Question No. 1:
" Shall Section 81(H), Article XIV of the related laws of the City of Miami Beach,
which article established the City's Civil Service System, be amended to provive that
when a position in the classified service is to be filled, the City's Personnel Department
shall certify the names of at least the three pesons highest on the re-employemnt or
employment list for a class, and willing to accept employment?"
Question No. 2:
"Shall Miami Beach City Charter Section 8 be amended to establish four-years
staggered terms for city commisioners, excluding the mayor, by drawing lots to determine
which half of the commisison terms will expire in November, 1993 and 1995; and to
extablish run-off elections between the two candidates with the highest number of votes
if not candidate receives majority of votes; run-off election will occur two weeks after
general election, commencing November, 1991 election?"
