SUBJECT: Major David Allen to serve as the own of Surfside Chief of Police
The purpose of this LTC is to inform the Mayor and Members of the City Commission of the
detachment of Miami Beach Police Department Major David Allen to the Town of Surfside
Police Department as the Interim Chief of Police.
Pursuant to an executed Memorandum of Understanding (MOU) between the City of Miami
Beach and the Town of Surfside, Major Allen assumed the position of Interim Chief of Police
of the Surfside Police Department effective Monday, October 23, 2006. David Allen will be
temporarily detached for a period of 90 to 120 days until a decision is made for a permanent
chief. The Town of Surfside Town Manager W.D. Higginbotham Jr. has agreed to reimburse
the City of Miami Beach for David Allen's salary and fringe benefits.
This reassignment will not negatively affect the level of service or management effectiveness
of the Miami Beach Police Department. David Allen's duties will be assumed by Captain
Brian Sliman, a seasoned Captain of Police. This arrangement speaks to the talent and
professionalism of David Allen as well as the men and women of the Miami Beach Police
