A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA APPROVING A ONE (1) YEAR RENEWAL
OF THE CURRENT LEASE AGREEMENT WITH THE WOMEN OF MIAMI
BEACH (WOMB) FOR THE PURPOSE OF PROVIDING REFERRAL AND
COUNSELING SERVICES FOR VICTIMS OF DOMESTIC VIOLENCE AT
THE WASHINGTON PARK RECREATION BUILDING, LOCATED AT 290
2ND STREET; SAID OPTION COMMENCING ON SEPTEMBER 1, 1996,
AND ENDING ON AUGUST 31, 1997.
WHEREAS, the City owns Washington Park, located at 290 2nd
Street, and currently has no programs operating there at the
recreational building located within the park; and
WHEREAS, Women of Miami Beach (WOMB) currently lease the
recreation building at Washington Park for the purpose of operating
a referral and counseling office for battered and abused women;
and
WHEREAS, current statistics documenting the number of
incidents of domestic violence involving women residing in Miami
Beach clearly indicate the need for such a community service; and
WHEREAS, the current Lease Agreement expires on August 31,
1996; and
WHEREAS, WOMB has notified the City of its intent to exercise
the one (1) year renewal option available under the Agreement; and
WHEREAS, said option will commence on September I, 1996, and
end on August 31, 1997.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and City Commisssion herein approve a one (1) year renewal option
of the current Lease Agreement between the City of Miami Beach and
Women of Miami Beach (WOMB) for the purpose of providing referral
and counseling services at the Washington Park recreation building
located at 290 2nd Street; said option commencing on September 1,
1996, and ending on August 31, 1997.

UNDER THE LEASE AGREEMENT BETWEEN THE CXTY OF MXAMX BEACH
AND THE WOMEN OF MXAMX BEACH (WOMB), COMMENCXNG SEPTEMBER 1 1996,
AND TERMXNATXNG AUGUST 31, 1997.

ADMXNXSTRATXON RECOMMENDATXON:
The Administration recommends that the Mayor and City Commission authorize a one
(1) year option to renew, available under the current lease agreement between the
City of Miami Beach and the Women of Miami Beach (WOMB).
BACKGROUND:
On September 8, 1994 the City Commission authorized execution of a two (2) year
lease between the City of Miami Beach and The Women of Miami Beach (WOMB), a non-
profit support group for abused and battered women. This lease agreement is for
the use of the recreation building and adjacent patio, a total indoor/outdoor
area of approximately 900 square feet, at Washington Park, located at 290 2nd
Street. Due to the increasing number of cases of domestic violence, WOMB has
committed to providing assistance to those Miami Beach women who may be victims
of an abusive relationship. The current lease expires August 31, 1996.
ANALYSXS:
This one year renewal option will commence on September I, 1996 and end on August
31, 1997. The WOMB organization has been advised that in accordance with the
General Obligation Bond Parks Master Plan, there are planned improvements to
Washington Park which include this facility. These improvements are not
scheduled to begin before the end of next year. WOMB has been further advised
that any extension of the lease is contingent upon the understanding that the
premises will be vacated no less than 45 days prior to the beginning of
construction.
CONCLUSXON:
The Administration recommends that the City Commission approve the attached
Resolution authorizing a one year (1) extension of the existing lease agreement
between the City of Miami Beach and the Women of Miami Beach (WOMB), commencing
on September I, 1996 and terminating on August 31, 1997.
