Ke Intended Outcome Su orted: Improve Parking Availability; Maintain Financial Health and Overall Bond Rating. Supporting Data (Surveys, Environmental Scan, etc.): 74% of residents and 72% of businesses rate the availability of parking across the City as too little or much too little. Availability of parking was one of the changes residents identified to Make Miami Beach better to live, work or la . Issue: Whether to adjust flat parking rates for special events from $10 to $15, municipal monthly parking permits from $60 to $70? Item Summa /Recommendation: SECOND READING PUBLIC HEARING Municipal parking rates have largely remained consistent since December 2000. Most recently, in May 2006, special event flat parking rates were adjusted from $5.00 to $10.00. Special event users typically park 8 to 12 hours per day and the current below market price for special events operationally is causing a displacement of public parking. City facilities due to pricing fill first and stayed filled rather than having some of the parking absorbed into private lots that charge more. Likewise, below market pricing of monthly parking rates causes an inordinate demand at City facilities. The City rate at $60/month is far below private rates that range from $80 to $150 per month. In addition, as an enterprise fund, the Parking System needs to keep pace with these escalating operating expenses in order to (1) operate the system efficiently and maintain service levels and (2) fund capital projects including expansion of the system. The Administration's review of the consultant's (Tim Haahs) rate analysis yielded that (1) the monthly municipal permit rate should be adjusted from $60 to $70 monthly and (2) the Special Event Flat Rate should be adjusted from $10 to $15. The $10 monthly increase is anticipated to generate $360,000 per year. The $5 special event increase is anticipated to generate $1.35 million per year. The Special event rate is also proposed to be structured so that the first three hours of parking in garages and attended lots are at the current rate of one dollar an hour. This feature will allow persons who have business at City Hall or who are visiting local shops and businesses not to be impacted by the special event rate. A rove the Ordinance at second and final ublic hearin . Adviso Board Recommendation: The Transportation and Parking Committee (TPC) made the following motions: TPC recommends increase from $60.00 to $80.00 in the Monthly Parking rate: 6 in favor; 2 opposed TPC recommends special event parking rate remain the same ($10.00): 6 in favor; 2 opposed The Budget Advisory Committee also reviewed the proposed fee increases. In their consideration they did not take positions on the special event rate or the monthly parking fee recommendations. The Committee did express a preference for longer hours of parking meter enforcement in the South Beach area rather than an increase in the hourly meter rate if other revenue options were to be explored. Gonzalez, City Manager DATE: October 17, 2007 SECOND READING PUBLIC HEARING SUBIECT: Parking Rate Ordinance Amendments AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE CODE OF THE CITY OF MIAMI BEACH, BY AMENDING CHAPTER 106, "TRAFFIC AND VEHICLES" ARTICLE II, "METERED PARKING" BY AMENDING SECTIONS 106-55, "PARKING RATES, FEES, AND PENALTIES; AMENDING MONTHLY MUNICIPAL PARKING PERMIT RATES; AND SPECIAL EVENT FLAT RATES, PROVIDING FOR REPEALER, SEVERABILITY, AND AN EFFECTIVE DATE. ADMINISTRATION RECOMMENDATION Adopt the Ordinance. ANALYSIS Parking rates at municipal parking facilities are established and ordained by the Mayor and Commission. Municipal parking rates have largely remained consistent since December 2000 when parking meter rates; parking meter hours of operation, and municipal monthly parking permit rates were adjusted. Most recently, in May 2006, special event flat parking rates were adjusted from $5.00 to $10.00. Tim Haahs and Associates, an engineering firm with parking industry specific expertise conducted a rate analysis in May 2006. The results of the analysis found most of the Department's rates to be substantially below market and in some instances severely below market. Clearly, the Commission has endorsed rates that remain affordable and slightly below market conditions as the municipal parking system is the largest provider of parking in the City. However, as the largest provider of parking with rates being substantially lower than market has created an unusually high use/demand for municipal parking facilities and programs have been created. Two negative examples of impacts caused by below market rates and being the largest space supplier are the City's rates for special event flat rate parking and the municipal monthly parking permit, currently at $10 and $60, respectively. This occurs due to the following supply/demand market conditions. Typically during special events, the City's rate structure creates a supply and demand condition that encourages the private sector to hold their inventory until most or all of the municipal facilities are at capacity. Many of those users are employees, exhibitors, and/or support staff associated with the event. This leads to long term use, typically 8 to 12 hours daily resulting in very little turnover which diminishes public parking availability. It is important to note that encouraging turnover is crucial to having an efficient parking system by maintaining parking availability. There is a similar occurrence with the monthly municipal parking permit program. Private sector operators' monthly parking rates vary between $80 and $150 monthly. The City Parking Enterprise Fund's $60 monthly rate is a bargain and as such there is an overwhelming demand for this program and specifically at the 17th Street Parking Garage and the surface parking lots surrounding Lincoln Road. Currently, there is a two year waiting list for most facilities in this corridor. For example, employees of the Loews Hotel prefer to walk three blocks to the 17th Street Parking Garage at $60.00 monthly versus the Anchor Garage which sits across the street from the Loews Hotel at a rate of $100.00 monthly. Clearly, parking rates are an essential component in managing the parking system by creating financial incentives. In addition, operating and capital expenses continue to rise. As an enterprise fund, the Parking System needs to keep pace with these escalating costs in order to (1) operate the system efficiently and maintain service levels and (2) fund capital projects including expansion of the system. The Haah's Study recommended various increases to existing rates. The Administration's review of these recommendations yielded that (1) the monthly municipal permit rate should be adjusted from $60 to $70 monthly and (2) the Special Event Flat Rate should be adjusted from $10 to $15. Additionally, the hourly and daily rate structure at the attended facilities (garages and attended lots) should also be adjusted to conform to the $15 Special Event Rate. In order to assure that the event rate is paid by the intended event participants who park for longer periods of time, the special event rates are proposed to allow the one dollar per hour for up to 3 hours of parking. This feature will allow persons who have business at City Hall or who are visiting local shops and businesses not to be impacted by the special event rate. If the flat rate is charged, it shall only apply to parking four (4) hours or more in duration at specified facilities The $10 monthly permit fee increase is anticipated to generate $360,000 per year. The $5 special event increase is anticipated to generate $1.35 million per year. The following rate adjustments are recommended: Attended Garages and Lots: Hourly Rates: Each hour and each additional hour U~ to three hours: 4t Hour up to 24 hours: Daily Rates: Maximum daily Rate: Lost Ticket: Monthly Rates: Municipal Permit/Access Card Current Proposed $ 1.00 Same $ 8.00 $15.00 $ 8.00 $15.00 $ 8.00 $15.00 Current Proposed $60.00 $ 70.00 BOARD/COMMITTEE RECOMMENDATIONS: The Transportation and Parking Committee made the following motions: MUNICIPAL MONTHLY PERMIT PARKING RATE: Committee recommends increase for monthly permit holders from $60.00 to $80.00 Six (6) in favor Two (2) opposed SPECIAL EVENT FLAT RATE PARKING: Committee recommends that special event parking rate remain the same ($10.00). Six (6) in favor Two (2) opposed The Budget Advisory Committee made the following motions: The Budget Advisory Committee also reviewed the proposed fee increases. In their consideration they did not take positions on the special event rate or the monthly parking fee recommendations. The Committee did express a preference for longer hours of parking meter enforcement in the South Beach area ratherthan an increase in the hourly meter rate if other revenue options were to be explored. The extended hours of enforcement in South Beach are estimated to generate $625,000. Neither of the two Committee recommendations addressed the total amount of funding required by the Parking Fund Enterprise to balance operating expenses. CONCLUSION In conclusion, the Administration recommends that the Mayor and City Commission amend Chapter 106, "Traffic and Vehicles" Article II, "Metered Parking" by amending Sections 106- 55, "Parking Rates, Fees, and Penalties; amending Monthly Municipal Parking Permit Rates; and Special Event Flat Rate.
