RESOLUTION NO. 2000-24181
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, RELATING
TO THE CITRUS CANKER ERADICATION PROGRAM;
CALLING UPON THE STATE OF FLORIDA TO ESTABLISH
A TREE CANOPY COMPENSATION FUND TO PROVIDE
JUST AND FAIR COMPENSATION TO MIAMI-DADE
COUNTY RESIDENTS WHOSE TREES HAVE BEEN
ERADICATED BY THE DEPARTMENT OF AGRICULTURE
AND TO PROVIDE FUNDING TO CITIES IN MIAMI-DADE
COUNTY TO REESTABLISH THE DECIMATED TREE
CANOPY IN THEIR COMMUNITIES; PROVIDING AN
EFFECTIVE DATE.

WHEREAS, the eradication of citrus trees under the Florida Department of Agriculture's
Citrus Canker Eradication Program in Miami-Dade County is an issue of major concern to all
residents and the various municipalities within Miami-Dade County; and
WHEREAS, the Florida Department of Agriculture has declared a state emergency and
quarantine of South Florida in order to protect the 8.6 billion dollar citrus industry from the bacteria
that causes citrus canker, Xanthomonasaxonopodis Pv.Citri (Asian Strain); and
WHEREAS, an estimated 1,000,000 citrus trees have or will be eradicated in Miami-Dade
County under the Florida Department of Agriculture's Citrus Canker Eradication Program; and
WHEREAS, this eradication has placed major hardships on residents and denuded the tree
canopy in cities: and
WHEREAS, the State of Florida is providing only a limited-use $100.00 certificate per
residence, regardless of the number of trees eradicated, as compensation; and
WHEREAS, these efforts are clearly inadequate:
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Commission of the City
of Miami Beach that:
Section 1.
The State of Florida re-assess any scientific data to confirm or end the need
for further citrus canker eradication and make readily available its "public" scientific data.
Section 2.
The Mayor and City Commission of the City of Miami Beach call upon the
State of Florida and the Florida Citrus Industry to establish a just and fair compensation grant
program for residents that will provide sufficient, realistic "fair market value" funding to replace all
citrus trees eradicated due to the Citrus Canker Eradication Program.
Section 3.
The Mayor and City Commission of the City of Miami Beach further call
upon the State of Florida and the Citrus Industry to establish a matching grant program for local
municipalities to enable them to immediately begin to replace the tree canopy decimated by the
Citrus Canker Eradication Program.

SUBJECT: PROPOSED RESOLUTION ON CITRUS CANKER COMPENSATION
Attached is a proposed Resolution distributed by the Miami-Dade League of Cities with a request
that it be adopted by each of the cities within the County.
The Resolution has already been adopted by the Mayor and City Commission of North Miami Beach
and is likely to be approved throughout the County.
I am transmitting this to you for incorporation in the upcoming Agenda. As you can see, the
Resolution requests the establishing of the State of a just and fair compensation program for
residents, who have lost their trees.
