RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE RETROACTIVELY TO
SUBMIT THE FOLLOWING GRANT APPLICATIONS: 1) MIAMI-
DADE COUNTY HOMELESS TRUST FOR FUNDING, IN THE
AMOUNT OF $12,333, TO FUND UP TO 50% OF THE
PERSONNEL COSTS OF A HOMELESS MANAGEMENT
INFORMATION SYSTEM (HMIS) STAFF PERSON REQUIRED
TO MAINTAIN HMIS DATA RELATED TO THE CITY'S
HOMELESS OUTREACH GRANT; AND, 2) FLORIDA
DEPARTMENT OF TRANSPORTATION, STATE SAFETY
OFFICE, HIGHWAY SAFETY GRANT PROGRAM FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $66,000, FOR
THE CITY'S IMPAIRED DRIVING ENFORCEMENT INITIATIVE;
FURTHER APPROPRIATING THE GRANTS AND MATCHING
FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THESE APPLICATIONS.
WHEREAS, the City of Miami Beach receives Supportive Housing funding on an
annual basis from Miami-Dade County Homeless Trust for the City's Homeless Outreach
Program; and
WHEREAS, the Homeless Trust requires that all grantees participate in the
County's data-tracking software system which requires city staff to input client and intake
data and to maintain client files and statistical data on each person served; and
WHEREAS, this is a labor intensive requirement, currently being performed by
staff in the Community Services Division of Neighborhood Services; and
WHEREAS, this grant will partially cover the salary costs associated with one
position responsible for maintaining the Homeless Management Information System
(HMIS) data, and no new staff will be hired as a result of this grant; and
WHEREAS, the grant requires a match in the amount of $12,333, and matching
funds are available in the Neighborhood Services budget; and
WHEREAS, this project supports the following Key Intended Outcome: reduce
the number of homeless people; and
WHEREAS, retroactive approval is requested to submit a grant application to
Miami-Dade County Homeless Trust for funding in the amount of $12,333 to fund up to
50% of the personnel costs of a staff person required to maintain HMIS data related to
the City's homeless outreach grant; and
WHEREAS, the City of Miami Beach Police Department's impaired Driving
Enforcement Initiative will be a dedicated effort to reduce the number of alcohol-related
crashes by applying high visibility enforcement; and
WHEREAS, the City is requesting FDOT funding to purchase two enforcement
vehicles with associated equipment and radar devices to support this endeavor; and
WHEREAS, the deployment of specialized enforcement activities will be based
on increased traffic trends as well as historical alcohol-related arrests and crash
information; and
WHEREAS, no match is required of the City and no new staff will be hired as a
result of this grant; and
WHEREAS, this project supports the following Key Intended Outcomes: Increase
resident rating of public safety service; Maintain crime rates at or below national trends,
and Enhance mobility throughout the city; and
WHEREAS, the Administration requests retroactive approval to submit a grant
application to the Florida Department of Transportation (FDOT), State Safety Office,
Highway Safety Grant Program, for FY 2008 for funding for the City's Impaired Driving
Enforcement Initiative in an amount not to exceed $66,000.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby authorize the City Manager or his designee to retroactively submit the
following grant requests: 1) Miami-Dade County Homeless Trust for funding in the
amount of $12,333 to fund up to 50% of the personnel costs of a Homeless
Management Information System (HMIS) staff person required to maintain HMIS data
related to the city's homeless outreach grant; and, 2) Florida Department Of
Transportation, State Safety Office, Highway Safety Grant Program for funding in an
amount not to exceed $66,000 for the City's Impaired Driving Enforcement Initiative;
further appropriating the grants and matching funds, if approved and accepted by the
City; and authorizing the execution of all necessary documents related to these
applications.

ANAL YSIS
1. Retroactive approval to submit a qrant application to Miami-Dade County Homeless
Trust for fundinq in the amount of $12,333 to fund up to 50% of the personnel costs
of a Homeless Manaqement Information System (HMIS) staff person required to
maintain HMIS data related to the City's homeless outreach Qrant
The City of Miami Beach receives Supportive Housing funding on an annual basis from
Miami-Dade County Homeless Trust for the City's Homeless Outreach Program. The
Homeless Trust requires that all grantees participate in the County's data-tracking software
system - the Homeless Management Information System. City'staff is required to input
client and intake data and maintain client files and statistical data on each person served.
This is a labor intensive requirement, currently being performed by staff in the Community
Services Division of Neighborhood Services. This grant will partially cover the salary costs
associated with one position responsible for maintaining the HMIS data.
This grant requires a match in the amount of $12,333. Matching funds are available in the
Neighborhood Services budget in the amount of $12,333. No new staff will be hired as a
result of this grant. This project supports the following Key Intended Outcome: Reduce the
number of homeless people.

2. Retroactive approval to submit a qrant application to the Florida Department of
Transportation (FDOT). State Safety Office, Hiohway Safety Grant Prooram. for FY
2008 for fundino for the City's Impaired Drivino Enforcement Initiative in an amount
not to exceed $66,000.
The City of Miami Beach Police Department's Impaired Driving Enforcement Initiative will be
a dedicated effort of staff and assets above the regular deployment of line personnel. The
grant proposal requests FDOT funding to purchase two enforcement vehicles with
associated equipment, a laser radar device, two in-car vehicle radar devices, and a
motorcycle radar device to support this endeavor.
The initiative will be staffed with one Sergeant of Police, two Police Officers certified in use
of the Intoxylizer, one motorcycle Police Officer and support staff for paperwork and prisoner
processing. The enforcement vehicles and motorcycle will be equipped with speed
measuring devices. Scheduling and deployment of specialized enforcement activities will be
based on increased traffic trends as well as historical alcohol-related arrests and crash
information. The Miami Beach Police Department anticipates deploying this initiative for a
minimum of 9 weekends during holiday periods.
No match is required of the City and no new staff will be hired as a result of this grant. This
project supports the following Key Intended Outcomes: Increase resident rating of public
safety service; Maintain crime rates at or below national trends, and Enhance mobility
throughout the city.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to
submit the following grant applications: 1) Miami-Dade County Homeless Trust for funding in
the amount of $12,333 to fund up to 50% of the personnel costs of a Homeless
Management Information System (HMIS) staff person required to maintain HMIS data
related to the City's homeless outreach grant; and, 2) Florida Department of Transportation,
State Safety Office, Highway Safety Gran,t Program for funding in an amount not to exceed
$66,000 for the City's Impaired Driving Enforcement Initiative; further appropriating the
grants and matching funds, if approved and accepted by the City; and authorizing the
execution of all necessary documents related to these applications.
