SUBJECT: FEINBERG FISHER ELEMENTARY SCHOOL - PARKING RFP
In a continued effort to provide additional parking opportunities, the City's Parking Department
approached Miami-Dade County Public Schools (MDCPS) to operate the Feinberg Fisher
Elementary School Parking Lot for potential commercial and residential parking uses. MDCPS
issued a Request for Proposals for parking operators to manage the Feinberg Fisher Elementary
School lot during non-school days/hours.
MDCPS leases school property for the use of parking during non-school hours to commercial entities
meeting their minimum requirements. Specifically, the City's Parking Department had an interest
in operafrog the Feinberg Fisher Elementary School property during non-school hours. MDCPS has
provided information regarding the use of this property, including the terms and conditions, under
which a lease would be considered.
At this time, the Administration deems it is not feasible for the City to lease this property due to the
terms and conditions set forth by Miami~Dade County Public Schools which include: (1) the annual
rental rate of $100,000.00 does not allow for a cost effective self-parking operation and/or overflow
residential parking for residents and (2) the days and hours of availability of the facility were not
conducive to providing neither self-parking for visitors/tourists nor overflow residential parking for
residents.
The most efficient use of this facility is for the storage of valet parking. This allows for the
maximum use of spaces as well as offers the 'operator the control for the placement and/or removal
vehicles should the time constraints imposed by contract require their relocation.
The City' s Parking Department will continue to seek opportunities for additional parking inventory
and will provide more information as they become available.
