221-2000 LTC ..- October 16, 2000 Page 2 Illegal Parking - The Department of Off-Street Parking will patrol the area twice daily (weekdays) to enforce parking regulations. Previously, the City only responded to individual complaints. A significant amount of construction has resulted in an abundance of lrucks blocking the streets Code Compliance Issues - Early construction hours are monitored. Code Compliance officers respond to all complaints received and will intensify the number of inspections of the area and check construction sites daily. Due to the number of sites in the City each site cannot be checked every day. Violations are issued when construction work has been observed before permitted hours. Officers are on duty as of 7 AM every day. Residents can call the Police communications center at 673-7900 outside normal business hours to request that a Code Compliance officer be dispatched. This is the only part of the complaint that is enforced by the Code Compliance Department. There are concerns about damage to privale property by the construction vehicles; this is a civil matter. As previously noted, illegal parking is enforced by the Parking Department. Regarding the placement of portable toilets and trash containers on construction sites, there are no restrictions as to where on the property these are placed; however, they must be on private property. An inspection was conducted al all of the construction sites on I and II. Although some of the portable toilets are close to the property line, none were found to be on public property. Gonzalez \ ~ City Manager 0 U TO: SUBJECT: REVISED SUNSET ISLANDS I & II - STATUS REPORT The Sunset Island I & II Homeowners Association has requested the following items: Removal of a utilitv pole at the east side of Sunset Island Bridge No.4 (West 29th Street Bridge) - The utility relocation required includes bolh FPL and BellSouth facilities. FPL is already in the process of relocating their facililies. Upon requesl by the City, BellSouth agreed to relocate its facilities and is willing to forego the billing of this relocation if the City grants an easement of 20 feet by 20 feet in the area. A location for Ihis easement has been proposed at the street-end of 23rd St. and North Bay Road. BellSouth has approved the proposed location and has submitted an easement agreement to the City for approval. This item has been scheduled for Commission approval on October i8, 2000. The project should be completed within 4 months of the final execution of the Easement Agreement, The addition of a third entrance Lane at the 29th Street entrance to Sunset Islands I & 11- The third lane will be constructed by in-house forces and should be completed by early next year, Replacement of missing street silffis (one-way and stoo silffis) - A request has been made to the Miami-Dade County Public Works Departmentfor the replacement oflhe missing signs. Restoration and Maintenance of the Park - The Parks and Recreation Department has: · Installed an automatic irrigation system at Sunsel Island 1I Park · Submitted a Standing Order Increase to Procuremenl to install the new landscape malerial as identified in the i997 plan as Phase One of the overall plan developed in conjunction with the City and the Sunsel Islands I & II Homeowners' Associalion. . Scheduled a meeting with Ihe President of the Homeowners Association to discuss the current and proposed revisions to the landscape plan and to coordinate the landscaping improvements. · Discovered a leak in the irrigalion syslem east of the guardhouse, on Ihe north side of29'h S1reet. This leak will be repaired and the area will be restored. Infrastructure Imorovements - The design of infrastructure Improvements is scheduled to begin this year, with construction to be completed in Mid- 2003.
