2000-24060 RESO RESOLUTION NO. 2000-24060 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING AUTHORITY FOR SIGNING VOUCHERS ON FUNDS IN THE ACCOUNT ENTITLED "CITY OF MIAMI BEACH CULTURAL ARTS COUNCIL"; AND RESCINDING RESOLUTION NO. 99-23422. WHEREAS, the City desires to establish a checking account at SunTrust Bank entitled, "City of Miami Beach Cultural Arts Council," and WHEREAS, the Mayor and City Commission wish to designate signatories who may execute vouchers in order to draw upon funds for the benefit of the City and the Cultural Arts Council. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Commission of the City of Miami Beach, Florida: Section 1: That, on and after the 13th day of September 2000, all withdrawal of funds from the City of Miami Beach Cultural Arts Council Account shall be by a duly prepared voucher executed and countersigned by any two of the following designated individuals as follows: a. Jorge M. Gonzalez, City Manager; or b. Christina M. Cuervo, Assistant City Manager; or c. Patricia D. Walker, Finance Director; or d. Georgina P. Echert, Assistant Finance Director. Section 2: That the above individuals shall execute a signature page concerning the account, in the format attached hereto as Exhibit "A." ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS On March 5, 1997, the Mayor and City Commission adopted on second and final reading Ordinance No. 97-3075, creating and establishing the Miami Beach Cultural Arts Council (Council). The Council has the mission of developing, coordinating, and promoting the performing and visual arts in the City for the enjoyment, education, cultural enrichment and benefit of the residents and visitors to the City. On October 21,1997, the Mayor and City Commission adopted Resolution No. 97-22560 approving the funding source for the City of Miami Beach Cultural Arts Council. The funding source for the Council is the investment income from a $10 million portion of the funds received from Miami-Dade County in relation to the Interlocal Agreement between the City and the County concerning the Convention Development Tax, wherein the County, among other things, transferred to the City the amount of $35 million for improvements to the Miami Beach Convention Center and Jackie Gleason Theater of the Performing Arts and related projects and uses. Additional sources of funding are $200,000 Resort Tax included in FYl999/2000 Budget and an allocation of the Visitors and Convention Authority existing fund balance. AGENDA ITEM Cl H DATE 9-13-00 It should also be noted that, pursuant to the Ordinance establishing the Council, in addition to these sources, the Council is actively seeking other revenue sources, which shall include private-sector contributions and public grants. This resolution is necessary to up date the authorized signatures for the account. It is recommended that the Mayor and City Commission approve the attached Resolution authorizing the update of authorized signatures for the account at SunTrust Bank entitled "City of Miami Beach Cultural Arts Council" to maintain the revenue sources in a separate checking account.
