Guidelines
The Parks and Recreation Department has historically offered a 50% sibling discount for
After School and Summer Day Camp programs for residents and non-residents. However,
for summer specialty camps, athletics and specialized programming (swimming, ice skating
etc.) this benefit was never offered. This discount was not applied to the specialty programs
because these programs were intended to be self sustaining. We have recently analyzed
the potential impact to our budget of instituting a 25% sibling discount on specialty
programming and determined it to be more appropriate.
A discussion concerning the possibility of offering a sibling discount was held at the Parks
and Recreational Facilities Advisory Board meeting on September 13, 2006. Following this
discussion a motion was passed to recommend a 20% discount for the first sibling and a
25% discount for each additional sibling on summer specialty camps, athletics and
specialized programming. The Parks and Recreation Administration supports the motion
with the modification that all siblings qualify for a 25% discount. The discount is only applied
if children from the same family participate in the same activity such as swimming, dancing
or other specialized program. This is in keeping with the Commission and Administration's
current recreation fee philosophy and will offer some relief for some residents.
The budgetary impact of the 25% sibling discount does not appear to be significant. The
Parks and Recreation Department will monitor the item after the planned implementation
date of January 1, 2007.
On another note, the Parks and Recreation Department has recently revised the Scholarship
Family Income / HUD Guidelines scholarship worksheet (as of October 1, 2006). The
worksheet attached has been updated to reflect the U.S. Department of Housing and Urban
Development state median family incomes and local Bureau of Labor Statistics wage data
currently in place. In keeping with our scholarship application process we will be using the
revised schedule to calculate the scholarship effective November 20, 2006 (winter term).
