SUBJECT: Distribution ofFY 00-01 CDBG Funds and Section 108 Loan Funds
Pursuant to Commissioner Bower's request in connection with item R9 at the September 27, 2000
City Commission meeting, the City of Miami Beach has allocated its Community Development
Block Grant fimding into the following seven categories: Public Services, Rehabilitation and
Preservation, Acquisition and Disposition, Public Facilities and Improvements, Repayment Section
108 Loan, Economic Development--Micro-Enterprises and Relocation Services. The City anticipates
distributing $2,770,000 in FY 00-01 CDBG funds as further described below and in Exhibit A.

In FY 99-00 and again in FY 00-01, $200,000 of Public Facilities and Improvement fimds were
earmarked for the repayment of a $4 million Section 108 Loan, which the City will use to complete
$3 million in North Beach street improvements and $1 million in construction for the North Shore
Community Center. Utilizing the Section 108 Loan allows the City to achieve economies of scale,
thereby efficiently contracting and completing streetscape projects in the North Beach target area,
rather than allocating smaller fimding amounts over a long period oftime in a piece meal fashion.
Exhibit B describes the Section 108 Loan Funds by Activity. Exhibit C lists the Section 108 Loan
Repayment Schedule, but does not reflect the $1 million Economic Development Initiative grant
that will be utilized to defray debt service costs on the Section 108 Loan.

SUBJECT: INDIAN CREEK ROADWAY CONSTRUCTION
The Florida Department of Transportation (FDOT) is replacing the curbing along the westside of
Indian Creek Drive from 65th - 69th Streets. This construction has resulted in a major southbound
traffic problem during the morning rush hour. The City has been working with FDOT to correct the
problem.
The following actions will be undertaken by FDOT and the City effective October 24th:
- The assignment often (10) police officers to the project from 6:00 a.m. to 1:00 p.m. (Eight (8)
being funded by FDOT). The placement of two (2) officers at 71 st Street and Indian Creek (major
bottleneck) and additional officers at 63rd and 65th Streets. The Police Department will monitor
the situation and provide additional officers if necessary.
- Maintain the continuation of three (3) lanes southbound from 6:00 a.m. to I :00 p.m. which entails
the elimination of one northbound lane on Indian Creek.
- Maintain two (2) lanes southbound from I :00 p.m. to 4:00 p.m. utilizing one southbound and one
northbound lane for southbound travel.
- Maintain two (2) lanes in each direction from 4:00 p.m. to 6:00 a.m., the northbound barricades
will be removed starting at 3:30 p.m.
- The City has requested that FDOT place electronic signage north of the City to redirect southbound
traffic.
The project will be completed on October 27th based on the existing schedule. The Public Works
and Police Departments will have staff on-site to ensure compliance with this schedule.
