A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE PURCHASE AND INSTALLATION OF PAY ON FOOT
(POF) STATIONS IN THE 7TH STREET PARKING GARAGE
FROM CONSOLIDATED PARKING EQUIPMENT, AS THE
CITY'S APPROVED SOLE SOURCE PROVIDER, IN THE
ESTIMATED AMOUNT OF $375,000.00; AND AUTHORIZING
THE APPROPRIATION OF FUNDS, IN THE AMOUNT OF
$125,000, FROM PARKING REVENUE FUND 142, WITH
$250,000 PREVIOUSLY APPROPRIATED DURING THE
FISCAL YEAR 06/07 CAPITAL BUDGET PROCESS.
WHEREAS, on July 27, 2005, the Mayor and City Commission adopted
Resolution No. 2005-25959, approving Consolidated Parking Equipment,
manufacturer of Pay on Foot (POF) stations, as the sole source distributor of
Federal APD parking equipment; and
WHEREAS, in the City's continued effort to improve parking services to
residents and visitors alike, the Parking Department has recommended
implementation of Pay on Foot (POF) stations at attended parking facilities; and
WHEREAS, the POF is an ATM type technology designed to improve our
cash management, lower labor costs and operational expenses, and improve
customer service; and
WHEREAS, the POF stations in the 7th Street Parking Garage will allow
adjustment to the current staffing levels of cashier/attendants and, if approved,
an operational expense savings is expected each year at this facility; and
WHEREAS, installing a POF Station will improve cash management as
cashiers are no longer handling transactions and/or cash.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR
AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission hereb~r approve the purchase and installation of Pay
on Foot (POF) stations in the 7 h Street Parking Garage from Consolidated
Parking Equipment, as the City's approved sole source provider, in the estimated
amount of $375,000.00; and further authorize the appropriation of funds, in the
amount of $125,000, from Parking Revenue Fund 142, with $250,000 previously
appropriated during the Fiscal Year 06/07 Capital Budget Process.

The POF is an ATM type technology designed to improve cash management (audit control); reduce
operational expenses (labor costs); and improve customer service as patrons have multiple payment
alternatives at their fingertips. Moreover, this technology has reduced waiting in queues at the drive
through exit lanes. The POF Stations in the 7th Street parking garage will allow adjustment to the
current staffing levels of cashier/attendants and, if approved, an annual operational expense savings of
$134,000 is estimated. The ROI (return on investment) is estimated at 3.5 years.
Other service levels will remain constant as a labor contract supervisor and attendants and security
guards will be maintained in the facility 24 hours aday/seven days aweek/365 days a year.
Installing a POF Station will improve audit controls as cashiers will no longer be handling transactions
and/or cash. The POF Station is aself-contained unit with secured cash boxes and full auditing
capabilities. The POF Station is linked to the garage's central computer located in the garage
manager's office where perpetual diagnostics are performed to ensure its efficient operation.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
In the City's continued effort to improve parking services to residents and visitors alike, the
Parking Department is recommending implementation of Pay-On-Foot (POF) stations at
attended parking facilities. On July 27, 2005, via Resolution No. 2005-25959, Consolidated
Parking Equipment was approved as the sole source distributor of Federal APD Parking
Equipment. The initial installation recommended and approved was at the 13th Street and
Collins Avenue Parking Garage ("13th Street Garage"). The initial first year expense for the
13th Street Garage POF Station was, with spare parts, $92,000.00. The payroll reduction
first year was $124,000.00. The second installation was at the 12th Street Garage and it
mirrored the 13th Street Garage with similar efficiencies/savings. The third and fourth
installations were at the 17th Street and Anchor Shops Garages. The 7th Street Garage
would be the last in our current inventory of garages to be upgraded to POF technologies as
well as upgrading existing twelve year old equipment that has surpassed its normal life of ten
years of use. Moreover, some components of the system are now obsolete.

The POF Station technology is simply taking the existing operation one step further with a
significant technological enhancement. The automatic pay station (see attachment) is the
existing gated parking revenue control vendor's (Consolidated Parking Equipment, Inc.)
option for awalk-up pay for parking solution.
The POF is an ATM type technology designed to improve our audit controls; cash
management; lower our labor costs and operational expenses; and improve customer
service. The following is a brief account of the patron's transaction:
A patron drives into a facility and pulls a magnetically striped ticket from the ticket dispenser
as they currently do in any of our gated facilities. The patron will go about their business and
upon returning to the facility for exiting will pay their parking fees at a POF Station. The 7th
Street garage will have two POF Stations, one at each elevator lobby, ground floor, with
potentially two more added if demand/usage requires. The patron approaches the POF
Station and will:
• Insert their ticket; and
• POF will calculate their stay and compute their fee and display the amount owed;
and
• Patron will insert payment by either cash* or credit/debit card; and
• POF will return ticket to the patron encrypted with a code as being "paid"; and
• Patron will .have a prescribed time frame (i.e., 15 minutes) to retrieve their vehicle
and insert the "encrypted" ticket into the exit verifier at the exit lane; and
• The exit verifier will scan ticket to confirm payment and lift the gate to allow a
successful exit.
*POF has capability to provide change in US funds, $5.00, $10.00 and $20.00 bills.
As a contingency in the unlikely case that a patron forgot to use the POF Station, the system
will also be equipped with a credit/debit card acceptor at the exit verifier (exit lane) in order to
allow the patron a "last chance" opportunity to pay for their parking fees. In all cases, there
will be several parking spaces set aside for patrons that inadvertently forgot to use the POF
and need to temporarily park to satisfy their parking fees.
Reduced Labor Expenses:
The financial impact of the City's Living Wage Ordinance has significantly increased
operational costs, rates and the cashiers/attendants and supervisors' labor contract that was
just ratified has created greater expense levels. These and other escalating costs, utilities,
maintenancesupplies, coupled with marginal revenue increases require us to look towards
increased efficiencies either through enhanced technologies or other strategies. Clearly, the
human element cannot be completely removed from this equation as some level of
interaction will always be necessary; however, the prospect of decreasing labor costs
annually is certainly an avenue we should continue to pursue.
To this end, the 12th and13th Street Garages currently operate as a central cashiered
operation/POF and have each afforded a $124,000.00 savings in labor costs in their first
year of operation, for a total of $248,000, without diminishing service levels to our parking
patrons. Similarly, the POF Stations in the 7th Street parking garage will allow for similar
labor cost savings by adjusting the current staffing levels of cashiers. The POF initiative at
the 7th Street Garage is expected to yield an annual savings of $134,000 with an ROI (return
on investment) of 3.5 years. It is important to note that other service levels will remain
constant as a labor contract supervisor, a certain level of attendants, and security guards will
be maintained in the facility 24 hours aday/seven days aweek/365 days a year.

Improved Cash Management (Audit Controls
Cash management is improved as cashiers are no longer handling transactions and/or cash.
The POF Station is aself-contained unit with secured cash boxes and full auditing
capabilities. The POF Station is linked to the garage's central computer located in the
garage manager's office where perpetual diagnostics are performed to ensure its efficient
operation.
Improved Customer Service:
Customer service is improved as patrons have multiple payment alternatives at their
fingertips and they no longer have to wait in queues in the exit lane. In fact, the system is
capable of handling special event transactions where a flat rate may be programmed and
the patron may pay their parking fees at any point in time of their stay. Future
enhancements may include a remote payment option whereby a patron may be able to pay
their parking fee at a POF Station at a remote site.
CONCLUSION
In conclusion, it is the Administration's goal to proceed with a system that provides the most
options and flexibility; has a proven track record in-other communities; provides substantial
operational cost savings; and is our best overall value for our investment. Therefore, the
Administration recommends that the Mayorand Commission approve, pursuant to Section 2-
367 (d) of the Miami Beach City Code, the sole source purchase and installation of Pay on
Foot (POF) Stations in the 7th Street Parking garage from Consolidated Parking Equipment,
in the estimated amount of $375,000, and authorizing the appropriation of funds in the
amount of $125,000 from Parking Revenue Fund 142 with $250,000 previouslyappropriated
during the Fiscal Yeat 2006/07 Capital Budget Process.

Specifications
1. Purpose
The SST Automatic Pay Station shall be an
unmanned, pay-on-foot station that provides
completely automated cashiering services to
parking patrons. This central cashiering device
shall read and encode magnetic stripe tickets with
payment information when the appropriate
payment has been made to satisfy the fee due.
2. Features/Functions
a. The SST Automatic Pay Station shall
automatically calculate and display
parking fees, accept payment, issue
change, and provide a receipt (either
automatically or on demand).
b. The SST Automatic Pay Station shall
incorporate the following components as
standard: (1) SST Ticket Validator, (2)
Coin Acceptor, (3) Route Inhibit
Mechanism, (4) Three Coin Dispenser
Units, (5) Programming Terminal, (6)
.Receipt Printer.
c. The following components shall be
avai~ble: (1) BarilcNoteHandlingSystem
-(with Bank Note Acceptor, Bank Note
Escrow Unit, and Bank Note Vault), (2)

3. Dimensions
a. The SST Automatic Pay Station cabinet
shall be 36'/4 inches W x 55 inches H x 25

crrr D). Width includes the "Pay Here'
sign overhang.
b. Optional pedestal base (ADA compliant)

4. Electrical
a. The SST Automatic Pay Station shall
provide a universal power supply for 115
VAC or 220 VAC power requirements. It
shall also provide a 24 VDC power supply
and 36 VDC power supply for the cash
handlingsystem (ifaBankNoteDispenser
is included).
5. Construction
a. The SST Automatic Pay Station shall
provide a vandal-proof cabinet
constructed of heavy gauge steel.
b. Maximum security shall be provided with
an access door secured with a vandal
resistant, three-point locking mechanism.
Cash handling systems are guarded by
double locking mechanisms. Electronic
monitoring systems used throughout
detect tampering.
c. The cabinet shall be finished in a powder
coat paint in either Federal APD Safety
Yellow or Federal APD White (as
specified) for maximum visibility and
safety. Other colors shall be available when
specified.
d. Exterior operator controls shallbe clearly
laid out with easy-to-follow instructions,
visual display and push button controls.
e. The device shall provide an illuminated
"Pay Here" sign and Change/Receipt tray
for nighttime operation.
6. Mechanical
a. The SST Automatic Pay Station shall read
and validate magnetic stripe parking
tickets as well as produce receipts.
b. Thedeviceshallallowpatronstoterminate
the cashiering transaction at any time prior
to completing a transaction.
c. The SST Automatic Pay Station shall
provide an SST Transport Mechanism
that contains magnetic read/write heads,
and aself-aligning themral printer.
d. The SST Automatic Pay Station shall
include a Coin Processing System that
consists ofthe Coin Acceptor device, Coin
Dispenser units, and an optional Coin
Vault.
e. The Coin Acceptor shall screen all coins or
tokens of different values and sizes for
validity. The device shall recognize the
value of the coin, send the appropriate
credit signal to the CPU, and route the
coins to the appropriate Coin Dispenser or
Coin Vault.
f. The universal Coin Dispenser shall be
large capacity coin units that collectand/or
dispensemetalcurrency. Theunitsmaybe
programmable as either self-replenishing
(coins stored in the dispenser), or so that
coins are automatically sent to the Coin
Vault.
g. The optional Coin Vault shall provide
storage for accepted coins once they are
routed from the Coin Acceptor.
h. The SST Automatic Pay Station shall
include an optional Bank Note Handling
System that consists of the Bank Note
Acceptor, BankNote Escrowunit, andthe
Bank Note Vault.
i. TheBankNoteAcceptorshallacceptupto
14 different bank note denominations (as
programmed) in any of four ways of
insertion. The device shall screen all
currency for validity, recognize its value,
send the appropriate credit signal to the
CPU, and transport the notes to the Bank
Note Escrow unit.
j. The Bank Note Escrow unit shall
temporarily store up to 14 bank notes so
that they may be returned to the customer
in event that a transaction is canceled.
k. The Bank Note Vault shall accept bank
notes transported from the Bank Note
Escrow unit. It shall stack the notes and
provide a secure storage area for validated
bank notes.
I. The Bank Note Disperser shall provide
bank notes as change to the patron when
the transaction is completed. The device
shall have the rapacity of storing 1,650 -
2,150 bank notes (dependant on
condition). Dual Bank Note Dispenser
units shall be available when specified.
m. The SST Automatic Pay Station shall
offer an optional credit card processing
system.
