Gonzalez \ ~ City Manager 0 0 SCOTT RAKOW YOUTH CENTER IMPROVEMENTS CONSTRUCTION WORK PHASING PLAN TO: FROM: At the January 31, 2001 meeting the Commission adopted Resolution No. 2001-24254 awarding a contract to International Builders Latin America, Inc., for the construction of the Scott Rakow Youth Center Project in the amount of$2,893,000. Included in the motion for approval was a condition that the Administration must first meet with the contractor to finalize a work plan that would permit the center's operations, including access to the ice rink and swimming pool, to safely remain open and available to the users as long as possible. As directed the Administration met with Martin Rodriguez and Adelino Agostinho, the Vice Presidents of Operations for International Builders Latin America, Incorporated on February 2, 2000, to discuss the proposed phasing plan for the construction of the Scott Rakow Youth Center. At this meeting Mr. Rodriguez and Mr. Agostinho provided us a copy of their initial work schedule that included a phasing plan that permits the center to remain open in two (2) phases throughout the project's construction. Subsequent to this meeting a document clearly delineating the two (2) phases of the plan was submitted to the City. A summary of the proposed work is as follows (subject to adjustments based on actual starting date): PHASE I (Start 3/5/01 - Com,pletion 10/30/01) . Construction of new ice rink arena . Swimming pool locker rooms renovations . Modifications to existing covered play area . All work associated with the existing basketball courts, offices etc. PHASE II (Start 10/23/01 - Completion 316/02) Please note, Phase II will not begin until Phase I is substantially complete and the new ice rink is opened. . Demolition of the old ice rink and construction of a gymnastics area . Renovation 1 construction of the main entrance and new elevator . Renovation 1 construction of the officesl classrooms on the 1 st and 2nd floors It should be noted that it is the stated intention of the contractor that, barring unforseen circumstances, the swimming pool and existing ice rink remain open throughout the project. The circulation plan is graphically depicted in the attached floor plan. Based on the aforementioned, it is the Administration's position that the directive of the Commission will be met. Therefore, the Administration will proceed with the contract execution and issue the Notice to Proceed to International Builders Latin America, Inc., for the construction of the Scott Rakow Youth Center Project. In an effort to minimize the impact to the facility, the project will be constructed in two (2) phases of which phase one (I) will have a sub phase I A. PHASE I (Start 3-~1 and Completion 10-30-01) Phase one will start on or about March 5, 2001 and will be completed on our about October 30, 2001. Phase # I will include all construction between column lines # 2 through column lines # 8. This phase will also have a sub phase # lA (start 3-5-01 completion 6-30-01) which will include the fast track construction of the pool locker rooms which will be completed, no later than June 30, 2001. The balance of phase # I will include the complete construction of the new ice-skating arena, the modifications to the existing covered playing area and all work associ.ated with the existing basketball courts, and offices etc. PHASE 11 (Start 10-23-01 Finish 3-6-02) Please note, phase # 2 WIll not start until phase #1 is substantially completed and the ice skating arena is operational. Phase # 2 is schedule to start on or about October 23, 2001 and completed no later than March 6, 2002. Phases # 2 will included all the work located between cohmm lines (0 &. 2 &. A &. G), which incorporates the demolition, and re-construction of the existing ice-skating arena, offices, main entry elevator and modifications to the office "n the I r. and 2'"' floor. Throughout the construction process International Builders-Latin America, Inc. will make all efforts to maintain access and safety to all users of the facility. International Builders-Latin America, Inc. will provide specific areas for circulation within the facility. Attached please find a copy of a preliminary schedule and phasing plan.
