2001-24234 RES0 RESOLUTION NO. 2001-24234 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND APPROVING THE APPROPRIATION OF $4,866,000 FOR THE CAPITAL PROJECTS PLAN FOR THE MIAMI BEACH CONVENTION CENTER AND JACKIE GLEASON THEATER OF THE PERFORMING ARTS, FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2001, FROM THE CONVENTION CENTER ENTERPRISE FUND NUMBER 441 ($35 MILLION COUNTY INTERLOCAL AGREEMENT). WHEREAS, the City owns the Miami Beach Convention Center and Jackie Gleason Theater of the Performing Arts and is desirous of maintaining those facilities in a first class condition; and WHEREAS, the City and SMG have developed a long-term Capital Projects Plan for the facilities; and WHEREAS, the Administration and SMG have recommended that it is in the best interest of the facilities that the City move forward with the implementation of said Capital Projects Plan, which is attached hereto as Exhibit A. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize and approve the appropriation of $4,866,000 for the Capital Projects Plan for the Miami Beach Convention Center and Jackie Gleason Theater of the Performing Arts, for the Fiscal Year ending September 30, 2001, from the Convention Center Enterprise Fund Number 441 ($35 million County InterlocaI Agreement). Cleaning Equipment $50,000 Additional and replacement equipment is needed for the day-to-day operations at the Convention Center and Theater, This includes garbage cans/gondolas, vacuums, carpet extractors, restroom carts, etc, 2, Carpet Replacement $1,320,000 The carpet on the East Side concourses and all meeting rooms is ten years old, The West Side concourses and ba11rooms were replaced five years ago, The West sides (C and D) act as main entrances to the facility and receive nearly double the usage as the East Side, The carpet, overall, is showing signs of wear and tear and requires replacement in order to maintain a first class facility, 3, Storm Water Drain Exploration and Repair $80,000 Last fall, a main underground roof drain on the West Side of the facility was repaired, Since then, we have discovered water and sand intrusion through the floor in A Hall, An approved County plumbing contractor has verified a break in this drain as well; therefore requiring replacement, In addition, we recommend investigating the drains in C and B Halls to verify any existing problems are blockage, 4, Scooter Replacement $20,000 The Convention Center and Theater maintain a small fleet of electric scooters to enable staff to move through out the facilities in a timely and expedient manner, The majority of the existing scooters are over twenty years old and are in need of replacement. 5, Security System Maintenance $20,000 The Convention Center and Theater maintain a state-of-the-art security camera system for both the protection of City property and that of our clients, The request is necessary to maintain the current system in working order, 6, Ceiling Tile Replacement West Wrap $500,000 The "drop" in ceiling tiles on the West Side of the facility have begun to warp and are a potential safety hazard. The replacement is recommended for the West meeting rooms, ballrooms and first and second level concourses, 7, SignMacbine $12,000 The existing sign machine is approximately 8 years old and can no longer meet the needs of producing temporary signs for the facilities. In addition, parts are no longer available to maintain the machine, 8, Air Handler Replacement $1,760,000 The air handlers in D Hall are over thirty years old, and require replacement due to age, deterioration, and inefficiency, 9, Security System Multiplexers $15,000 This request is made in conjunction with the current capital project of installing additional security cameras and multiplexers, The additional funding will allow for a rearrangement of the security office to better accommodate the equipment, and, in turn, provide an adequate sight line to the Honeywell fire alarm, 10, Linen Replacement $10,000 This request includes the replacement of soiled linen and table skirting, which is no longer appropriate to utilize, 11. Miscellaneous $150,000 This budget request is for emergencies and minor capital projects, 12, Ballroom AC Diffusers (D) $25,000 The exiting diffusers in the D Ballroom are original to the facility and do not properly disperse the air-conditioning, In addition, they dispense soot onto the ceiling tiles, which is costly to clean. 13, East Window Tinting $100,000 The East Side of the Convention Center is a nearly wall-to-wall window; therefore the heating from natural sunlight is considerable. The installation of window tinting would also provide some hurricane protection, 14, Dimmer Replacement Meeting Rooms $100,000 The dimming systems installed in the meeting rooms to control the incandescent and fluorescent lighting are over 10 years old and beginning to malfunction, Replacement parts for the East Side ditmners are no longer available, It is also time consuming to replace a dimmer, and is disruptive to clients. 15, Security Camera Replacement $15,000 The existing cameras are 5 years old, and reaching a point where repair costs are more expensive than replacement, Replacement of cameras is not included in the maintenance contract, 16, Landscaping West Side and Theater Loading Dock $25,000 The East Side of the Convention Center was re-landscaped one year ago, The West Side planters are in need of partial replacement of plant material. In addition, the rear of the theater loading dock requires new landscaping to improve the overall look, JACKIE GLEASON THEATER 1. Currency Counter Required for box office operations, $4,000 2. Orchestra and Stage Drapes $30,000 The orchestra drape is being requested to allow for a scaled down hall for clients who require a more intimate space to stage events, The stage drapes are over ten years old and are beginning to deteriorate, 3. Theater Sound Equipment $550,000 The existing sound system was installed in 1990 and is no longer state-of-the-art, The sound enhancement would also include the replacement of the sound consoles, 4. Theater Marquee $40,000 The theater marquee is 8 years old, and beginning to deteriorate, The project would include repainting and replacement ofthe message center, 5, Spotlight Replacement $40,000 The existing spotlights at the Theater are over twenty years old. Thompson, Ventulett, Stainback & Associates submitted the completed long term Capital Improvement Plan for the Miami Beach Convention Center and Jackie Gleason Theater on September 17, 1997. This plan was originally presented to the City Commission in November 1997. Attachment (A) is the Thompson, Ventulett, Stainback & Associates long term Capital Plan. Subsequent to the original presentation, SMG has continued to work with the AGENDA ITEM r<-l~ DATE {-IO -0 ) I UNDlNG APPROVED Administration to further revise the anticipated expenditures in order to maximize the usage of the capital funds for the facilities, to reprioritize identified needs, and to react to unanticipated projects as they became necessary, In consideration of this plan, the Administration is recommending that funding in the amount of $4,866,000 be appropriated to proceed with those projects itemized as attached and scheduled for completion in the current fiscal year. The predominant share of this appropriation will be used to fund carpet replacement and air handler replacement projects. This request foIlows an annual prioritization of projects which has been completed by SMG and the Administration. This item was approved by the Convention Center Advisory Board at its regular meeting of November 28,2000. Based on the volume of work in progress, and expected time frames for completion, we do not anticipate this funding to be affected during the current fiscal year. We would anticipate that the $10 million generating interest for the CAC would be infringed upon no earlier than the second half of Fiscal Year 2002. CONCLUSION: The Mayor and Commission should approve and appropriate funding in the amount of $4,866,000 for the completion of the capital improvement projects as outlined in the attached schedule for Fiscal Year 2000-01.
