A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE SUBMISSION
OF THREE RANKED AND PRIORITIZED GRANT APPLICATIONS TO
THE METROPOLITAN PLANNING ORGANIZATION (MPO), UNDER THE
COUNTY INCENTIVE GRANT PROGRAM (CIGP), FOR MUNICIPAL
MOBILITY PLAN-RECOMMENDED PROJECTS; SUCH PROJECTS
BEING FOR IMPROVEMENTS TO THE 16TH STREET CORRIDOR, TO
SEVERAL INTERSECTIONS WITH ALTON ROAD, AND TO THE WEST
AVENUE CORRIDOR; IF ANY OF THESE PROJECTS IS AWARDED,
THE CIGP GRANT WOULD COVER 35% OF THE PROJECT COST IF ON
A CITY STREET, AND 50% ON A STATE ROAD; THE REQUIRED CITY
MATCH WOULD BE FUNDED BY A COMBINATION OF CONCURRENCY
MITIGATION, ROAD IMPACT FEE, AND GENERAL OBLIGATION BOND
FUNDS DEDICATED TO NEIGHBORHOOD IMPROVEMENT PROJECTS;
THE GRANT APPLICATION DEADLINE BEING SEPTEMBER 29, 2000.
WHEREAS, a newly-created State grant initiative, known as the County Incentive Grant
Program (CIGP) can be awarded to municipalities for local transportation facility projects that
relieve congestion on the State roadway system (Grant); and
WHEREAS, the City of Miami Beach wishes to submit three (3) ranked and prioritized
Municipal Mobility Plan project applications under the Grant program, as follows:
Project #1 - 16th Street Corridor Enhancements/Operational Improvements
Project #2 - Alton Road Intersection Improvements
Project #3 - West Avenue Corridor Improvements; and
WHEREAS, the City is aware that the percentage of Grant program participation on any
awarded applicant project is 50% of costs for projects on State Roads, and 35% of costs for projects
on local roads which relieve congestion on the State system; and
WHEREAS, if any of its applicant projects is awarded, the City is prepared to submit the
respective local match by utilizing a combination of Concurrency Mitigation, Road Impact Fee, and
General Obligation Bond funds, as applicable.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the submission of three ranked and prioritized grant applications to
the Metropolitan Planning Organization (MPO), under the County Incentive Grant Program (CIGP),
for Municipal Mobility Plan-recommended projects; such projects being for improvements to the
16th Street Corridor, to several Intersections with Alton Road, and to the West Avenue Corridor; if
any of these projects is awarded, the CIGP grant would cover 35% of the project cost ifon a City
street, and 50% on a State Road; the required City match would be funded by a combination of
Concurrency Mitigation, Road Impact Fee, and General Obligation Bond funds dedicated to
neighborhood improvement projects; the grant application deadline being September 29,2000.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
A newly-created State grant initiative, known as the County Incentive Grant Program (CIGP) can
be used by municipalities for local transportation facility projects that relieve congestion on the State
Roadway system. The current funding for the Statewide program is $100 million a year, for three
years. Miami-Dade and Monroe Counties' allocation is $13.36 million for FY 2000-01. The
Metropolitan Planning Organization (MPO) has established September 29, 2000 as the deadline for
receiving applications for this FDOT -sponsored grant program.
The percentage of CIGP grant program participation on any awarded applicant project is 50% of
costs for projects on State Roads, and 35% of costs for projects on local roads which relieve
congestion on the State roadway system. If any of the City grant applications is awarded, the
required City match (either 50% or 65%) would be funded by either Concurrency Mitigation, Road
Impact Fee, or G. O. Bond funds, as appropriate, or by a combination of these funds. The awarded
project(s) would be included in either the FY 2000-01 or 2001-02 FDOT Work Program for
implementation.

The Administration intends to submit three (3) ranked and prioritized grant applications for the
following Municipal Mobility Plan and/or G. O. Bond projects:
Project #1 - 16th Street Corridor Enhancements/Operational Improvements
Sixteenth Street functions as a major east-west roadway in South Beach. It covers an area
between W est Avenue and Collins Avenue, providing pedestrian and vehicular accessibility
through several type of land-uses and zoning areas. The corridor was extended from
Washington Avenue to Collins Avenue in 1998, as part of the Loews Hotel development
project. It provides direct connection to two (2) FDOT arterial roads-Collins Avenue and
Alton Road. The proposed 16th Street project has been recommended in the Municipal
Mobility Plan (Exhibit A attached hereto), and is included as part of the G.O. Bonds'
Flamingo Neighborhood Improvements program. The estimated project cost is $325,000.
Project #2 - Alton Road Intersection Improvements
Alton Road is a FDOT facility which functions as a major north-south arterial through the
City. The section of Alton Road which serves the South Beach area (south of Dade
Boulevard) has a severe LOS problem. Due to right-of-way constrains and cost, it is
impossible to implement traditional capacity improvement measures for the corridor.
However, intersection improvements to facilitate the operation of the corridor are possible.
At the Alton Road intersections with 8th, 11th, 15th and 16th Street, there is a critical need
for replacement of the existing traffic signals with new signal heads with left turning
movement arrows. This would allow vehicles better accessibility from Alton Road to the
area's major east-west collector streets. These intersections are all heavily traveled and
provide much needed relief to the Alton Road and 5th Street corridors.
The applicant Intersection Improvements project, estimated at $100,000, would become an
additional component of the drainage, milling and repaving projects already programmed by
FDOT for Alton Road, between 5th Street and Dade Boulevard. (Exhibit B)
Project #3 - West Avenue Corridor Improvements
West Avenue is a local north-south roadway within South Beach, which runs parallel to
Alton Road. The corridor provides direct accessibility to the City's emerging high density
residential area, south of Alton Road, running from 17th Street to the MacArthur Causeway.
It presently functions as a collector road and provides an alternative to Alton Road during
traffic congestion and delays. Roadway improvements to West Avenue would also serve to
relieve congestion at several nearby intersection including Alton Road at Dade Boulevard,
Alton Road at 17th Street and Alton at 20th Street. This over $3 million project would be
implemented in phases, making it easier to accomplish. (Exhibit C)

Outside funding availability is gradually diminishing as multi-governmental awareness and
competition for the same funding sources intensifies each year. With so many capital improvement
projects to be funded and implemented, the City of Miami Beach cannot afford to overlook any
funding opportunity. Therefore, the Administration recornmends approval of the enabling
Resolution to the proposed grant applications.

Proiect Descriation: This project provides operational improvements and traffic calming measures along 16- Street
between Collins Avenue and West Avenue. With the extension of 16- Street east to Collins the roadway will begin
to function as a collector. The enhancements would increase capacity to allow the roadway to maintain adequate
traffic performance. Additional landscaping, signage, lighting and sidewalks would be incorporated into the
improvements to provide balance between vehicles and pedestrians.
Proiect Need and Benefits: Traffic volumes are expected to increase along 16- Street with its extension east to
Collins Avenue. The project would provide operational improvements to allow the roadway to maintain acceptable
performance. At the same time the proiect would improve pedestrian safety.
Proiect Reauirements: A study would determine operational improvements and corridor enhancements. The project
would then move to design and construction. Approval from the MDPWD is required.

Proiect Description: This project would identify operationol andjor geometric improvements along Alton Road
between 5- Street and Dode Boulevard. This segment of Alton Rood corries large volumes of trallic and serves
regional trips. Improvements are programmed for several Alton Road intersections including 5- Street, 17- Street
and Dade Boulevard. The improvements identified for Alton Road need to complement or expand upon these
intersection improvements to increase the capacity of the corridor.
Proiect Need and Benefits: Alton Road is presently operating at a poor level of service during peak traffic periods
because of heavy volumes. The performance will further deteriorate with future increases in volumes. The project
would provide increased capacity in the corridor resulting in improved traffic performance.
Proiect Reauirements: An arterial analysis of Altan Road between 5- Street and Dade Boulevard

Proiect Description: The intersections of Dade Boulevard at 17m Street/Bay Rood should be combined with the
connection of Dade Boulevard and West Avenue and reconfigured. This area functions os a gateway to the city,
connecting the Venetian Causeway to the island. The project would replace the existing operation of Dade
Boulevard at 17m Street/Boy Rood that does not permit the full movement of traffic.
Proiect Need and Benefits: The project would improve the performance of traffic in the area by providing better
connection and alternative paths for traffic in the area. By providing for the full movement of traffic the project
could serve to relieve congestion at several nearby intersections including Alton Rood at Dade Boulevard, Alton
Road at 17m Street and Alton Road at 20m Street. The project could also provide a gateway to the city instilling a
sense of community identity.
Proiect Reauirements: A planning and operational study would be required to determine the appropriate
improvements. The study should consider bicycling on Dade Boulevard to/from the Venetian Causeway. he study
would require a network grid analysis of an expanded study area. Once improvements are identified the project
would move forward to design and construction phases. This project requires MDPWD approval.
