A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE ALLOCATION OF EXISTING REALLOCATION OF HOMELESS FUNDS, IN THE AMOUNT OF $50,000 TO THE FOLLOWING VARIOUS ADMINISTRATION FUNDS: HOMEBOUND PROGRAM; JOB/SELF-SUFFICIENCY PROGRAM; HOMELESS CARE/EMERGENCY SHELTER FUND. WHEREAS, the Mayor and City Commission authorized the Administration to allocate $50,000 for homeless prevention initiatives to assist Metropolitan Dade County's Office of Homeless Assistance; and WHEREAS, the allocation was to be used to pay for shelter needs In connection with the vacating of homeless encampments throughout the City of Miami Beach; and WHEREAS, due to the Dade County availability of Federal funding to the Homeless Trust to provide for shelter space, the City's funds were not distributed; and WHEREAS, the City Is committed to helping homeless persons become more self sufficient through a job enhancement and by assisting with certain emergency needs; and WHEREAS, the funding in the amount of $50,000 is available In Fiscal Year 1994/95. NOW, THEREFORE, be it duly resolved by the Mayor and City Commission of the City of Miami Beach, Florida, that the appropriation of $50,000 from Fiscal Year 1994/95 Into Fiscal Year 1995/96 to provide for services to the homeless is approved. The Administration recommends the redistribution of the previously allocated $50,000 Homeless Fund to various Administration initiatives; including the "Homebound Program,"- "Job/Self- Sufficiency Program" and the "Homeless Care Emergency Shelter Fund". BACKGROUND: In Fiscal Year 1994/1995, the City of Miami Beach City Commission allocated $50,000 for homeless prevention initiatives to assist Metro Dade County's Office of Homeless Assistance. The allocation was to be used to pay for shelter needs in connection with the vacating of homeless encampments throughout the City of Miami Beach. Due to the availability of federal funding to the Homeless Trust to provide for shelter space, the City's funds were not distributed. The City has used a special funding, consisting of private donations to pay for emergency homeless services, including the "Homebound Program" which helps pay for transportation of homeless person(s) wishing to be reunited with family and/or significant others in their home State. ANALYSIS: The $50,000 allocated for Fiscal Year 1994/1995 can be reallocated for the Fiscal Year 1995/1996 and be distributed in the following manner: "Homebound Program" - $1,000 allocation, which would enable the Administration to reunite up to 15 persons upon request. continued.,. 492 AGENDA ITEM R-'l+ . q-;~n~qS DATE Comm. Allocation of Homeless Funds -2- September 27, 1995 As of this date, the program, currently funded by public donations, has resulted in the reunification of75 homeless persons outside the State of Florida, who would otherwise in need of shelter and/or assistance. The program requires that the person be homeless and has personally requested of their own volition to return to their home State (County or City) of origin anywhere in the Continental United States, and that the person be willing to repay the cost of transportation if he/she returns to the City of Miami Beach. "Job/Self-Sufficiency Program" - $30,000 allocation to help fund the proposed job program that will allow Jewish Vocational Service (JVS) to hire 10 homeless persons to clean alleys and the City's boardwalk, under the direct supervision of JVS assigned supervisors working with the City of Miami Beach Sanitation Supervisors. This program is a partnership between the Homeless Trust, JVS and the City of Miami Beach. The Homeless Trust provides funding to JVS for assessment and referral of services as well as other expenses. Tthe JVS provides insurance, supervision and management to a selected group of homeless individuals willing to accept a transition from being homeless to self-sufficient. The City of Miami Beach provides job opportunities by identifying specific work assignments, ie, cleaning alleys, boardwalks, beaches, streets, highways and/or repair of City structures such as fences, boardwalks, etc. "Homeless Care/Emergency Shelter Fund" - $19,000 allocation to provide emergency food and/or shelter to homeless individuals and/or families who are in need of immediate and temporary emergency service. "Homeless Care Emergency Shelter Fund" - This fund is established to compliment the existing public donation fund, which can be used to pay for the cost of temporary emergency shelter to persons becoming homeless or in the process of rehabilitation as a result of direct services from qualified service providers. It also provides funding for emergency food and homeless assistance through the various charities and/or service providers. CONCLUSION The Administration is confident that the above service will enable the Administration to continue to provide emergency services to those individuals in need. JGP:JP:blbm , ,. 493 .. ~..
