2007-26499 Reso RESOLUTION NO. 2007-26499 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING PURSUANT TO MIAMI BEACH CITY CODE SECTION 118-563 TO CONSIDER GRANTING A CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION OF THE HOLTZ TENNIS STADIUM, LOCATED AT 1290 MERIDIAN AVENUE, AND RESTORATION OF THE AREA TO AN OPEN SODDED AND IRRIGATED GREENSPACE. WHEREAS, in 1984, the Holtz Tennis Stadium (Tennis Stadium) facility was constructed at 1290 Meridian Avenue, within the boundaries of the Flamingo Park; and WHEREAS, the Tennis Stadium is approximately four thousand (4,000) square feet, comprised of a two story structure, grandstands, scoreboards, and sports lighting; and WHEREAS, on December 6, 2006, the Administration requested authorization to issue a Request for Qualification (RFQ) No. 15-06/07, for architectural, engineering, urban design, and landscape architectural services for the planning, design, bid and award, and construction administration services for the Flamingo Park Project (the Project); and WHEREAS, the Project Scope of Work prioritized the construction of a new tennis center, courts and facilities, restrooms and enhanced lighting throughout the park; and and WHEREAS, the Project scope of work also included the demolition of the Tennis Stadium; WHEREAS, pursuant to RFQ No. 15-06/07, a Contract has not yet been negotiated or awarded for the Project; and WHEREAS, the Administration has made the decision to fast track the demolition of the Tennis Stadium; and WHEREAS, this portion of the work originally included in the scope of the RFQ No. 15-06/07, will be removed; and WHEREAS, the contracted firm will develop a Master Plan for the Project, for long-term improvements, while the City in the short term will undertake through the Job Order Contracting (JOC) System, the demolition of the Tennis Stadium; and WHEREAS, the Administration recommends that the City Commission schedule a Public Hearing to consider the need to grant a Certificate of Appropriateness for the complete demolition of the Tennis Stadium; and WHEREAS, this facility is a City owned property, and pursuant to City of Miami Beach City Code Section 118-102(3), the HPB recommendation is advisory to the City Commission; and WHEREAS, it is recommended that the Commission follow the Historic Preservation Board process of setting a Public Hearing to consider the granting of a Certificate of Appropriateness for Demolition; and WHEREAS, It should be noted that the scheduling of a Public Hearing is not specifically required by the City Code, but is a prudent measure, and does not impact the demolition schedule. While a Master Plan will be developed for the Flamingo Park Project, for long-term improvements, the City will undertake through the Job Order Contracting (JOC) System, the demolition of the Holtz Tennis Stadium, and restoration of the area to an open sodded and irrigated greenspace. The facility is not currently being utilized, and is notably deteriorated. The Project Scope of Work, includes the master planning, design development, permitting, bid and award, and construction administration for the renovation of, and improvements to, the facilities within the Park, including the demolition of the existing, and construction of a new tennis center building; new tennis courts and associated lighting; demolition of the Holtz Tennis Stadium; renovation of existing restrooms, or the provision of new; renovation of, or improvements to the existing Friendship Corner; restoration of the existing softball field, basketball courts and handball courts; renovation of the baseball stadium; new park lighting and security lighting at entry promenade; landscape and irrigation improvements; additional parking areas and improved vehicular access; pedestrian circulation /access along the EastlWest and North/South axes; perimeter fencing; entry features and signage. The project priorities as outlined in the RFP scope, are first, complete the construction of a new tennis center, courts and facilities, provide accessible restrooms and enhanced lighting throughout the park. All other improvements are intended to be phased, and implemented according to the available budget. City Commission Memorandum Abel Holtz Public Hearing Apri/11, 2007 Page 2 of 2 In the interim, the Administration has made the decision to fast track the demolition of the Holtz Tennis Stadium (see attachment 1), and remove this portion of the work originally included in the scope of the RFQ No. 05-06/07. Three (3) proposals for RFQ No. 05-06/07 were received and evaluated. During the April 11, 2007, Commission meeting, the City Manager will recommend that the negotiations commence with the top ranked firm of Wolfberg, Alvarez and Partners, Inc. While a Master Plan will be developed for the Flamingo Park Project, for long-term improvements, the City will undertake through the Job Order Contracting (JOC) System, the demolition of the Holtz Tennis Stadium. The City will also retain for the use of the tennis facilities patrons, the four (4) existing courts, and court lighting in the immediate vicinity of the stadium, until the new Tennis Center facility is built. A request for cost proposal for the demolition, irrigation and sodding, and temporary lighting work has been issued. The request for a Certificate of Appropriateness for Demolition was presented to the Historic Preservation Board, during the April 1 0, 2007 meeting. CONCLUSION The Administration recommends that the City Commission schedule a Public Hearing to consider the need to grant a Certificate of Appropriateness for the complete demolition of the Holtz Tennis Stadium, located at 1290 Meridian Avenue, and restoration of the area to an open sodded and irrigated greenspace. Since this facility is a City owned property, the Historic Preservation Board (HPB) recommendation is advisory to the City Commission (pursuant to City Code Section 118- 563).
