93-20841 RESO Incomplete RESOLUTION NO. 93-20841 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO NOTIFY THE STATE DEPARTMENT OF TRANSPORTATION OF OUR ACCEPTANCE OF A HIGHWAY BEAUTIFICATION GRANT, FOR THE BEAUTIFICATION OF THE JULIA TUTTLE CAUSEWAY FROM ALTON RD. WEST TO THE INTERCOASTAL WATERWAY, TO EXECUTE A GRANT AGREEMENT WITH THE D.O.T., TO APPROPRIATE $144,763.00 IN GRANT FUNDS WHEN THEY BECOME AVAILABLE, TO APPROPRIATE $145,814.08 OF IN-KIND CITY SERVICES REQUIRED TO MATCH THE GRANT FUNDS, AND TO SET UP A SPECIAL REVENUE ACCOUNT TO TRACK ALL THE EXPENDITURES. WHEREAS. the City has been notified that k has been awarded a Florida Department of Transportation Highway Beautification Grant for the beautification of the Julia Tuttle Causeway from Alton Rd. Westward to the Intercoastal Waterway; and WHEREAS, k is necessary to notify the State D.O.T of our acceptance of the grant and to execute a grant agreement; and WHEREAS, the City must appropriate the grant funds prior to expenditure and must have an orderly method of tracking those expenditures. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH. FLORIDA: 1. That the Mayor and Cky Commission accepts the Department of Transportation Highway BeautWication Grant for the beautification of the Julia Tuttle Causeway from Alton Rd. Westward to the Intercoastal waterway and directs the City Clerk to notify the State of our acceptance. 2. That the Mayor and City Clerk are authorized and directed to execute the required grant agreement. 3. That $144.763 In grant funds and matching funds in the amount of $145.814.08 in in-kind Cky services are appropriated for use on this project. 4. That the City Manager is hereby directed to set up a special revenue account In-order to track the expenditure of funds throughout the duration of the project. ADMINISTRATIVE RECOMMENDATIONS: The City Administration recommends that the Mayor and the City Commission pass the attached resolution authorizing the Mayor and City Clerk to accept a Florida Department of Transportation Grant for the beautification of the Julia Tuttle Causeway from Alton Rd. Westward to the Intercoastal Waterway, to execute the grant, to appropriate the grant funds, to appropriate in-kind City services, and to set up a special revenue account. BACKGROUND AND ANALYSIS: On June 1, 1993, the State Department of Transportation notified the City that we had been awarded a $144,763.00 highway beautification grant which is to be matched by $145,814.08 of in-kind city services. The State requires that the city notify them that we intend to accept the grant within sixty days of notification of the grant award. Once notified, the DOT will begin the process of formalizing the required documents. The grant funds and the in-kind City services must also be appropriated and a special revenue account must be set up to track the funds.
