$11,500,000, bearing interest at a rate or rates as may be determined at the time
of the sale thereof, not exceeding the maximum legal rate of interest at such time, to
update police and fire emergency communication systems, including vehicles, ambulances, and
a 911 location identification system, to improve the City' s response to life threatening and other
citizen emergencies?
