A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROPRIATING $118,000 FROM THE SANITATION
ENTERPRISE FUND, AND AUTHORIZING THE A WARD OF A CHANGE ORDER
INCREASE IN THAT AMOUNT TO METCALF & EDDY, INC., FOR
ENVIRONMENTAL TESTING, GEOTECHNICAL SURVEY, DESIGN,
ENGINEERING AND CONSTRUCTION MANAGEMENT SERVICES REQUIRED
FOR COMPLETION OF THE MODERNIZATION AND ENVIRONMENTAL
IMPROVEMENTS TO THE COMMUNITY TRASH AND RECYCLING CENTER.
WHEREAS, since the early 1930's the City has operated a solid waste management
facility in an enclave within the grounds of the Bayshore Golf Course at 28th Street and North
Meridian Avenue (the Site); and
WHEREAS, the Site has been used by residents, landscapers and City crews for the
disposal of yard trash, home repair and remodeling trash, bulky trash items and white goods;
and
WHEREAS, the Miami-Dade County Department of Environmental Resources
Management (DERM) has taken the position that the City can no longer continue to operate
the Site without obtaining a Solid Waste Management Facility Permit and instituting new
environmental controls to retain stormwater and to prevent potential impacts to the
groundwater from contaminated leachate from stored wastes; and
WHEREAS, through the adoption of Resolution No. 2000-24164 on November 8,
2000, the Mayor and City Commission authorized the Administration to proceed with the
required facility renovations, which include improved access, improved drainage, a leachate
control system, a material sorting deck, an equipment staging area, and other improvements
to limit visual and noise impacts on the surrounding neighborhood; and
WHEREAS, funding, in the amount of $118,000, is available from the Sanitation
Enterprise Fund; and
WHEREAS, the City has engaged the environmental engineering firm of Metcalf &
Eddy to design, permit and construct similar environmental site improvements at the adjacent
Bayshore Golf Course maintenance facility and to obtain the permits for the required
environmental improvements to the community trash and recycling center; and
WHEREAS, the City desires to utilize their expertise and benefit from the economy-of-scale
cost savings opportunities presented by the combination of the engineering efforts.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the appropriation
$118,000 from the Sanitation Enterprise Fund and the award ofa change order increase in that
amount to Metcalf & Eddy, Inc., for environmental testing, geotechnical survey, design,
engineering and construction management services required for completion of the
modernization and environmental improvements to the Community Trash and Recycling
Center, is hereby approved.

FUNDING
Funding is to be appropriated from the Sanitation Enterprise Fund.
BACKGROUND
Since the early 1930's, the City has operated a solid waste management facility in an enclave within
the grounds of the Bayshore Golf Course at 28th Street and North Meridian Avenue. The Site has
been used by residents, landscapers and City crews for the disposal of yard trash, construction and
demolition debris, bulky trash items and white goods.
Over the years, environmental agency regulations have been established to control solid waste
facilities and as a result, the City has had to modify the facility operations accordingly. However,
the regulations have progressed to the point where the Miami-Dade County Department of
Environmental Resources Management (DERM) will no longer allow the City to continue operating
the facility without instituting new environmental controls to retain stormwater and to prevent
potential impacts to the groundwater. The DERM is also requiring that City obtain a Solid Waste
Management Facility Permit in conjunction with the environmental improvements to the facility.

Through the adoption of Resolution No. 2000-24164 on November 8, 2000, the Mayor and City
Commission authorized the Administration to proceed with the required facility renovations, which
include improved access, improved drainage, a leachate control system, a material sorting deck, an
equipment staging area, and other improvements to limit visual and noise impacts on the surrounding
neighborhood. That authorization was granted after a careful analysis of the options for relocating
or eliminating the facility would cost residents more than $1.6 million per year, while the proposed
improvements would result in a one-time cost of approximately $800,000.
The Mayor and City Commission also directed the Finance Department to work with the Finance
and Citywide Projects Committee to identify an appropriate source of funding for the required
renovations. Pursuant to that directive, the Finance and Citywide Projects Committee subsequently
approved the Finance Director's recommendation that the required funding be provided from the
Sanitation Enterprise fund.
As a result of the discovery of unsuitable fill materials (tree stumps, concrete pile caps, etc) buried
within the berm at the Site, additional facility development requirements identified during the
permitting process, and the addition of a 10% contingency allowance, the total estimated project cost
has increased to $1.1 million.
The environmental engineering firm of Metcalf & Eddy is currently under contract with the City to
design, permit and construct similar environmental site improvements at the adjacent Bayshore Golf
Course maintenance facility and to obtain the permits for the required environmental improvements
to the community trash and recycling center. Accordingly, the City desires to utilize their expertise
and benefit from the economy-of-scale cost savings opportunities presented by the combination of
the engineering efforts. The Administration has negotiated to have Metcalf & Eddy perform the
required services for a fee of$118,000, which represents $35,000 for surveying and environmental
and geotechnical testing at the Site, and an 8% design, engineering and construction management
fee.
A workshop will be scheduled within the next thirty days, to allow area residents to review the
preliminary renovation plans for the facility and to have input into the design development process.
Therefore, the Mayor and City Commission should appropriate $118,000 from the Sanitation
Enterprise Fund, and authorize the award of a change order increase in that amount to Metcalf &
Eddy, Inc., for surveying, environmental and geotechnical testing, design, engineering and
construction management services required for completion of the modernization and environmental
improvements to the Community Trash and Recycling Center.
