2000-24119 RESO RESOLUTION NO. 2000-24119 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS, IN THE AMOUNT OF $100,000, FROM THE $92 MILLION GENERAL OBLIGATION BOND SERIES 2000 FUND NO. 37-'-,> WlTIllN THE BAYSHORE NEIGHBORHOOD STREETSCAPE AND TRAFFIC CALMING PROJECT, FOR LANDSCAPE DESIGN AND CONSTRUCTION ALONG 34m STREET, FROM CHASE AVENUE TO JUST WEST OF PRAIRIE AVENUE, AND ALONG CHASE AVENUE, FROM ALTON ROAD TO 34TH STREET. WHEREAS, in 1998, FPL proposed the construction of an overhead transmission line between its 40th Street Substation and its Venetian Substation in order to improve service within the City, and the City requested that FPL install the transmission line underground; and WHEREAS, FPL agreed to install the transmission line underground if the City would pay for the additional cost above and beyond the normal cost of installing the transmission line overhead; and WHEREAS, the City agreed and entered into an agreement with FPL to finance the additional work, in the amount of$3,986,OS9, to accomplish this task; and WHEREAS, in order to facilitate the restoration of the landscaping and irrigation systems along Bayshore Golf Course, impacted by FPL's activities, FPL agreed to provide additional financing to the City, in the amount of $333,778.00; and WHEREAS, at the request of area residents, the City enhanced and expanded the scope of the original design, which required an additional commitment oftime and resources from the landscape architect; and WHEREAS, under the new proposal, landscaping will be along Alton Road and Chase Avenue, next to Bayshore Golf Course (Le., the original scope of work), and will also encompass the north side of Chase Avenue, from Alton Rd. to 34th Street, and 34th Street, from Chase Avenue to just west of Prairie Avenue, where the sidewalk ends in front of the Public Works Storage Facility; and WHEREAS, because of this expansion of the scope of work, the Administration is requesting $100,000.00 in funding from the $92 million General Obligation Bond Series 2000 Fund No. 376 to supplement the funding from FPL; and WHEREAS, the G.O. Bond Oversight Committee recommended approval of this allocation at its September II, 2000 meeting; and WHEREAS, accordingly the Administration recommends that the allocation of $100,000 from the $92 million General Obligation Bond Series 2000 Fund No. 373 be approved by the Mayor and City Commission. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve appropriate funds, in the amount of$loo,OOO, from the $92 million General Obligation Bond Series 2000 Fund No. 373, within the Bayshore Neighborhood Streetscape and Traffic Calming Project, for landscape design and construction along 34th Street, from Chase Avenue to just west of Prairie Avenue, and along Chase Avenue, from Alton Road to 34th Street. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. ANALYSIS: In 1998, FPL proposed the construction of an overhead transmission line between their 40th Street Substation and their Venetian Substation in order to improve service within the City. The City requested that FPL install the transmission line underground. FPL agreed to install the transmission line underground ifthe City would pay for the additional cost above and beyond their normal cost of installing the transmission line overhead. The City agreed and entered into an agreement with FPL to accomplish this. In the agreement FPL agreed to finance the additional cost in the amount of $3,986,059.00. In order to facilitate the restoration of the landscaping and irrigation systems along Bayshore Golf Course impacted by FPL's activities, FPL agreed to provide additional financing to the City in the amount of $333,778.00. This amount includes construction cost as well as consultant fees. The City retained the firm of Savino & Miller to serve as the design consultant for this project. They prepared a planting plan within a 30' to 50' wide area along the boundary of Bay shore Golf Course, from 34th Street to North Michigan Avenue along Chase Avenue and Alton Road. The work included the installation of trees, shrubs, planting beds and irrigation. This amount was to include payment for the design phase, the construction documents phase, the bidding phase and the construction phase. Thus far, the consultant has completed the design and construction documents phases. Currently, the City has paid the contractor $23,985.03. This includes payments for the design and construction documents phases, reimbursable expenses, and additional services.
