2000-24085 RESO RESOLUTION NO. 2000-24085 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION AND/OR THE THE DIRECTOR OF THE BASS MUSEUM OF ART TO SUBMIT AN APPLICATION TO THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES (IMLS) CONSERVATION PROJECT SUPPORT GRANT PROGRAM REQUESTING $9,800, WHICH REQUIRES A CASH MATCH BY THE CITY OF $4,310 (FROM THE 2001 GENERAL FUND OF THE BASS MUSEUM) AND AN IN-KIND MATCH OF $12,270, WHICH CONSISTS OF SALARIES AND BENEFITS, TO FUND THE CONSERVATOR EXAMINATION AND TREATMENT OF THE PAINTING VENUS AND ADONIS BY FERDINAND BOL IN THE BASS MUSEUM PERMANENT COLLECTION; AND APPROPRIATING SAID GRANT FUNDS, IF AWARDED. WHEREAS, the preservation of the works of art in the Bass Museum's permanent collection is a fundamental part of its mission; and WHEREAS, the Institute of Museum and Library Services solicits grant applications for Grants to Organizations grants to help institutions preserve their collections so that future generations may share the treasures of our artistic heritage; and broaden public access to the excellence and diversity of the arts; and in an effort to promote long range planning and institutional commitment to sound collection care practice; and WHEREAS, the Bass Museum of Art has identified a painting in its permanent collection which is in need of conservator examination and treatment, and identified a conservator that is qualified to provide such an examination and treatment; and WHEREAS, the Bass Museum has determined that the conservation ofthis painting is eligible for Institute of Museum and Library Services Conservation Project Support grant program support; and WHEREAS,$9,800 is the grant amount requested, $4,310 (from the 2001 general fund of the Bass Museum) is the cash match required from the City and $12,270 is the in-kind salaries and benefits match required from the City, NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize the Administration and/or the Director ofthe Bass Museum of Art to submit an application requesting $9,800, to the Institute of Museum and Library Services Conservation Project Support grant program, including a $4,310 cash match (from the 2001 general fund of the Bass Museum) and $12,270 in- kind match consisting of salaries and benefits by the City, to fund the conservation examination and treatment of the painting Venus and Adonis by Ferdinand Bol in the Bass Museum permanent collection; and appropriate said grant funds, if awarded, ~ City Clerk PASSED AND ADOPTED this 27th day of September, 2000. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The Bass Museum requires the conservation examination and treatment of its Ferdinand Bol painting titled Venus and Adonis, which dates from 1661. The Bass Museum would contract with a South Florida conservator with previous experience in restoring and preserving similar old master paintings, The project includes written and photographic examination by the conservator, round-trip shipping to/from the conservator's studio, treatment of the painting, treatment reports and photographs, reinstallation of the painting, and the development of a long range care plan for the painting, The matching funds for the project will be requested in the Bass Museum's 2001-2002 general fund budget. Venus and Adonis is one of the most important paintings in the City's permanent collection of old masters, Ferdinand Bol was among Rembrandt's most talented and dynamic students, and Venus and Adonis is considered one of his masterpieces, This painting, signed and dated at bottom left, Budget AGENDA ITEM C 1 A DATE 9-21-00 C,IOfFICE\WPWIN\WPDOCSIGRANTS\lMLS\COMMEM.wPD " September 27,2000 Commission Memorandum Bass Museum request to submit an IMLS grant application Page 2 is also the only fully dated work ofBol's career, The conservation ofBol's Venus and Adonis is a vital component of the systematic preservation and restoration of collection objects and part of a Collections Management Plan to ensure the City's Bass Museum of Art permanent collection, a $15,000,000 plus asset, is properly maintained, Venus and Adonis has not received conservation treatment since a 1986 restoration (funded by an Institute of Museum Services grant with a City match), At that time the paint surface was cupping and actively flaking and was scratched, Repairs were made and the canvas was relined, Conservators urged continuous monitoring of the painting for signs of renewed flaking of the paint surface and drying of the canvas, In Fall 1997, a conservator examination noted that the painting was very dry and susceptible to new damage, In May 2000, the Bass Museum Registrar noted that the work has begun lifting at the edges of the stretcher, and recommended the painting for priority attention. Sixteen months have been allowed for the full completion of the project, including the scheduling of the conservator, examination and treatment of the painting, shipping, reports, reinstallation of the painting in the Museum environment, audience interpretation, and completion of grant reporting requirements, The project will commence September 30, 2001 and conclude January 31, 2003. It is recommended that the Mayor and City Commission adopt this resolution approving the submission of the grant application requesting $9,800 and authorize the provision of a cash match of $4,310 and an in-kind match of $12,270, which consists of salaries and benefits, to repair and maintain this valuable painting which is worth in excess of $200,000.
