ISSUANCE OF A REQUEST FOR PROPOSALS (RFP) FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND
THE EMERGENCY SHELTER GRANTS (ESG) PROGRAM FOR FY
200112002.

On February 1, 2001, the Department of Community / Economic Development will make available
to the public the Request for Proposals (RFP) for fiscal year 2001/02 program funds for the
Community Development Block Grant (CDBG) Program and the Emergency Shelter Grants (ESG)
Program, Each year, the City, as an entitlement city, is notified by the U,S, Department of Housing
and Urban Development (HUD) of the allocation of federal funds that it will receive for the next
fiscal year, This year, the City was notified that it will receive approximately $2,867,000 in CDBG
funds (an increase of $97,000 from FY 2000/01) and $98,000 in the ESG Program (the amount
remains the same),
These funds will be allocated as follows:

The primary purpose of the CDBG program is to provide urban communities funds for fostering
greater economic development opportunities, improving housing and housing affordability, and
providing the support public services for residents in census tracts where there is at least 51 % low

and moderate income level households, In Miami Beach, the majority of all census tracts have
census block groups with at least 51 % low and moderate income levels,
The Emergency Shelter Grants program is designed to provide entitlement cities funds for a
"continuum of care" approach to the issue of homelessness, This includes making funds available
for emergency shelter, transitional and permanent housing, Eligible activities may also include
funds for the prevention of homelessness such as the provision of emergency rent and utility
vouchers, or emergency shelter beds, and/or the provision of other essential services,
A workshop for interested applicants will be held at 10:00 a,m, Friday February 12th at the Abe
Resnick Youth Resource Center of the Police Athletic League facility to review and discuss
application forms and eligible CDBG and ESG activities, Completed proposal applications must
be submitted to the CommunitylEconomic Development Department before 5 p,m, on March 5,
2001.
As in previous years, applicants are encouraged to develop programs that have substantial and
comprehensive effects on the needs and conditions of the City of Miami Beach as they relate to the
overall goals and objectives ofthe CDBG and ESG programs stated in the five year Consolidated
Plan for federal funds, The planning phase for the development of the One-Year Action Plan for use
of these federal funds has been initiated by the Community Development Division together with the
Community Development Advisory Committee (CDAC), This process will include the opportunity
to publicly determine the needs and priorities of housing and community development in the target
areas with regard to neighborhood revitalization, streets and public facilities improvements, and the
provision of public services, A pre-development public hearing will be held February 27, 2001 at
6:00 p,m, in the first floor conference room of City Hall. The purpose of this meeting will be to
obtain the views of citizens' and other affected parties as they relate to housing and community
development, CDAC will co-host this public hearing with staff from the Community f Economic
Development Department.
