A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A
CONTRACT, IN THE AMOUNT OF $143,875, TO E&C
ELECTRICAL SERVICE, INC" TO PROVIDE FOR THE
REPLACEMENT OF THE ELECTRICAL SWITCHGEAR AND
THE RENOVATION OF THE ELECTRICAL DISTRIBUTION
SYSTEM AT THE SOUTH SHORE COMMUNITY CENTER,
WHEREAS, because of the age and deterioration of the electrical switchgear and
electrical distribution systems at the South Shore Community Center, there was a need to
include these replacement/renovation projects in the development and funding of the Fiscal
Year (FY) 06/07 Capital Renewal and Replacement Projects; and
WHEREAS, the Mayor and City Commission, at its December 6, 2006 meeting,
adopted Resolution No. 2006-26400, which authorized the Property Management Director
to serve as the certified general contractor for the Fiscal Year (FY) 06/07 Capital Renewal
and Replacement Projects; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed plans and specifications to
address the scope of work that was necessary to obtain price quotes from electrical
contractors for the electrical switchgear and distribution systems; and
WHEREAS, after the design plans and specifications were complete and all
regulatory approvals were obtained, Request for Quotations No. VA-QT4E-07 was
developed, and three (3) commercial electrical contractors were contacted to provide
quotes for the project, which resulted in three (3) responsive quotes; and
WHEREAS, after reviewing the quotes and insurance requirements, the Property
Management Director determined that E&C Electrical Service, Inc., provided the lowest
responsive responsible quote for the Project; and
WHEREAS, a contract was issued to E&C Electrical Service, Inc., in the amount of
$143,875, to provide for the replacement of the electrical switchgear and renovation of the
electrical distribution system at the South Shore Community Center; and
WHEREAS, as required by Resolution No.2006-26400, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the work at the South Shore Community Center.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract, in the amount of $143,875, to E&C Electrical Service,
Inc., to provide for the replacement of the electrical switchgear and the renovation of the
electrical distribution system at the South Shore Community Center.

Item Summary/Recommendation:
Because of the age and deterioration of the electrical switchgear and electrical distribution systems at the
South Shore Community Center, there was a need to include these replacement projects in the Fiscal Year
(FY) 06/07Capital Renewal and Replacement Projects budget. The Mayor and City Commission, at the
December 6, 2006 Commission meeting, adopted Resolution No. 2006-26400, which authorized the
Property Management Director to serve as the Certified General Contractor for all of the Fiscal Year (FY)
06/07Capital Renewal and Replacement projects. The Property Management Director exercised the
authority given to him by the City Manager and City Commission and developed specifications and
contacted three (3) electrical contractors that specialized in electrical switchgear and distribution systems
to provide bids on the project that resulted in three (3) responsive responsible bids. After reviewing the
bids, and after checking background references, licensing, and insurance requirements, the Property
Management Director determined that E&C Electrical Service, Inc., provided the lowest responsive
responsible bid for the Project. After review by the Legal Department and execution by the Mayor and City
Clerk, a contract was issued to E&C Electrical Service, Inc., in the amount of $143,875, for the work.
The Administration recommends that the Mayor and Members of the City Commission ratify the Property
Management Director's contract to E&C Electrical Service, Inc., for the work.

ANAL YSIS
Because of the age and deterioration of the electrical switchgear and electrical distribution
systems at the South Shore Community Center, there was a need to include these
replacement/renovation projects in the Fiscal Year (FY) 06/07 Capital Renewal and
Replacement Projects budget.

that resulted in three (3) responsive responsible bids. After reviewing the bids, and after
checking background references, licensing, and insurance requirements, the Property
Management Director determined that E&C Electrical Service, Inc., provided the lowest
responsive responsible bid for the Project.
