A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH AMENDING THE
EXISTING LETTER OF UNDERSTANDING BETWEEN THE
CITY OF MIAMI BEACH AND STRELKOW ASSOCIATES,
INC., DATED AUGUST 9, 1993, FOR PROFESSIONAL
LANDSCAPE SERVICES REQUIRED BY THE CITY IN
RELATION TO THE DESIGN AND CONSTRUCTION
ADMINISTRATION PHASES OF THE JULIA TUTTLE
HIGHWAY BEAUTIFICATION PROJECT, THE AMENDMENT
PROVIDING FOR ADDITIONAL WORK NECESSARY FOR
THE COMPLETION OF THE CONSTRUCTION
ADMINISTRATION PHASE OF THIS PROJECT, FOR THE
ADDITIONAL COMPENSATION OF $20,000.
WHEREAS, the City of Miami Beach has initiated an extensive Highway
Beautification Project on the Julia Tuttle Causeway; and
WHEREAS, on August 9, 1993, the City Manager executed a Letter of
Understanding to Peter Strelkow, authorizing Strelkow Associates,
Inc., to perform professional landscape services required for the
Construction Administration phase of the Julia Tuttle Highway
Beautification Project in an amount not to exceed $4,200.; and
WHEREAS, the scope of work, for the Construction Administration
phase, has increased significantly since the original plans
prepared by Peter Strelkow were submitted to the Florida Department
of Transportation for grant support consideration in 1991, and such
funds were ultimately awarded in 1993; and
WHEREAS, Strelkow Associates, Inc., the landscape architects for
this project has complied with and completed all of their
requirements included in the initial Letter of Understanding
related to the original project; and
WHEREAS, due to the expanded scope of work directed by the
Administration there is still an estimated minimum of 300 hours of
construction administration work to be completed; and
WHEREAS, Strelkow Associates, Inc., has agreed to complete all
remaining work as indicated in the attached Scope of Work, attached
hereto as exhibit "A", for $20,000.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein amend the existing Letter of Understanding
between the city and Strelkow Associates, Inc., for additional
services necessary to complete all construction administration work
related to the Julia Tuttle Highway Beautification Project. Total
compensation to Strelkow Associates, Inc., for this service is
$20,ODO. Funds for this increase are available in Budget Code 366-
2105-D69358.

Administration Recommendation
The Administration recommends that the City Commission adopt the
attached resolution amending the existing letter of understanding
between the City of Miami Beach and Strelkow Associates, Inc., for
an increased scope of services necessary for the Construction
Administration Services phase of the Julia Tuttle Highway Landscape
Beautification Project for a total compensation of $20,000.
Backaround
In 1987, the City of Miami Beach Beautification Committee, under
the leadership of Peter strelkow, developed the initial concept of
the Julia Tuttle Highway Beautification Plan. Over the'next six
years the plan was further refined by Mr. Strelkow and other
members of the Committee to include conceptual design, design
development, and project renderings. In 1990, the City of Miami
Beach submi tted this plan to the Florida Department of
Transportation for consideration for Highway Beautification Grant
Support. Although unsuccessful in 1991, and 1992 the City was
granted $144,763 to construct this beautification program in 1993.
Following notification of the grant award the Administration
recognized the unique opportunity to greatly enhance the main
entrance to the city and requested Mr. Strelkow further refine the
plan to significantly increase the scope and scale of the program
and ultimately redesign the project. For this work Mr. Strelkow
was compensated a total of $4,800.
Mr. Strelkow also agreed to provide construction administration for
the project. Based on the original scope of work his total
compensation for this phase was not to exceed $4,200.
Due to the greatly increased scope of work which increased the
projected cost from the original estimate of $280,000 to
approximately $785,000 the time required by the Landscape Architect
to properly supervise this program has also increased dramatically.
It is estimated to date, Mr. Strelkow has worked no less than 135
hours on the Construction Administration phase and will require a
minimum of 300 additional hours to successfully complete this
project. 16

Analvsis
Based on the amount of time expended to date by the Landscape
Architect to properly supervise the Construction Administration
phase of this project, as well as the estimated time projected to
complete the program, this increase is warranted. Mr. Strelkow's
time and work is monitored constantly by the Recreation, Culture
and Parks Department Administration and to this point has met every
expectation. Based on the estimated time required to complete this
phase of the project, this equates to approximately $55.00 per
hour, which is a very acceptable rate for landscape architectural
professional services.
Funds for this increase are available in budget code 366-2105-
069358.
ConClusion
The City Administration recommends that the City commission approve
the attached resolution amending the letter of understanding
between the City and Strelkow Associates, Inc., for an increase
scope of professional services related to the Julia Tuttle Highway
Beautification Project and approving additional compensation of
$20,000 for said work.
