Gonzalez, City Manager DATE: June 7. 2007 SUBJECT: FLAMINGO PARK/RESIDENTIAL PARKING COMMUNITY MEETING - UPDATE On Monday, June 4, 2007, the City of Miami Beach Parking Department and Parks and Recreation Department held a community meeting at 6:00 P.M. at the Miami Beach Botanical Gardens to discuss parking policies and regulations in an effort to meet both the needs of park users as well as residential permit holders. The community meeting was publicly noticed and almost 4,000 notices were mailed to residents advising them of the meeting date, time, and location. There were 12 residents in attendance at the community meeting. There were various issues discussed including a historical perspective of the Zone Two/Flamingo Park residential parking zone; parking challenges for both park users and residential parking permit holders, enforcement, policy revisions, and identification of other parking opportunities for both park users and permit holders. The following initiatives were identified and unanimously accepted: • Relax the time limit restrictions at the 15th Street and Michigan Avenue Parking Lot (Softball Field) until such time that parking demand for use of the north side of Flamingo Park requires further regulation. • Pursue the relocation of vehicles from the City's Property Management Division in order to create more parking for both permit holders and park users. • Extend the 7:00 A.M. restriction to 9:00 A.M. in an additional parking bay on the west side of the 11th Street (PAL) Parking Lot. • Place additional informational signs within the 11th Street Parking Lot indicating, "Additional Parking at the 15th Street and Michigan Avenue Parking Lot". • Enforce the current three (3) hour limit in the 11th Street Parking Lot for both permit holders and park users. • Restrict Parking on the north side of 11th Street between Alton Road and Meridian Avenue for Zone Two only between the hours of 10:00 P.M. and 7:00 A.M. seven days a week. • Increase patrols of parking enforcement in the vicinity and specifically in both surface lots. • Provide more advance notice of future regulation and policy amendments, including input from neighborhood organizations/associations. The preceding eight initiatives were discussed at length and agreed upon by all in attendance for implementation. It is the Parking Department's goal to have these initiatives implemented by July 1, 2007. A notice will be mailed to all permit holders notifying them of the results of the community meeting and the effective date for said initiatives. In conclusion, the Flamingo Park parking lots are intended to serve all users throughout the City during park hours. Residential permit holders' use is ancillary (during park non- operational hours) to the primary purpose of serving park users. The participants in attendance at the community meeting were cognizant of this fact and provided valuable input and insight.
