A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT OF
TWENTY -SIX (26) BANNERS FOR THE XPLOR 2000 CONFERENCE & EXHmIT, TO
BE HELD AT THE MIAMI BEACH CONVENTION CENTER, OCTOBER 29 THROUGH
NOVEMBER 3, 2000, AS REQUESTED BY THE APPLICANT AT THE FOLLOWING
LOCATIONS: CONVENTION CENTER DRIVE; COLLINS AVENUE FROM 15TH
STREET TO 17TH STREET; 17TH STREET FROM MERIDIAN AVENUE TO
W ASHINGTON AVENUE; AND LINCOLN ROAD FROM COLLINS AVENUE TO
W ASHINGTON AVENUE; SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE
PUBLIC RIGHT-OF- WAY; MEASURING 2 1/4' X 7' AND HAVING COPY AND DESIGN
AS SHOWN ON THE ATTACHED DRAWINGS; AND SHALL BE INSTALLED AND
REMOVED IN ACCORDANCE WITH ALL OTHER APPLICABLE CITY
REQUIREMENTS; THE ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN OCTOBER 20, 2000, AND REMOVED
BY NOVEMBER 6, 2000.
WHEREAS, the XPLOR 2000 (Applicant) event will be held October 29 through
November 3,2000, at the Convention Center; and
WHEREAS, in order to publicize the event and draw attention of the media and the public
at large, the Applicant has requested light pole banners, measuring 2 1/4 X 7 feet; and
WHEREAS, said banners will be installed no earlier than October 2("h and removed by
November 6th, 2000; and
WHEREAS, the Applicant has requested approval and authorization for the placement
of a total of twenty-six (26) banners; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by November 6,2000, and will ensure that any damage to light poles will be repaired at
its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City Commission
approve the installation of temporary banners.
NOW, THKKEFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of twenty six (26) banners for the XPLOR
2000 conference and exhibit, to be held at the Miami Beach Convention Center, October 29
through November 3, 2000, as requested by the applicant at the following locations: Convention
Center Drive; Collins Avenue from 15th Street to 17th Street; 17th Street from Meridian Avenue
to Washington Avenue; and Lincoln Road from Collins Avenue to Washington Avenue; said
banners to be affixed to light poles in the public right-of-way; measuring 2114' X 7' and having
copy and design as shown on the attached drawings; and shall be installed and removed in
accordance with all olber applicable city requirements; the administration further recommends that
these banners be installed no earlier than October 20, 2000, and removed by November 6, 2000.

Pursuant to Section 9-3-C.4 ( old Code Section) - Light Pole Banners: The
following information is provided for the Light Pole Banners for the Xplor
2000 at the Miami Beach Convention Center October 29- November 3,
2000
The light pole banners for the Xplor 2000 conference at the Miami Beach Convention
Center are 3ft. in width and 7ft. in length double faced and are made of vinyl. It will be a
four color process screen printed. The text of the light pole banner is the name of the
event, date and location which constitutes the overall image ofthe pole banner. The logo
of Xplor is incorporated in the name of the event is one square foot of the total area of
Banner. On the top pole pockets of the banner is the word Welcome and on the bottom
pole pocket has the web address ofXplor. There are no other logos on the banner.

ANALYSIS
The City Code Section 82-411 (d) requires that the City Cormnission approve the installation of
temporary banners which reads, in part:
(I) The right to install, as well as the number, location and method of installation of banners
shall be subject to the design review process and approved by the City Commission and the Public
Works Department.

(2) Banners shall not exceed three feet in width by seven feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the design
review process.
(3) Banners announcing special events either to be held in city or to be associated in some
manner with the city, as determined by the City Commission, may be erected up to 30 days prior
to the event being announced and must be removed within seven days after such event. Special
event banners shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the city may at
its sole discretion direct banners to be removed at any time.
The purpose of the banners is to welcome and promote the Xplor International 21st Global
Electronic Document System Conference & Exhibit. Xplor International is a not-for-profit
association which provides services to electronic document systems users. Xplor International is
a merchant trade with over forty percent participation from outside the United States.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than October 20,2000 and removed no later than November 6.2000, by the banner company.
The City Commission should approve the installation of the subject light pole banners for the
Xplor Conference & Exhibit.
