2000-24093 RESORESOLUTION NO. 2000-24093 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING AND SUPPORTING A FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) SAFETY PROJECT PROPOSED FOR THE MIDDLE BEACH TRANSPORTATION CONCURRENCY MANAGEMENT AREA (TCMA); SUCH PROJECT INVOLVING MODIFICATIONS TO THE 41ST STREET/INDIAN CREEK DRIVE INTERSECTION, WHICH ARE CONSISTENT WITH THE CITY'S MUNICIPAL MOBILITY PLAN; AND URGING FDOT TO IMPLEMENT THE PROJECT IN FISCAL YEAR 2000-01. WHEREAS, there is only one dedicated left -turn lane on eastbound SR/41st Street onto northbound AIA/Indian Creek Drive; and WHEREAS, an unsafe condition has become prevalent at the intersection, where rush-hour traffic demands are causing motorists to utilize the eastbound through lane as an additional but illegal northbound left -turn lane; and WHEREAS, for years, area activists, businesses, and the City's Transportation and Parking Committee (TPC) have requested that the 41st Street pavement be restriped at the intersection to allow for dual northbound -left -turn movement onto Indian Creek Drive; and WHEREAS, the City -adopted Municipal Mobility Plan confirmed the need for improved split -phase signalization and roadway demarcation to facilitate shared use (northbound left -turn or straight ahead movements) of the second lane; and WHEREAS, on August 23, 2000, the City held an advertised public involvement meeting in Middle Beach, where the proposed dual left-turn/signalization project was warmly received and endorsed by those in attendance; and WHEREAS, the City's Transportation and Parking Committee, via a Resolution, endorsed and recommend the project to the Mayor and City Commission. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby endorse and support a Florida Department of Transportation (FDOT) safety project proposed for the Middle Beach Transportation Concurrency Management Area (TCMA); such Project involving modifications to the 41st Street/Indian Creek Drive intersection, which are consistent with the City's Municipal Mobility Plan; and urging FDOT to implement the Project in Fiscal Year 2000-01. WHEREAS, the Miami Beach Transportation and Parking Committee has reviewed two roadway safety projects proposed for implementation within the Middle Beach Transportation Concurrency Management Area (Middle Beach TCDIA); and WHEREAS, such Projects are a double left -turn lane for the eastbound 41st Street traffic onto northbound Indian Creek Drive, and a safer merging for southbound Alton Road traffic turning westbound onto the ramp to Julia Tuttle Causeway, proposed for implementation by the Florida Department of Transportation; and WHEREAS, the Transportation and Parking Committee strongly feels that these proposed projects will add to the City's efforts toward enhancing the safety, mobility, and livability of Miami Beach as a community and an international destination. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The intersection of 41 st Street with Indian Creek Drive presently features only one left -turn lane onto northbound Indian Creek Drive. Particularly during evening rush hour, when a long line of queued vehicles wait on the designated lane for the protected left -turn arrow, other vehicles use the through center lane illegally as a left -turn lane. This does create an unsafe condition at the intersection. For years, area activists, businesses, and the City's Transportation and Parking Committee (TPC) have requested that the 41 st Street pavement be restriped at the intersection to allow dual northbound -left -turn movement onto Indian Creek Drive. Their suggestion was later reinforced by a recommendation in the City -adopted Municipal Mobility Plan, which also called for improved split -phase signalization to facilitate shared use (northbound left -turn and/or straight ahead) of the second lane. Since both streets are within the State Roadway System, under the jurisdiction of the Florida Department of Transportation (FDOT), the City requested and FDOT agreed to implement the safety improvements at no or minimal cost to the City. Subsequently, on August 23, 2000, the Administration held an advertised public involvement meeting in Middle Beach, where the proposed dual left-turn/signalization project was endorsed.
