel Avenue and 17th Street (Smart Crossways) Installation of smart crossways at new signal location. A traffic signal to facilitate safe pedestrian crossing was requested last year by the City at this location. Pine Tree Drive and 24th Street Installation of new traffic signal at intersection. Priority II 81st Street and Tatum Waterway Drive Replacement of span wire traffic signals with new mass arms (pedestrian crossings). Improvements needs to include repaving and restriping. Pine Tree Drive and 51st Street Installation of new traffic signal at intersection. Ocean Drive and 11 th Street Installation of new traffic signal at intersection. I I th Street function as a collector road connecting Alton Road (arterial) to Ocean Drive. The City has already conducted a signal warrant analysis at the intersection to justify the traffic signal. Signal warrant study will provided to MDPWD. Ocean Drive and 7th Street Installation of new traffic signal at intersection. 7th Street will be modified to one-way (eastbound) between Washington A venue and Ocean Drive resulting of the FDOT's Collins A venue project. The City has already conducted a signal waITant analysis at the intersection to justify the traffic signal. Signal waITant study will provided to MDPWD. Pine Tree Drive and 47th Street Installation of new traffic signal at intersection. Pine Tree Drive and 46th Street Installation of new traffic signal at intersection. Priority III (Venetian Causeway Traffic Signals) Installation of traffic signals should be scheduled after all drainage, utility and landscaping work is completed Venetian Causeway and DiLido Drive Venetian Causeway and East Bridge Venetian Causeway and West Bridge Venetian Causeway and Rivo Alto Venetian Causeway and San Marino Venetian Causeway and Island (E) Venetian Causeway and Island (W) Intersection Improvements Indian Creek Drive/71st Street/Dickens Avenue Intersection has just recently been modified. However, traffic congestion, safety and operational problems remain. The intersection will require some additional traffic improvements to increase operational effectiveness. 47th and Meridian Avenue Operational improvements to improve safety along 47th Street. This improvement is part of recommended projects from the Miami Beach Municipal Mobility Plan (MMP). Ocean Drive and 5th Street City staff will also pursue funding and implementation of this improvement through FDOT's R.U.S.H, program. Alton Road and 20th Street (Intersection Improvement) Project is pending permit from MDPW and FDOT approval for implementation Dickens Avenue and 73rd Street Safety and operational improvements are needed to alleviate traffic congestion during peak hours Pine Tree Drive and 41st Street Operational improvements are needed for the intersection to handle the volume of vehicles connecting to 41 st Street and Indian Creek Drive/Collins Avenue. City staff will also pursue funding and implementation of this improvement through FDOT's R.D.S.H. program. Indian Creek Drive and 67th Street Operational improvements are needed for the intersection to handle the volume of vehicles connecting to 63rd Street, Indian Creek Drive/Collins A venue and Alton Road. City staff will also pursue funding and implementation of this improvement through FDOT's R.U.S.H. program. Road and Bridge Projects Dade Boulevard/23rd Street Bridge Replacement Project is currently scheduled for construction in FY 2000-01. City is requesting that the project be delayed until FY 2002-03 to accommodate the construction of several critical traffic improvement projects during that same time period. (Collins Avenue, Washington Avenue and Meridian Bridge) Dade Boulevard!' 17th Street/Bay Road The project would provide for the direct connection from West Avenue to Dade BoulevardlVenetian Causeway. This will be an capacity enchantment project impacting on a County collector. This improvement is part of recommended projects from the Miami Beach Municipal Mobility Plan (MMP). 47th Street Bridge (Biscayne Waterway) Appropriate operational and/or geometric improvements required to improve safety on 47th street in the vicinity of the bridge over the Biscayne Waterway. The project would then proceed to design and construction phases. ADMINISTRATION RECOMMENDATION , Adopt the Resolution. ANAL YSIS The Miami-Dade County Road Impact Fee (RIF) Program may have accumulated up to $8 million in funds collected, within the last five years, from development and redevelopment projects in Miami Beach/Fisher Island, or RIF District 8. The Program was created by the County to fund capacity enhancement projects to be done by County Public Works, on Miami-Dade roadways under County jurisdiction. There are only three (3) Miami Beach roads under County jurisdiction, being Pine Tree Drive, La Gorce Drive, and the 23rd Street/Dade BoulevardNenetian Way corridor. Although the Program policies restrict the use of RIF, the Administration wishes to have greater accessibility to and control over these funds, so that they can be used toward the implementation of priority projects, as determined by the City. A list of such priority projects was adopted by the City Commission and submitted to the County in 1999, but failed to achieve the desired results because a majority of the projects did not meet the current rules and regulations established by the County's RIF Program Ordinance. The City is now employing a different and comprehensive approach to the issue, as follows: 1. On May 10, 2000, the City adopted Resolution No. 2000-23919, urging Miami-Dade County to amend its policies with regard to RIF fees to allow for flexibility in the use of funds for non-traditional improvement projects, to adopt the Miami Beach Municipal Mobility Plan as a guide for capital improvement projects implementation, and give immediate attention to the backlog of Miami Beach general roadway maintenance projects. The Administration has met several times with the County staff and reached a mutual understanding regarding the use of the RIF proceeds. 3. Based on recommendations made by the MMP Implementation Plan and the General Obligation Bond Program, both approved within the last two months of 1999, a revised list of Miami Beach Program Priorities for the RIF Program is herein submitted for your consideration, as Exhibit A to the enabling Resolution. On May 17, 2000, the Mayor and City staff members met with County Commissioner Bruno Barreiro and the RIF Task Force, and agreed to the County-proposed resolution to be submitted for approval at its next Commission meeting. The proposed County resolution would allow the City to use RIF funds for improvements beyond the "capacity" category, and would remove restrictions on the type of roadways to which the funds can be applied. From then on, local roads will also be eligible. Furthermore, the City is providing the County with a copy of its adopted Concurrency Management Ordinace. It will serve as a guide for developing provisions in the County's RIF process for allowing lower assessments on redevelopment projects, located within the urban infill boundaries, that have historic designation and are undergoing major rehabilitation or renovation.
