A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE THE FIFTH AMENDMENT TO A
PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF
MIAMI BEACH AND THE CORRADINO GROUP; SAID AMENDMENT
AUTHORIZES THE PREPARATION OF THE FIRST BI-ANNUAL UPDATE
OF BOTH THE MUNICIPAL MOBILITY PLAN AND AUTOMATED
CONCURRENCY MANAGEMENT SYSTEM, FOR AN AMOUNT NOT TO
EXCEED $50,000, AND IS TO BE FUNDED BY THE FISCAL YEAR 2000-01
TRANSPORTATION I CONCURRENCY MANAGEMENT DIVISION
BUDGET.
WHEREAS, on April 16, 1997, the Mayor and City Commission approved Resolution No.
97-22354, authorizing the Mayor and City Clerk to execute a Professional Services Agreement
("Agreement") between the City of Miami Beach and Carr Smith Corradino, for the development
of a Municipal Mobility Plan (MMP) for Miami Beach, in the amount of $150,000, funded by a
Metropolitan Planning Organization (MPO) grant, and the Miami Beach Parking Enterprise Fund
and Redevelopment Agency; and
WHEREAS, on November 18, 1998, Resolution No. 98-22963 authorized a First
Amendment to the Agreement, in the amount of $9,800, to compensate the consultant for the
performance of additional services, above and beyond the contracted services, as requested by the
City, and funded by the Professional Services Budget, Economic Development Division; and
WHEREAS, on April 14, 1999, Resolution No. 99-23121 authorized a Second Amendment
to the Agreement, in the amount of $62,000, for the development of an Implementation Plan for the
MMP, funded by an MPO grant and the Parking Enterprise Fund; and
WHEREAS, on November 22, 1999, Resolution No. 99-23318 authorized a Third
Amendment to the Agreement, in the amount of $35,000, for the development of a Transportation
Concurrency Management Area (TCMA) Study for the MMP, funded with Ocean Drive Traffic
Mitigation funds; and
WHEREAS, on May 10, 2000, Resolution No. 2000-23905 authorized a Fourth
Amendment to the Agreement, in the amount of $20,000, to provide assistance in the coordination
oftwo major roadway improvement projects on Collins AvenuelSouth Beach, with other roadway,
bridge, or community enhancement projects in the area, funded by Concurrency Mitigation funds;
and
WHEREAS, the first bi-annual update of the MMP and the automated CMS program, which
is the subject of the attached Fifth Amendment to the Agreement, needs to be initiated without
delay, so that the data collection on Collins Avenue can be completed prior to April 2001, when the
corridor reconstruction project is scheduled to begin; and
WHEREAS, funds are available from the Fiscal Year 2000-01 Transportation/Concurrency
Management Division Budget for the work contemplated in the Fifth Amendment to the Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the Mayor and City Clerk to execute the attached Fifth
Amendment to Professional Services Agreement between the City of Miami Beach and The
Corradino Group; said amendment authorizes the preparation of the first bi-annual update of both
the Municipal Mobility Plan and Automated Concurrency Management System for an amount not
to exceed $50,000, and is to be funded by the Fiscal Year 2000-01 Transportation/Concurrency
Management Division Budget.

Adopt the Resolution.
ANALYSIS
The traffic, development/redevelopment, zoning, and infrastructure base data collected early in 1998
for the preparation of both the Municipal Mobility Plan (MMP) and Concurrency Management
System (CMS) is now over two years old. As indicated in the MMP, this base data requires a bi-
annual update, in order to ensure accuracy for the concurrency determinations being made regarding
each development and/or redevelopment project application in Miami Beach. The updated base data
will be integrated into the CMS computer program and, in the long run, may even require re-
evaluationlre-prioritization of the MMP's capital improvements program.
It is in the City's best interest to execute this proposed Fifth Amendment to the original MMP
Agreement with The Corradino Group, for the following reasons:
(; The first bi-annual update needs to be initiated without delay, so that data collection
on Collins Avenue can be completed prior to April 2001, when the corridor
reconstruction project is scheduled to begin.
(; F or the last three years, the consulting firm has assisted the City staff in developing the
MMP, CMS, and Transportation Concurrency Management Area (TCMA) plans, and has
first-hand knowledge of the growth management and level of service (LOS) issues involved.

With this proposed fifth amendment to the original MMP contract, the total project cost will be
$326,800, which includes the development of the following plans:
The MMP Vision for Transportation.
The MMP Implementation Plan.
The Transportation Concurrency Management Area (TCMA) Plan.
Produced all the trafficlland uselinfrastructure data needed for the automated CMS.
Coordination of the Collins Avenue reconstruction project with other projects for the area.

Attached hereto are the history of MMP amendments and the proposed Scope of Services for this
particular amendment. Funds for the project, not to exceed $50,000, are provided in the Professional
Services account of the FY 2000-01 Transportation/Concurrency Management Division budget.
The Administration recommends approval of the Resolution.

FIRST BI-ANNUAL MMPICMS UPDATE
THIS FIFTH AMENDMENT to Agreement dated April 16, 1997, for the Municipal
Mobility Plan (MMP), is made this day of , 2000, by and between the
CITY OF MIAMI BEACH. FLORIDA (City), which term shall include its officials, successors, legal
representatives, and assigns, and THE CORRADINO GROUP (Consultant).
NOW, THEREFORE, in consideration of mutual covenants and mutual promises hereafter
exchanged and other good and valuable consideration, the receipt of which is hereby acknowledged,
the City and Consultant agree as follows:

1. SECTION 2 ofthe Agreement, entitled "Scope of Work and Services Required,"
and Exhibit "A" thereto, are herein amended to incorporate Exhibit "A-4", which requires that the
following be done:
a. As established by the MMP, develop and provide the first bi-annual update of the
traffic, developmentlredevelopment, zoning, and infrastructure base data collected
early in 1998 for the preparation of the MMP, the Transportation Concurrency
Management Area (TCMAs) plan, and the Concurrency Management System (CMS);
b. Integrate the updated base data into the automated CMS software program in order
to ensure accuracy when running concurrency determinations for individual
development and/or redevelopment project applications in Miami Beach;
c. Develop and provide amendments to the MMP Implementation Plan and TCMA
Plan, Was applicable, inclusive of the development ofa Transportation Management
Ordinance (TMO) for the TCMA; and
d. Complete all data collection on AlA/Collins Avenue prior to April 2001, when the
corridor reconstruction project is scheduled to begin.
2. SECTION 3.1 of the Agreement, entitled "Fixed Fee," is herein amended to read as
follows: Consultant shall be compensated for the services performed herein on a fixed fee basis, in
an amount not to exceed Fifty Thousand Dollars ($50,000), for providing the Services as set for in
Exhibit "A-4," hereto.
3. SECTION 4.4 of the Agreement, entitled "Duration and Extent of Agreement," is
herein amended to read as follows: The term of this Amended Agreement shall be for a period of
five (5) months from the issuance ofa Notice to Proceed.
4. Except as modified herein, all other terms and conditions of the Agreement are hereby
ratified and confirmed.
IN WITNESS WHEREOF, the parties hereto have caused this Fifth Amendment to the
Agreement to be executed by their appropriate officials, as of the date first entered above.

DRAFT SCOPE OF SERVICES
The Miami Beach Municipal Mobility Plan was initiated in 1997 and its
implementation plan was completed in 1999. The effort is currently being
implemented by the City. While the ultimate success of the plan can only be
determined through the test of time, it has exceeded its expectations and
currently stands as one of Florida's most comprehensive and well-managed
planning efforts. The plan has played no small role in the achievement of
General Obligation Bonds for the extensive Capital Improvement Program that
is currently being undertaken by the City, which will affect the quality of life
and economic vitality of not only Miami Beach but all of Miami-Dade County
well into the future. One of the reasons for the MMP's success is that it is a
living plan that requires periodic updates of the baseline data iIl order to
effectively measure and monitor transportation and development related
activity, so as to plan for and react to the ever changing environment. This
Scope of Services details the activities to be undertaken in updating the
baseline data collected in early 1998.
Essentially, the baseline data collected in early 1998 and as presented to the
City in the Municipal Mobility Plan Existing Conditions Report, will be re-
collected, reported and incorporated as new baseline data into the Concurrency
Management System.
TASK 1
Data Collection
The data collection will mirror data collected and presented in the Municipal
Mobility Plan Existing Conditions Report and will include existing roadway
conditions, existing traffic conditions for major and minor arterials, city
collectors, and major intersections. Existing facility conditions and existing
demand conditions for parking, traffic intrusion, bicycle mobility, pedestrian
mobility and intemal waterways will also be included. All data will be newly
collected where possible, analyzed and input into programs to determine the
existing Level of Service. It must be noted that the MMP intersection data was
already held by the City; therefore minimal intersection data had to be
generated as part of that effort. The report will consist of the following items:
