RESOLUTION No. 96-22004
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $105,000 FROM
REALLOCATED BOND FUND 351, AND INCREASING EXISTING WORK
ORDER 351.2126, FOR ELECTRICAL CONDUIT BRIDGE
ATTACHMENTS TO THE VENETIAN ISLANDS CAUSEWAY, IN THE
FPL OVERHEAD TO UNDERGROUND CONVERSION PROJECT.
WHEREAS, the Venetian Causeway Bridge Rehabilitation Project has commenced; and
WHEREAS, the overhead systems on the Venetian Causeway, consisting of Florida Power
and Light, BellSouth and Gold Coast Cable, should be undergrounded in keeping with the
improvements of similar main entryways to the City, such as the McArthur Causeway; and
WHEREAS, the Venetian Islands Homeowners Association, Inc. is requesting the
undergrounding of utilities and beautification of the Venetian Causeway and the Venetian Islands;
and
WHEREAS, on September 26, 1994 and September 27, 1995, the Mayor and City
Commission approved funds for the Venetian Islands Landscaping and Utilities Undergrounding
studies; and
WHEREAS, Florida Power and Light has estimated considerable savings in the cost of
undergrounding the currently overhead electrical power system, if bridge attachments and other
construction provisions are provided during the construction of seven of the Venetian Causeway
bridges;
NOW, THEREFORE, BE IT nUL Y RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that $105,000 be
appropriated from reallocated Bond Fund 351, and Work Order 351.2126 be increased to fund
the bridge attachments and other construction provisions to be undertaken by Florida Power and
Light, for the overhead to underground conversion project of the Venetian Causeway, within the
City of Miami Beach municipal boundaries.

BACKGROUND
On September 26, 1994, the City Commission approved a $70,000 line item of the General Fund
Budget for landscape/streetscape design and engineering studies to underground the existing
overhead utilities on the Venetian Causeway and the perimeter roads within Belle Isle, Rivo Alto,
Di Lido, and San Marino Islands. On September 27, 1995, the City Commission approved an
additional $91,345.00 under Special Projects for the Venetian Islands and Causeway Landscape
for a total of $161,345.
On October 1995, the Venetian Causeway bridge rehabilitation project commenced. The North
side concrete work to the bridge structures is scheduled to be completed by July 1996.
The City, after obtaining preliminary estimates from the utilities, initiated and paid for the
undergrounding studies in November 1995.
FPL is presently engineering the undergrounding of the overhead power lines on the Venetian
Causeway and will have a final binding cost estimate by the end of September 1996. During the
studies. FPL estimated that installation of conduits at the South side of seven of the Venetian
Causeway bridges during the construction phase of these bridges would cost $105,000 as
compared to $475,000 for the cost of directional boring, once the bridges are constructed and the
road paved.

ANALYSIS
As of this date, FPL has been paid $12,552 for the engineering studies to underground the
overhead power on the Venetian Causeway. The proposed $105,000 funding of the conduits and
hanger system on the bridges and the engineering costs will be credited towards the future cost
of the undergrounding project.
CONCLUSION
The City Commission should authorize the attached resolution appropriating $105,000 from
reallocated Bond Fund 351 and increasing existing work order 351.2126 to fund bridge
attachments and other construction provisions to be undertaken by Florida Power and Light, for
the overhead to underground conversion project of the Venetian Causeway, in the City of Miami
Beach municipal boundaries.
