2000-24175 RESO RESOLUTION NO. 2000-24175 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING THE REMAINING ARCHITECTURALIENGINEERlNG FEES, IN THE AMOUNT OF $207,835, FOR THE PHASE II CONSTRUCTION OF NORMANDY SHORES GOLF COURSE, AT 6.875% OF AN ESTIMATED CONSTRUCTION BUDGET OF $3,023,053; APPROPRIATING THE DIFFERENCE FROM THE APPROVED PHASE I AGREEMENT AND A PREVIOUS APPROPRIATION, IN THE AMOUNT OF $24,350, FOR A TOTAL APPROPRIATION OF $232,185; WITH FUNDING AVAILABLE FROM THE GENERAL FUND UNDESIGNATED FUND BALANCE TO BE REIMBURSED FROM THE PROPOSED GULF BREEZE MUNICIPAL LOAN PROGRAM, WHEN THEY BECOME AVAILABLE. NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission appropriate the remaining architectural/engineering fees, in the amount of $207,835, for the Phase II construction of Normandy Shores Golf Course, at 6.875% of an estimated construction budget of $3,023,053; appropriate the difference from the approved Phase I Agreement and a previous appropriation, in the amount of $24,350, for a total appropriation of $232,185; with funding available from the General Fund Undesignated Fund balance to be reimbursed from the proposed Gulf Breeze Municipal Loan Program, when they become available. ANAINSIS: On October 8, 1997, the City Commission approved a professional services agreement with the firm of Arthur HillslSteve Forrest and Associates (AH) for the design services, construction and bidding documents, construction observation, project administration, scheduling and cost estimating necessary for the renovation of the Bayshore and Normandy Shores golf courses. The original agreement with AH included a fee of $75,000 for Planning and Conceptual design of the two golf courses. Additionally, it included $92,500 for Surveying, Environmental Permitting and Reimbursables. The Agreement also established the fee for Phase II as 7% of the construction cost up to $6 million, with a negotiated fee reduction should the cost of construction exceed $6 million. AGENDA ITEM C-iE 11-'2.9--OU DATE Commission Memorandum November 29, 2000 Normandy Shores Golf Course Appropriation Page 2 The professional services agreement with Arthur Hills/Steve Forrest and Associates anticipated the possibility of additional funding, including a section that permitted the addition of work to this firm. In February 2000, City staff discussed a lower fee schedule with Mr. Steve Forrest of AH and he agreed to adjust the fee percentage for Phase II work from 7% to 6.875%. On March 15, 2000, the City Commission authorized the Administration to execute an Amendment to the Agreement with AH for all Phase II additional services and appropriated $322,878 for the Bayshore Golf Course. Inadvertently, Commission Memorandum 224-00 and Resolution 2000-23837 dated March 15, 2000 did not specifically mention the appropriation for Normandy Shores Golf Course but only the appropriation for Bayshore Golf Course. The new construction amount estimated for the Normandy Shores Golf Course is $3,023,053. Using the negotiated percentage of 6.875% of construction costs, the fee for the Normandy Shores Golf Course amounts to $207,835. The Administration is requesting that the City Commission appropriate $207,835 required for the architecturallengineering services for the Normandy Shores Golf Course. Additionally, the original Agreement with AH was approved for $167,500, and Commission Memorandum 7-98 and Resolution 98-22626, dated January 7, 1998 appropriated $143,150. Therefore, the Administration also requests appropriation of the difference of$24,350 between the previous amount of$143,150 and the original approved agreement amount of $167,500. Approval of this Resolution will enable the City to proceed with the design of the Normandy Shores Golf Course as previously approved and will also establish the reimbursables fund for the Arthur Hills/Steve Forrest and Associates Agreement for both golf courses. A complete description of all costs and funding sources for the Bayshore and Normandy Shores Golf Courses is included in this memorandum. The City and the consultants for the project have determined that there are more cost effective ways of irrigating the golf courses than the currently used public water system. In order to obtain analyses of alternative water sources and evaluate different water treatment methods, the Administration requests approval to retain the firm of Arcadis Geraghty & Miller (AGM) as a subconsultant for AH. AGM will provide the services of a hydrologist for the water sources analyses as well as the design of a water treatment system for the course irrigation. Preliminary cost analysis shows that there are substantial long term savings to the City by using alternative sources for irrigation.
