This Letter to the Commission is to inform you that we have awarded an emergency
contract to Ric-Man International, Inc. in the amount of $517,000.00 for the installation of
2,350 linear feet of a 12" water distribution main and all the lateral water service lines on
Indian Creek Drive from 63'" Street to Abbot Avenue. The water line is in the
construction zone of the 63'" Street Flyover project.
Ric-Man International was selected by the City because of their proven City construction
project success, their specific skill in utility and underground work and their immediate
availability to commence work.
During the Flyover project design phase, the City provided existing utility drawings that
correctly identified the location and depth of our water line. The City also participated in
several utility coordination meetings with FDOT, the project contractor and other utility
providers to address questions concerns and possible conflicts in the construction zone.
Unfortunately the need to relocate the water main was only identified when the final
roadway grading elevations were being worked by the FDOT contractor. The Florida
Department of Transportation (FDOT) roadway reconstruction activities have revealed
that the existing City 8" water distribution main is inappropriately shallow for the final
project grades.
Vibrations resulting from construction machinery have caused this 1950's era line to
break at existing joints, producing sporadic and repeated leaks along the line. The line is
a cast-iron water main with lead joints which is susceptible to cracking under excessive
loads and vibration. The shallow location of the pipe is also not conducive to sustaining
repeated load impacts and will continue to be problematic if not replaced.
This water line provides potable water and fire suppression flows to residents along
Indian Creek Drive, and at this point in time, any delays to the relocation of this water line
would present a risk to the health, safety and welfare of the City residents through
adverse impacts to normal and required water flow and pressure.

Timing for the replacement work as it relates to the 63rd Street Flyover project is also
critical to and a further basis for the emergency contract. The FDOT reconstruction
project is moving with an aggressive timeline, as requested by the community, to finalize
the Indian Creek Drive portion of the project before year's end and thus restore normal
traffic flow conditions. Prompt replacement of the water line will allow FDOT to minimize
project disruption.
The relocation expense for the water line is the responsibility of the City as the owner of
the utility within the FDOT right of way. This responsibility is similar to the City
requirement for utility owners in City right of way, such as FPL, to assume relocation
expenses as required.
The project awarded to Ric-Man International Inc. has been awarded in two phases.
Phase I, the installation of the water main from 63'" Street to 65'h Street shall be
substantially completed by November 10'h, 2006. Phase II, installation of the water main
from 65'h Street to Abbot Avenue shall be substantially completed within sixteen (16)
calendar days from the issuance of the second notice to proceed. The City has incurred
additional expense for the project in order to provide for a second work shift and the
construction phasing that will expedite the water line project.
At this time FDOT has not informed the City of any delays to their contract and they
would most likely not be able to have a good estimate until Phase I of the water main
installation is completed. Given the City's prompt response, FDOT has agreed to
indemnify and hold the City harmless for any delays attributed to the relocation of the
water main along the Indian Creek Drive Corridor.
