March 8, 1977 Election Results City of Miami Beach Special Election March 08, 1977 Total Votes Question No. 1: For3,842 Against3,086 Question No. 2: For4,669 Against2,100 Question No. 3: For1,005 Against5,614 Question No. 4: For4,316 Against2,394 Question No. 1 Shall Chapter 15346, Special Acts of 1931, Laws of Florida, being Section 37of the Charter of the City of Miami Beach, Florida, be amended by adding the following provision thereto: The City of Miami Beach Shall have power to issue a series of Municipal Bonds in excess of $250,000.00 and Municipal Bonds the proceeds of which will finance any project whose total cost will be in excess of $250,000.00 only after such Municipal Bonds shall have been approved by a majority of the votes cast in an election in which the electors of the City of Miami Beach shall participate, such election to be held in the manner prescribed by Ordinance. This provision shall apply to bonds issued by the City of Miami Beach, its agencies or subdivisions, including municipal authorities. This section shall also apply whether such bonds are to be payable from the revenues of the City of Miami Beach, or from the revenues of any particular project. This amendment shall become effective upon its adoption by the City Council or upon its approval by the majority of the electors of the City of Miami Beach voting on this amendment pursuant to Section 5.03, Home Rule Charter of Metropolitan Dade County, Florida. On adoption, this amendment shall supercede any confliction provision of the Charter of the City of Miami Beach. Question No. 2 Shall Section 51 of the Charter of the City of Miami Beach, Florida, be amended by adding thereto the following additional paragraph: Whenever petitions proposing amendments to this Charter have been certified by the City Clerk to bear the signatures of 10 percent or more of the qualified electors of this City, the City Council shall without delay give the electors the right to vote on such amendments in the manner provided in Section 5.03 of the Metropolitan Home Rule Charter of Dade County, Florida, irrespective of whether the Council shall favor or oppose such proposed amendments. If the City Council shall fail to provide for such an election within the time provided in such Section 5.03, the City shall be liable to pay all costs and expenses of any elector in obtaining such electing. This amendment shall become effective upon its adoption by a majority of those electors voting on this amendment. Question No. 3 Shall Section 8 of the Charter of the City of Miami Beach, Florida, be amended so as to provide that beginning with the next City election, and every four (4) years thereafter, the term of office to which each councilman shall be elected shall be four (40 years. Question No. 4 Shall Section 34 of the Related Laws of the Charter of the City of Miami Beach, Florida, be amended so as to provide that members of the Board of Adjustment must be either residents or have their principal place of business in Miami Beach, provided, however, that this amendment shall not affect the term of existing members of the Board of Adjustment.
