SUBJECT: Alton Road Traffic Signalization Improvements
The City of Miami Beach Municipal Mobility Plan Project #34 called for capacity
improvements on Alton Road, from 8th Street to Dade Boulevard. The first of these
improvements was implemented in 2000 utilizing Concurrency Mitigation Funds. It protected
dual left turn movements on 1 ih Street at Alton Road.
In order to complete MMP Project #34, the City successfully applied in 2001 for a Florida
Department of Transportation (FDOT) fund source known as the County Incentive Grant
Program (CIGP). The CIGP offered incentives to municipalities wishing to implement
capacity enhancement projects on State roads, to fit specific area needs. At that time, a
large number of high-rise condominium development projects were being approved by the
City for construction on West Avenue, which would increase traffic along Alton Road and
left-turn movements to/from the crossing streets.
Resolution No. 2002-24796, dated March 20, 2002, authorized the execution of a CIGP
Agreement with FDOT which made available to the City a $70,000 State grant, matched at
$70,000 by the City, utilizing Concurrency Mitigation Funds. Back in 2002, this $140,000was
to cover the costs of a preliminary assessment, plans preparation, construction and
construction inspection of a project that would improve traffic signalization on Alton Road by
adding protected left-turn movements at the intersections with 8th, 11th, 15th, and 16th Streets,
and Dade Boulevard.
City rotational consultant, Post Buckley Shuh & Jernigan (PBS&J) was engaged in 2003 to
conduct a preliminary assessment of the corridor, prepare design plans, and perform
construction inspection services for the project. The negotiated cost to do the project was
$46,862.
In order to justify Miami-Dade County movement warranting, PBS&J had to conduct an
unscheduled traffic study to justify the need for the new movement; and conduct four (4)
unscheduled meetings with the County/FDOT/City to resolve all issues and finalize the
project plans. The additional consultant fees incurred for the unscheduled services
exhausted the contract fund balance that had been previously set aside for construction
inspection services.
In December 2003, the Alton Road/Dade Boulevard section of the overall project was funded
and implemented by FDOT, as a priority project. It took the City an additional 18 months and
three different revisions to the PBS&J plans for the Alton Road Project at 8th, 11th, 15th and
16th Streets to receive both FDOT and County approvals to proceed with the improvements.
In January 11, 2006, Resolution #2006 - 26095 approved $101,594 in Concurrency
Mitigation Funds needed to fund the $194,732 for the entire project. A JOC contractor
was engaged to perform the job and in October 2006 the work was finished.
The following improvements will support the key intended outcome to "maintain or
improve traffic flow" on the southem portion of Alton Road:
8th Street
. New traffic signal heads with five (5) traffic lights providing a protected left tum for
north-bound traffic.
· New left tum detector loops.
· New countdown pedestrian signals with American Disabilities Act (ADA) buttons.
11 th Street
· New traffic signal heads with five (5) traffic lights providing a signal protected left
turn for north-bound and south-bound traffic.
· New left tum detector loops.
· New countdown pedestrian signals with ADA buttons.
15th Street
· New traffic signal heads with five (5) traffic lights providing a signal protected left
turn for south-bound traffic.
· New left tum detector loop.
· New countdown pedestrian signals with ADA buttons.
16th Street
· New mast arm
· New traffic signal head with five (5) traffic lights providing a signal protected left
turn for south-bound traffic.
· New left tum detector loop.
· New countdown pedestrian traffic signals with ADA buttons.
