This Letter to the Commission is to advise that the Miami Beach Police Athletic League (PAL) has
been awarded a Community High/Technology Investment Partnership (CHIP) Grant under the
auspices of the Florida A&M University Institute on Urban Policy and Commerce. The grant is in
the amount of$19,986.
The grant is a collaborative effort with PAL, the Miami Beach Adult and Community Education
Center and Miami Beach High School. The grant funds will be used to pay for a part-time systems
support and maintenance position, purchase computer hardware and software, and purchase
computer software for the Scholastic Aptitude Test (SAT), the Florida Comprehensive Assessment
Test (FCAT) and other educational software, A copy ofthe grant is attached for your review,

Part I. Executive Summary
The Applicant/Community To Be Served
PAL-NET is a program that provides one-on-one contact between young people and capable caring
adults for the purpose of helping underserved, at-risk youth gain computer skills and knowledge of
the Internet in order to bridge the digital divide. The number of youth residing in Miami Beach
between the ages of 6-18 is 10,522 students. The racial/ethnic makeup of the community is 18%
White, non-Hispanic; 24% Black, non-Hispanic; 57% Hispanic; and 1% AsianlIndianlMulti-racial.
The Miami Beach Police Athletic League (PAL) is located in the Miami Empowerment Zone in
Census Tract 0044, which is 82% low /moderate income with 88% of the elementary students and
49% of the high school students on free or reduced lunch. The percentage of limited English
proficient (LEP) students is approximately 20%, Many of the youth to be served by this project live
in low income apartment complexes and their families hold menial jobs because of their lack of
English proficiency. Most of these families do not own computers.
Research has shown that Hispanic and African-Americans have less access to computers than their
white counterparts. Only 31. 7% of single-parent households have computers. Tn'e Miami Beach PAL
Net program is targeting 200 students per day who are low/moderate income, giving preference to
those receiving Section 8 or other govemmental assistance. These targeted youth will be reached
through lists provided by the Miami Beach Housing Authority and the Miami Beach Senior High
School Stay-In-School Program,.
Leveraging of Resources
PAL will furnish (1) the computer lab and classrooms in its newly built facility at Flamingo Park,
(2) a project director, (3) support staff and mentors, A member ofthe PAL Board of Directors has
donated $10,000 for the PAL-NET program, The community education center will hire a full-time
instructor and a network technician, and the high school will identify qualified students through its
Stay-In-School program.
Comprehensiveness and Coordination
The PAL-Net program is a collaboration between the Miami Beach PAL, Miami Beach Adult &
Community Education Center and the Miami Beach Senior High School Stay-In- School Program
in an effort to provide after-school, evening and weekend computer training and mentoring activities
for underserved, at-risk youth. Coordination of the project will be under the direction of Miami
Beach PAL's executive director who has worked with the organization for over 20 years in
collaboration with the principal of the Miami Beach Adult & Community Education Center who
serves on the Board of Directors of the Miami Beach PAL,

Program Management Plan
The Miami Beach PAL will serve as the fiscal agent and provide a full-time director for the P AL-
NET program who will coordinate the activities of the instructors, mentors, volunteers and support
staff. Miami Beach Adult & Community Education Center will hire the instructor and network
technician. PAL-NET activities will occur seven days per week.

Part II. Program Narrative
(1) Capacity of the Applicant
The Miami Beach PAL seeks to become part of the Computer High-Technology Investment
Partnership (CHIP) program by becoming a CHIP PowerUp Florida computer lab site. A brand new
state-of-the-art community resource center will be opening in November 2000, and the organization
is seeking funds to equip the computer lab and classrooms in order to serve 200 at-risk youth, P AL-
NET will be managed by the executi ve director and staff of Miami Beach PAL. Computer instructors
will be provided through Miami Beach Adult & Community Education Center. Recruitment will be
handled by the Miami Beach High School Stay-In-School program funded by a grant from the
Training and Education Council of South Florida to increase reading and math scores of under served
youth. PAL will coordinate an extensive volunteer network ofP AL-NET mentors at the site and on-
line.
(2) Leveraging of Resources

The Miami Beach PAL is a vital organization which has received community support because of its
active and effective programs that promote children's self-sufficiency by improving grades, building
discipline, and creating healthy minds and bodies. PAL is receiving funding from the Miami Beach
Police Department to assist with utility and maintenance costs of its new facility. Yearly fund raising
events include an Annual Golf Tournament, a major fund raiser with Ocean Drive Magazine, Boat
Show parking concession; Auto Show parking concession, United Way contributions, and
contributions raised by an active board of directors.
When the concept of PAL NET was introduced to the Board of Directors, $10,000 was pledged by
David Wallack to equip the computer lab and three classrooms at the new facility, The computer lab,
books, writing materials, school supplies and paper will be provided by the Police Athletic League,
the Miami Beach Police Department and local office supply companies. Miami Beach Adult &
Community Education Center pledged instructors needed for daily after-school, evening and weekend
classes, PAL will coordinate workforce development volunteers and police mentors.
(3) Comprehensiveness and Coordination
The P ALNET program is a partnership between the Miami Beach PAL, Miami Beach Adult &
Community Education Center and Miami Beach Senior High School. PAL will serve as the fiscal
agent and manage the program at its facility. Miami Beach Adult & Community Education Center
will provide instructors for word processing and use of the Internet after school, evenings and
weekends, as well as manage the network and provide service to maintain the computers, Through
the Miami Beach Housing Authority and Miami Beach Senior High School's Stay- In- School grant,
which provides services to disadvantaged at-risk youth, students eligible for the program will be
identified.

PALNET incomorates the Five Promises identified bv America's Promise as follows:
1, Ongoing relationship with a Caring Adult
Through PAL-NET, disadvantaged at-risk youth will have the opportunity to interact with on-
site mentors and instructors who will teach them to use the Internet so they can be paired with
mentors through the local PAL, with community and business mentors online, and with Power
Mentors through the Searcy Foundation. Many of the students identified for this program are
recent immigrants to this country, Bilingual instructors, trainers and mentors will help bridge
the cultures to facilitate the transition to life in the United States.
2. Safe Places and Structured Activities
Founded in 1958, the Miami Beach PAL, the oldest in Florida, has demonstrated impressive
results as a community crime prevention program by providing safe and educational
programming. PAL-NET will be housed in a new resource center at Flamingo Park in Miami
Beach to complement the recreational activities already in place, Mentors will guide students
in finding structured activities through age-appropriate bulletin boards and chat rooms.

Internet. Opportunities to participate in structured computer-related activities will be
provided.
3. Healthy Start
Adolescents have serious concerns about health issues and they have no one to turn to for
informed answers. PAL-NET instructors, mentors and volunteers will guide students in
seeking web sites relating to their concerns about health-related topics, healthy lifestyle,
nutrition and behavior choices,
4. Marketable Skills through Effective Education
PAL-NET will give young people the opportunity to use search tools and become digitally
literate in the course of completing various program modules, classes and activities.
Interaction with mentors will take these youth out of their immediate environment and
introduce them to a wealth of workforce development opportunities, The Miami-Dade area
is becoming a center for the Internet Coast. Students who know computers and the Internet,
and speak Spanish or Portuguese will have opportunities to become involved in the fast
growing field ofE-Commerce,
5. Opportunity to Serve
Underserved youth involved in PAL-NET will have the opportunity to become involved in
community service through outreach activities online, By creating their own websites,
students can become experts and mentors on subjects that interest them, The administrators
ofP AL-NET will be able to organize volunteer and donation opportunities, On-line, students
at the PAL resource center can become involved in projects such as adopting seniors in
nursing homes, shut-ins, or children who are hospitalized.

Schedule of PAL-NET Classes and Activities
The Miami Beach PALNET program will provide services to 200 low/moderate income youth
between the after school hours oD :00 p,m. and 8:00 p,m. and on weekends, Many national, state and
local studies have shown that juvenile crime increases during these hours. By holding classes in this
facility in a controlled environment during times of the day when youths are not in school or being
supervised, it is expected that the program will help prevent juvenile crime and drug abuse.

Description of Allocated Space
The PAL-NET program will be located in the new million dollar 13,000 square foot state-of-the-art
PAL facility which features a computer lab; three classrooms; a fitness center; meeting, conference
and reading rooms; officeS. In order to service 200 students per day, 20 computers are needed in the
lab and three in each classroom. The new facility is located in Flamingo Park, where PAL has had
a presence since 1973. This program is located in Census Tract 0044, which is 82% low/moderate
income in the heart ofthe Flamingo Target Area.
