No. 'S1-d{lJfZ>/ LETTER TO COMMISSION March 20, 2001 TO: Mayor Neisen 0, Kasdin and Members of the City Commission FROM: Jorge M, Gonzalez, City Manager ~~ SUBJECT: Chase Avenue & 40th Street Stop Sign Pursuant to your request the City is in the process of engaging Marlin Engineers to perform a traffic signal warrant analysis for the intersection of 40th Street and Chase, The traffic analysis will also include evaluation of the possible installation of four way stop signs at the subject intersection, City staff had previously assess safety and traffic concerns within the corridor, which were raised by local residents, Commissioner Dermer had also inquired about the traffic situation on Chase Avenue (see attached response), There were several traffic improvements recommended to address these concerns, Please note that all recommended traffic flow modifications or actions are contingent upon Miami-Dade Public Work Department approval, henceforth, the City is proceeding with performing the required traffic analysis studies for implementing corrective actions, If you should have any further questions/concerns, please do not hesitate to contact me, JGIMS/11tctgh Chase Avenue Traffic Problems Dear Commissioner Dermer, I am writing this letter in response to our conversation of the traffic problems along Chase Avenue, During peak rush hour periods of7:30am - 9am & 5pm - 6:30pm, Chase A venue is being used as a "short cut" for commuters. Chase A venue is the Derfect shortcut for commuters accessing Alton Road from 41 st Street and vise-versa. Rarely does anyone going west on 41st Street travel to the light on 41st Street & Alton Road if they are planning to go south on Alton Road because, traveling on Chase A venue cuts down on time and distance. Conversely, when traveling north on Alton Road, Chase A venue gives commuters a quicker route to head east on 41 st Street. Residents along the north side of Chase Avenue watch cars speed by at speeds up to 45 mph along this narrow street. The light on 41't & Chase Avenue stays green for a short period, so traffic traveling north on Chase Avenue from the 3700 block rapidly accelerates in order to make the light. Both Prairie Avenue & Royal Palm Avenue have traffic lights at their intersections with 40 Street, Chase Avenue doesn't even have a stop sIgn. So what's the solution? One stop sign has been placed at 34th Street & Chase Avenue, this is a start but commuters stop there and then gun their engines and speed through Chase Avenue in order to beat the traffic signals, Q,O. Bond money was appropriated for other roadways in mid-beach, but unfortunately Chase Avenue was excluded. Please help us on our traffic and speed dilemma. Gonzalez \_ . ~ City Manager 0 '--0 Subject: Chase Avenue Traffic Problem From: In response to your recent memorandum regarding the traffic situation along Chase Avenue, the City's Transportation/Concurrency Management Division has been forwarded this item for review and action, The division has informed me that installation of any additional stop sign or flow modifications (traffic calming measures) would require approval from Miami-Dade Public Works Department (MDPWD), However, there are two (2) specific traffic measures that the division has recommended, which will be pursued aggressively by the City, The two items being recommended involve the installation of a four way stop at the intersection of Chase Avenue and W, 40th Street, combined with the introduction of a "two lane slow point" on Chase Avenue between the 3700 block and Alton Road (See attachrnents),The two calming measures would in effect, interrupt the progression of traffic flow within the corridor, thereby forcing a lowering of vehicular travel speed on Chase Avenue, while simultaneously reducing the amount of traffic intrusion from both Alton Road and 41st Street. Obtaining the necessary MDPWD approval may be contingent upon a traffic analysis or study being performed for corridor, The analysis/study would be used by MDPWD to determine whether or not the recommended measures are indeed warranted, based on the corridor's accident history, roadway conditions, traffic volumes, turning movements and occurrences of speeding. The City will begin the necessary dialog and coordination with the County for the recommended items. The new stop signs will be paid for and installed by MDPWD, while the traffic calming measures would be funded by the City, possibly though the General Obligation Bonds program, The traffic measures, if implemented would prove beneficial to the Chase Avenue neighborhood.
