2000-24188 RESORESOLUTION NO. 2000-24188 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF THE PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR QUALIFICATIONS (RFP) NO. 125-99/00, TO PROVIDE FOR THE COMPREHENSIVE MANAGEMENT AND OPERATION OF THE CITY'S GOLF COURSES, CLUBHOUSES AND RELATED FACILITIES; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE MOST QUALIFIED FIRM OF PROFESSIONAL COURSE MANAGEMENT BEACH, LIMITED; AND FURTHER AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH THE SECOND MOST QUALIFIED FIRM, AS SHALL BE DETERMINED BY THE CITY MANAGER SHOULD THE ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY NEGOTIATE A CONTRACT WITH PROFESSIONAL COURSE MANAGEMENT BEACH, LIMITED. WHEREAS, on October 8, 1997, the Mayor and City Commission authorized the execution of a Professional Services Agreement with the firm of Arthur Hills/Steve Forrest and Associates for architectural/engineering services for the redesign and/or renovation of the Bayshore/Par 3 and Normandy Shores Golf Courses; and WHEREAS, on January 6, 1999, the Mayor and City Commission authorized the execution of an agreement with the firm of REG Architects, Inc., for architectural/engineering services for the redesign and/or renovation of the Bayshore/Par 3 and Normandy Shores Clubhouses and related facilities; and WHEREAS, on October 20, 1999, the Mayor and City Commission adopted a Resolution approving the overall plan for the renovation of the City's golf courses and clubhouses at Bayshore and Normandy Shores and further authorized the Administration to develop the plan to provide the necessary financing to implement the project; and WHEREAS, on February 9, 2000, the Mayor and City Commission approved the financing strategy for the renovation of the Bayshore and Normandy Shores Golf Courses and Clubhouses and referred the plan for their renovation to the Finance and Citywide Projects Committee for a review of estimated project costs; and WHEREAS, on Jtme 23, 2000, the Mayor and City Commission authorized the Administration to borrow $30 million in ftmding from the City of Gulf Breeze, Florida, Local Government Loan Pool Program for to fund specific programs including the Golf Courses, Clubhouses and Related Facilities projects; and WHEREAS, on July 26, 2000, the Commission adopted Resolution No. 2000-24021, authorizing the issuance of a RFP to qualified and experienced Golf Course Management firms; and WHEREAS, the RFP was issued on August 14, 2000, with a deadline for receipt &responses of September 15, at 3:00 p.m., with bid notices were sent to 227 firms, which included 85 members of the National Golf Association (NGF); and WHEREAS, Letter to Commission (LTC) No. 182-2000, dated October 4, 2000, established an Evaluation Committee consisting of Miami Beach residents and City staff; and WHEREAS, the Evaluation Committee members on October 26, 2000, and on November 1, 2000, heard oral presentations and conducted questions and answers sessions with all the firms that submitted proposals; and WHEREAS, after all the presentations had concluded, the Evaluation Committee deliberated and agreed to follow the point value system, which they had previously adopted, and recommended Professional Course Management Beach, Ltd. as the top-ranked firm; and WHEREAS, the City Manager recommends that the Mayor and Commission accept the ranking of the Evaluation Committee; authorize the Administration to enter into negotiations with the most highly qualified firm of Professional Course Management; and further authorize the Administration to negotiate with the second most qualified firm; as determined by the City Manager, should the Administration not be able to successfully negotiate a contract with Professional Course Management NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein accept the ranking of the Evaluation Committee; authorize the Administration to enter into negotiations with the top-ranked firm of Professional Course Management; and further authorize the Administration to negotiate with the second most qualified firm as determined by the City Manager, should the Administration not be able to successfully negotiate a contract with Professional Course Management. ANALYSIS Since early 1997 the City Commission, in conjunction with the Administration and citizens have been working diligently to develop a comprehensive plan that would renovate the City's Golf Courses, Clubhouse and Related Facilities. To accomplish this goal the following actions have been taken: On October 8, 1997, the City Commission authorized the execution of a professional services agreement with the firm of Arthur Hills/Steve Forrest and Associates for architectural/engineering services for the redesign and/or ranovation of the Bayshore/Par 3 and Normandy Shores Golf Courses. RFP No. 125-99/00 Page Two November 29, 2000 ANALYSIS (continued) O On Jannary 6, 1999, the City Commission authorized the execution of an agreement with the firm of REG Architects, Inc., for architectural/engineering services for the redesign and/or renovation of the Bayshore/Par 3 and Normandy Shores Clubhouses and related facilities. n On October 20, 1999, the City Commission adopted a Resolution appmving the overall plan for the renovation of the City's golf courses and clubhouses at Bayshore and Normandy Shores and further authorized the Administration to develop the plan to provide the necessary financing to implement the project. n On February 9, 2000, the City Commission approved the financing strategy for the renovation of the Bayshore and Normandy Shores Golf Courses and Clubhouses and referred the plan for their renovation to the Finance and Citywide Projects Committee for a review of estimated project costs. n On June 23, 2000, the City Commission authorized the Administration to borrow $15 million in funding from the City of Gulf Breeze, Florida, Local Govemment Loan Pool Program to fund specific programs including the Golf Courses, Clubhouses and Related Facilities projects. Throughout the planning process it has been the Commission' s directive that when the architectural components of the project were in place and the construction documents were nearing completion the Administration should also issue a Request for Proposals (RFP) seeking a highly qualified management firm to operate the Golf Courses, Clubhouses and Related Facilities. On July 26, 2000, the Commission adopted Resolution No. 2000-24021, authorizing the issuance of a RFP to qualified and experienced Golf Course Management firms. Highlights of the issued RFP included, but was not limited to: The term of the Agreement, including renewal options, shall be for a period of not more than five (5) years. The selected firm shall be responsible for maintaining the Golf Courses, buildings, equipment, utilities, and all appurtenances in conformity with City's specifications and manufacturers' specifications. The selected firm will assess needs, make recommendations for necessary improvements, and help develop action plans and budgets. RFP No. 125-99/00 Page Three November 29, 2000 ANALYSIS (continued) The RFP was issued on August 14, 2000, with a deadline for receipt of responses of September 15, 2000, at 3:00 p.m. Bid notices were sent to 227 fwms, which included 85 members of the National Golf Association (NGF) that were listed under the heading "Management/Owner" of Golf courses. On September 15, 2000, proposals were received from the following rims: Professional Course Management Beach, Ltd. Bunkers of Miami Kemper Sports Management Chuck Hart Management Group (one responsive proposal, and one alternate proposal) Evergreen Alliance Golf Limited Billy Gasper Golf Management, Inc. The Evaluation Committee convened on October 23, 2000, with the following members in attendance: Allan Weitzel, Miami-Dade Parks and Recreation Department Sandy Horwitz, CPA, Miami Beach resident Les Garland, Miami Beach resident John Thatcher, Loews Hotel General Manager Kevin Smith, Parks & Recreation Director Mayra Diaz Buttacavoli, Assistant City Manager The Committee was briefed on several aspects of the RFP requirements including but not limited to the following: 3. 4. 5. Commission approval for scope and funding of Bayshore and Normandy Golf Courses and Clubhouses; Overview of the golf course design renovation, and project timetable; Overview of the clubhouse design and timetable; Allocation of points to Evaluation Criteria; and Overview of Government in the Sunshine Law, and the Cone of Silence Ordinance. Upon receiving an overview of the above, the Committee proceeded to select Sandy Horwitz as its Chairman, and agreed to allocate points to each of the evaluation criteria as follows: RFP No. 125-99/00 Page Four November 29,2000 ANALYSIS (continued) 1. Proposer's Experience and Capability: Maximum of 50 points. Proposer's demonstrated financial stability. Proposer's demonstrated operational capabilities stressing the ability to provide: comprehensive golf courses maintenance services and food and beverage services; golf professional services; golf courses management and maintenance responsibilities. Proposer's verified experience in golf courses operations. Proposer's demonstrated history of customer satisfaction. Proposer's verified history of compliance with obligations and responsibilities assumed for similar golf courses operations. Proposer's intended management team and proposed employee staffing plan. 2. City Financial Benefits: Maximum of 25 points. The net benefit to the City based upon the proposed management fees and terms, or the tenns and conditions of Alternative Contractthai Formats. 3. Service Program: Maximum of 25 points. The nature and extent of the golf programs and related services to be offered to the public. The proposer's intended approach toward achieving and measuring customer satisfaction. The nature and extent of golf courses, building and facility maintenance. The nature and extent to which the proposer intends to maximize public use of the premises and the facilities. Past experience in securing, executing and monitoring agreements with hotels. Proposed structure of agreement with hotel. Additionally, the Committee agreed to the following: All members would adhere to the City's Cone of Silence requirements; and All firms would be invited to give an oral presentation. On October 26, 2000, in the City Manager's Large Conference room, oral presentations and questions and answers sessions were held with the following four rims: Kemper Sports Management Chuck Hart Management Group (one responsive proposal, and one alternate proposal) Evergreen Alliance Golf Limited Billy Casper Golf Management, Inc. RFP No. 125-99/00 Page Five November 29, 2000 ANALYSIS (continued) On November 1, 2000, in the City Manager's Large Conference room, oral presentations and questions and answers sessions were held with the remaining two firms: Professional Course Management Beach, Ltd. Bunkers of Miami The following members of the Evaluation Committee were attendance during the oral presentations and deliberations: Allan Weitzel, Miami-Dade Parks and Recreation Department Sandy Horwitz, CPA, Miami Beach resident Les Garland, Miami Beach resident John Thateher, Loews Hotel General Manager Keyin Smith, Parks & Recreation Director Mayra Diaz Buttacavoli, Assistant City Manager Larry Fuller, Esq., Miami Beach resident During each presentation, the firms introduced their project team and provided the committee with a 30-45 minute oral presentation. At the end of each presentation, for approximately 15-25 minutes, members asked questions, and were in tum provided with answers by the various project team members. After all the presentations had concluded, the Committee entered into discussion on the merits of each proposal, and each member proceeded with the evaluation of all the firms. The Committee members followed the point value system, and ranked each finn from one (1) to six (6), with one (1) representing the highest score, and six (6) representing the lowest score. The following are the results of the committee's ranking with the lowest score representing the highest rated finn: 1. Professional Course Management Beach, Ltd. 12 points 2. Kernper Sports Management 16 points 3. Bunkers of Miami 24 points 4. Billy Casper Golf Management, Inc. 26 points 5. Chuck Hart Management Group 29 points (one responsive proposal, and one alternate proposal) 6. Evergreen Alliance Golf Limited 40 points The Committee recommended Professional Course Management (PCM) as the top-ranked finn. PCM is a locally owned and operated finn that specializes exclusively in the management and operation of public access golf courses in the Southeast Florida market. Miami Shores Country Club Pembroke Lakes Country Club Palm Aire Country Club Inverrary Country Club Grand Palms Country Club 18 holes 18 holes 90 holes 54 holes 27 holes PCM has hosted one or more golf learning facilities at each property and entertains over 1,000 civic, charitable or corporate golf tournaments annually which have included Professional Golf Association (PGA) and Ladies Professional Golf Association (LPGA) golf tournaments such as: · Florida Open · Dixie Amateur · Nike South Florida Classic · Father/Son Senior PGA Tour Event PCM has established a business relationship with over 60 hotels in Miami-Dade and Broward County over the past 20 years. Enclosed is a list of the hotels with a business relationship with PCM and their contact persons. The following are the strengths and weaknesses of the top two firms as articulated by the Committee members: Professional Course ManaRement Strengths: · Marketing capability. · Ties to local community. · Manages 11, 18~hole golf courses in South Florida. · Provides good teaching centers. · Financial stability. · Superintendent is being paid twice as much as any other firm. This was viewed by the members as a commitment to maintain the courses in an excellent manner. · Have previous experience in agreements with hotels for tee times. · Resident cards. · Annual memberships. · Experienced and stable team that will be committed on a full-time basis. · Reciprocal privileges on 11 golf courses. RFP No. 125-99/00 Page Seven November 8, 2000 ANALYSIS (continued) Weaknesses: · Miami Beach golf courses compete for priority with some of the other courses managed by PCM by virtue of their current relationships. Kemper Sports Management Strengths: · Nationally recognized. · Professionalism. · Resources. Weaknesses: · No ties to local community. · Company financial statement is not as sound as PCM. Kevin Smith, Director of Parks and Recreation, conducted site evaluations of several local golf courses, including one currently managed by PCM, Miami Shores Golf Course. His evaluation of this course concluded the following: Miami Shores Golf Course is a municipal/public course with memberships that is managed under a lease agreement with PCM. It has an landscaped parking lot, entrance and club house. The services employees were in uniforms with name tags, very courteous and customer friendly. The golf course and grounds were, for the most part maintained at an adequate level for a facility of this nature. However, the City of Miami Beach will be requiring a higher standard of maintenance and service under the RFP requirements. References of the top two firms (Professional Course Management, and Kemper Sports Management) provided the following information: Professional Course Management: "Titliest is the supplier for the company. Does a very good job. Best management group ever seen. Johnny LaPonzina is a "Golf lcon." Rated as #1 company. Will do a fantastic job for City." - Dan Curtis, Titliest/Cobra/Footjoy RFP No. 125-99/00 Page Eight November 8, 2000 ANALYSIS (continued) "PCM has been successfully managing the Miami Shores Country Club since 1990. has made capital improvements to the grounds, equipment and our facilities. These improvements have revitalized both the grounds and the social aspects of the Club." PCM - Tom Benton, Village Manager Miami Shores Village "Our golf course and food and beverage operation, which was once a source of embarrassment and a liability to our City has now, under Mr. LaPonzina's guidance, turned into a sense of pride.
