Bonds in a principal amount not exceeding $15 Million, payable from unlimited
Ad Valorem Taxation, bearing interest at a rate or rates as may be determined at
the time of the sale thereof, not exceeding the maximum legal rate of interest at
such time, to construct, renovate, and rebuild parks and recreation facilities within the
Park System in Miami Beach"?
