Gonzalez \~ City Manager (J V REPORT ON SCHOOL CROSSING GUARDS AND SCHOOL SAFETY ISSUES This letter to the Commission is to advise the Mayor and City Commission of the status of the School Crossing Guard Program managed by the Police Department and provide information on children's safety issues at our schools, The Police Department currently has fourteen (14) funded part-time school crossing guards, There are currently twelve (12) filled positions and two vacant positions. The Police Department is seeking to fill them, The school crossing guards are deployed at all public and private elementary schools in the City. Please see the attached chart which details the name of the school, the traffic post location and the hours the school guard is on duty at that location. School guards work on a part- time basis for one and a half (1 V2) hours in the moming and two (2) hours in the afternoon. Funding for the school guards program is supported with funds received from Miami-Dade County based on our share of collected traffic and parking fines. Miami-Dade County contributions towards this program totalled $44,743 for the first ten months of the year. For the same period, the cost to Miami Beach was $57,603. In addition to the school crossing guards assigned to individual schools, four School Resources officers are assigned to South Pointe Elementary, Fienberg Fisher Elementary, North Beach Elementary, and Biscayne Elementary during arrival and dismissal times for traffic control and enforcement purposes. In those instances where a school guard cannot report for duty, a police officer is assigned to the location to insure the children's safety. School Resource Officers fill in for school crossing guards as well as teach DARE classes, attend Truancy Intervention Program (T.I.P.) meetings, teach gang resistance education and training, attend Cool School and P.T.A. meetings, and work school related traffic details. In addition, the Police Department has identified four (4) positions that are needed to place additional school crossing guards. They will be assigned to Biscayne Elementary, North Beach Elementary, Fienberg Fisher Elementary and South Pointe Elementary schools. These new school guards would cost an additional $25,000 for two (2) years and will be funded under the Law Enforcement Block Grant (LEBG) 2001. With recommendations from the Quality of Education Committee, the Police Department has developed a Traffic Program for our Schools. The focus will be on increased traffic enforcement and involves the efforts of the Selective Traffic Enforcement Program (S,T,E.P.) Officers, Uniform Patrol, School Resource Officers, and School Crossing Guards. S.T.E.P. Officers are assigned to school zones to enforce speed restrictions, illegal parking, and other traffic violations.
