Kasdin and Members of the City Commission Lawrence Levy Q. ~ City M~:y Alton M,~ Traffic Calming Study FROM: SUBJECT: On Wednesday, May 31, 2000, the Administration and city staff met with representatives from the Alton Road Homeowners Association (ARHA) to listen to their concerns about the amount of vehicular speeding occurring through their neighborhoods. The representatives expressed a deep community desire for the installation of traffic calming measures along the Alton Road corridor. The Alton Road corridor is under the control and jurisdiction of the Florida Department of Transportation (FDOT). During the meeting it was eXplained by staff that the implementation of traffic calming measures along the corridor could only be accomplished by first obtaining FDOT approval. The FDOT for the past several years has been strongly opposed to any form of traffic calming measures suggested by area residents for Alton Road. FDOT had conducted a traffic calming assessment study, two (2) years ago, which concluded that traffic calming measures were not appropriate for Alton Road. Nevertheless, it was agreed to by both the ARHA and the Administration that the City would proceed in securing funds necessary for conducting a separate traffic calming study for Alton Road. This type of study has been requested by the FDOT as a precursor for any further serious discussion and reconsideration on their part towards the installation of traffic calming measures along Alton Road. The purpose of this study would be to identify applicable traffic calming strategies tools and techniques for Alton Road (SR 907) between Michigan Avenue and Indian Creek Drive. The primary objective of any recommended traffic calming measures or strategies would be to reduce the occurrence of speeding on Alton Road and reestablish the neighborhood's livability. The secondary purpose of this study is to assess the implication of using traffic calming strategies on Alton Road given its function as a arterial roadway. , Lastly the study will provide the City with recommendations on implementing a successful traffic calming plan (i.e., public involvement, surrounding impacts to network, and the like) will be outlined. The City and FDOT will use the study to determine whether traffic calming strategies and measures can be implemented along the corridor, as part of a scheduled milling and resurfacing project. The City staff has prepared a scope of work for the subject study (see attachment). Funding for the study will be from GO Bonds in the amount of$15,000.00. The $15,000.00 funding is inclusive with the Alton Road Enhancements Projects funds as outlined in the General Obligation Bond Project Program list for $870,000. The GO Bond Oversight Committee has already approved the funding for the study at its August 7, 2000 meeting. The Request for Proposals will be presented for your consideration at the first Commission Meeting in September.
