LETTER TO COMMISSION

SUBJECT: Georgian Condominium - Loews Loading Dock Noise Issue
At the Commission Meeting of July 12, the Administration reported that the architectural
acoustics firm of Siebein Associates (Consultant), had been engaged to conduct an analysis and
provide recommendations to mitigate the noise emanating from loading dock area of the Loews
Hotel. On Thursday, June 22, representatives from the City's Administration, the Georgian
Condominium and the Loews Hotel met with the Consultant to review the scope of work and
determine the best times to take sound measurements at the loading dock and the condominium
units most affected by the noise. On July 23 and during the week of August 7, the Consultant,
using specialized monitoring devices, performed an assessment analysis of the noise emanating
from delivery trucks, the garbage compactor, the emergency generator, horns and back-up
noises.
On September 13, the Consultant delivered a draft copy of the analysis, which was subsequently
forwarded to Loews, the Georgian Condominium Association and their respective legal counsels.
On September 20, a meeting has been scheduled between the concerned paffms in order to review
the Consultant's findings and recommended mitigation measures. A report outlining the Consultant's
findings, the disposition of the Loews and the G-eorgian and hopefully a mutually acceptable course
of action, will be presented at the next Commission Meeting, which is scheduled for October 18,
2000.
