Existing Vacancies on the City's Development Review Boards

As you may be aware, the City has a number of vacancies and/or term expirations on the
Planning Board (PB), the Board of Adjustment (BOA), the Design Review Board (ORB) and the
Historic Preservation Board (HPB). The vacant categories of the relevant boards are indicated
hereto:
Board of Adiustment
Recently, a Charter Amendment was approved by the voters which now allows for the terms of
the members of the Board of Adjustment to be 2 years, instead of 1 year, and for the terms to be
staggered. The Planning Department is in the process of amending the zoning ordinance to
reflect this change in the Charter.
1. Citizen at-large.
This position is currently held by Mr. Seth Frohlich. Mr. Frohlich is eligible for re-appointment.
2. Citizen at-large.
This position is currently held by Mr. Roberto Sanchez III. Mr.Sanchez is eligible for re-
appointment.
3. Law.
This position is currently held by Mr. David Lancz. Mr.Lancz is eligible for re-appointment.
4. Engineering.
This position is currently held by Mr. Herb Gopman. Mr. Gopman is eligible for re-appointment.
5. Real Estate Development.
This position is currently held by Mr. Roberto DaTorre. Mr.DaTorre is eligible forre-appointment.
6. Certified Public Accounting.
This position is currently held by Mr. Laurence Herrup. Mr.Herrup is eligible for re-appointment.
7. General Business.
This position is currently held by Mr. Jason Loeb. Mr.Loeb is eligible for re-appointment.
Plannina Board
1. A registered architect or a member of the faculty of a school of architecture in the state, with
practical or academic expertise in the field of design, planning, historic preservation or the
history of architecture, or a professional architectural designer or professional urban planner.

2. Experience in general business, land development, land development practices or land use
issues.
This position is currently held by Ms. Cathy Left. Ms. Left is eligible for re-appointment.
3. An attorney who has considerable experience in land use and zoning issues.
This position is currently held by Mr. Victor Diaz. Mr. Diaz is termed limited and is not eligible to
be re-appointed.
Historic Preservation Board
1. A representative from the Miami Design Preservation League (MDPL), selected from three
names nominated by such organization.
This position is currently held by Mr. Mitch Novick. Mr. Novick is termed limited and is not
eligible to be re-appointed.
2. A representative from Dade Heritage Trust (DHT), selected from three names nominated by
such organization.
This position is currently held by Ms. Beth Dunlop. Ms. Dunlop is termed limited and is not
eligible to be re-appointed.
3. One at-large member who owns or manages a property or properties located in one of the
city's historic districts, and who has demonstrated interest and knowledge in urban design and
the preservation of historic buildings.
This position is currently held by Dr. Judith Berson-Levinson. Dr. Levinson is termed limited and
is not eligible to be re-appointed.
4. One at-large member who resides in one of the city's historic districts, and who has
demonstrated interest and knowledge in urban design and the preservation of historic buildings.
This position is currently held by Mr. Randall Robinson. Mr. Robinson is termed limited and is
not eligible to be re-appointed.
Desian Review Board
1. Registered Architect.
This position is currently held by Mr. Thomas Deluca. Mr. Deluca is eligible for re-appointment.
2. Citizen at Large.
This position is currently held by Ms. Clotilde Luce. Ms. Luce is eligible for re-appointment.
3. Registered Landscape Architect.
This position is currently held by Mr. Steve Lefton. Mr. Lefton is eligible for re-appointment.
4. A Registered Architect, Professional Designer or Professional Urban Planner.
This position is currently held by MrPeter Chevalier, in the capacity of a Professional Designer.
Mr. Chevalier is eligible for re-appointment.
In order to maintain quorums, the members of the boards whose terms have expired can be held

over for a period not to exceed 60 days from December 31,2006. Consequently, the need for
members is very pressing for all of the City's Development Review Boards. In particular, there is
an urgency for the Design Review Board, Historic Preservation Board and Board of Adjustment,
none of which will be able to field quorums after their February meetings.
