A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING A DONATION, IN
THE AMOUNT OF $20,900, FROM THE PALM, HIBISCUS, STAR
ISLANDS ASSOCIATION, TO BE UTILIZED BY THE CITY'S PARKS
AND RECREATION DEPARTMENT FOR THE PURCHASE AND
INSTALLATION OF LED ACCENT LIGHTING FOR THE MARQUEE
AT THE ENTRANCE TO HIBISCUS ISLAND; FURTHER
APPROPRIATING AND AUTHORIZING THE EXPENDITURE OF
THESE FUNDS FOR SAID PROJECT.
WHEREAS, in early 2007 the Palm-Hibiscus-Star Islands Association worked
with the City to design, donate and install new playground equipment at Palm Island
Park; and
WHEREAS, based on the success of the playground project, later in 2007 the
Association again contacted the City's Parks and Recreation Department expressing
their interest in enhancing the existing lighting for the Hibiscus Island marquee sign; and
WHEREAS, at the time, the City advised the residents there was no funding
available for additional or replacement lighting; and
WHEREAS, since the initial discussion, the Palm-Hibiscus-Star Islands
Association has been working with the City's Parks and Recreation Department and a
lighting contractor, Jim Morrison Productions, Inc., to identify the specific LED lighting
fixture style and configuration; and
WHEREAS, the proposed energy efficient LED lighting fixtures would replace
the existing fixtures with the expectation that the new lights will enhance the landscape
features while lowering the electrical usage and extending the life of the system ;and
WHEREAS, the Association hereby wishes to make a donation to the City, to be
utilized for the purchase and installation of LED accent lighting for the marquee sign at
the entrance to Hibiscus Island.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission hereby accept a donation, in the amount of $20,900, from the Palm,
Hibiscus, Star Islands Association, for the purchase and installation of LED accent
lighting for the marquee sign at the entrance to Hibiscus Island; further appropriating and
authorizing the expenditure of these funds for said project.

clearly understood and agreed that any additional lighting would be paid for by a private source.
Since the initial discussion the Palm-Hibiscus-Star Islands Association representatives have
been working with the Parks and Recreation Department and a lighting contractor, Jim Morrison
Productions, Inc., to identify the specific LED lighting fixture style and configuration. The
replacement of the current lights with LED lighting supports the City's initiatives to "go green".
This process was recently completed with the Association making this donation offer.

Parks and Recreation Department expressing their interest in enhancing the existing lighting
for the Hibiscus Island Marquee sign as Phase I and trees in the median as Phase II. The
City advised the residents there was no funding available for additional or replacement
lighting. The residents clearly understood and agreed that any additional lighting would be
paid for by a private source.
Since the initial discussion the Palm-Hibiscus-Star Islands Association representatives have
been working with the Parks and Recreation Department and a lighting contractor, Jim
Morrison Productions, Inc., to identify the specific LED lighting fixture style and configuration.
In support of the City's initiatives "go green" the proposed energy efficient LED lighting
fixtures would replace the existing fixtures with the expectation that the new lights will
enhance the landscape features while lowering the electrical usage and extending the life of
the system. At this time the Association has agreed to proceed with the first phase of the
proposal as attached. Also attached please find a letter from the Palm, Hibiscus, Star
Islands Association President, Mr. Hans Muller confirming this donation. It is anticipate this
project will be completed by the end of this summer.
CONCLUSION
The Administration recommends the approval of this Resolution.

The Board of Directors of the Palm-Hibiscus-Star Islands Association has voted to make
a donation to the City of Miami Beach to be used to purchase up lighting features for the
Hibiscus Island Median located at the entrance to Hibiscus Island. Specifically, we wish
to donate $20,900 to be used to purchase and install the items contained in Phase 1 of
the proposal from Jim Morrison Productions,. including permitting and design fees, which
was forwarded to your office. Please accept this fetter as our intent to make the
donation and gather the necessary approvals required to move forward. Our
commitment is to have the check sent to you for deposit once the City Commission has
approved this donation.
As you know, our Landscape Committee and Board of Directors have worked with your
Department in identifying the contractor and reviewing the plans that were submitted to
your office in November of 2007. Your staffs time, energies and guidance devoted to
assisting us with this project to positively impact our neighborhood, is greatly
appreciated. We plan to move on the other items contained in the proposal sometime in
the near future. Please feel free to contact me or our Executive Director, Tim Rose, if

Summary
This proposal includes lighting of three key features of Hibiscus and Palm island
entrances.
Hibiscus Island Marquee
The first phase of implementation will be the Hibiscus Island entrance marquee as
pictured. The lighting will consist of three linear LED fixtures that are IP rated 65, with fuU
RGB capabilities in order to adjust or change the color of any time. The fixtures will b8
positioned back from the face of the marquee appropriatety in order ba lessen any
shadowing effects created by the raised lettering. ~i3ch fixture wifi have a defusing
laminate applied to the glass tens, in order to create smsoth and even saturation.
DMX controllers, power supp#ies and program recorders, if required, will be concealed
behind the marquee in a seated etactrical box. The box wil! be positioned to assure easy
access in order to make color changes to the fixtures for holidays and special events.
Additionally, five Date Patin Trees, and M+o Roya! Palm Trees, shall be iliumtnated by
EO ground lighting. Each tree with be lighted by two futures, one facing north and one
facing south. This wilt assure an even saturation of the light, creating and equal effect far
both drivers approaching and departing ~e island.
The fixtures, originally discussed as being in ground, may be better suited installed above
ground rn order to keep them ftom being covered by debris due to grounds maintenance.
Additionally movement of fixtures, which often happens when installed into turf as
apposed to solid concrete surfaces, may make this option more appropriate. This point
can be further discussed and decided prior to implementation of the agreement.
Patin Island Fountain Tree Lighting
The second phase to be addressed wilt be the repair of the existing fountain lighting (by
other). Our scope of services shall include the lighting of five Date Palms Trees
surrounding the fountain. Each tree w#ll be lighted with two in ground fixtures each.
Existing plantings allow for the fixtures to be easity concealed at the vase of each tree.
The fixtures are to be LED, but not color changing, so controllers and DMX devices will
not be necessary. Also, the fixtures will be of low voltage {e'~ther 12v, or 24v depending
on availability}.
Entry Point Royal Patin Tree Lighting
Tt~e third phase ±o be addressed is the lighting of a singular Royal Pa{m Tree at the
sr,uthernmost point of the entrance to Hibiscus and Palm Islands. Different options have
been discussed concerning the entry point to the islands; though no final design has
been agreed upon.
It has been suggested removing the lower level trees and shrub, in order to see the
existing Royal Paim Trees more clearly and then illuminate all of them. We would
recommend, and suggest more consideration, since removing the existing greenery only
exposes the guardhouse more. Attemate options can be explored in the future.
Ai this lime, the agreement is to illuminate only one Royal Palm Tree at tfie entrance with
four ground fixtures, in order to create a very prominent focal point for drivers entering
the islands.

Hibiscus Islam Marquee
f=or visitors to Hibiscus Island, the marquee with its Hibiscus blossom sculpture,
leaves a lasting impression on anyone-seeing it for the first time, The best way to
rr~aintain the same impact during night time.-hours, is though thoughtful selection and
placement of lighting fixtures,
Often lighting is not seen as a significant component in such cases, but with the
colorful nature of the Hibiscusblossom, it is Wert' irrrportant to ligh# the marquee in
the proper way to fully appreciate its'beauty at night.
The fixtures I propose using are full RGB color changing LSD products which allow
for custom solar mixing in order to fine tune the effect. It also will make it possible to
c~ange the look of the marquee for particular holidays or occasions. Also programs
can be introduced that offer gradual solar rotation effects.

night time hours.

Halm Island Fountain and Tree Lighting
The Palm Island fountain is a wanderfu! welcoming feature to the island, and needs to
tie showcased during nighttime hours. Currentty with only ambient light, the landmark
for the island, is almost irrelevant at night.
I propose repairing existing lighting in the fountain to bring it back to its original state.

appropriate to illuminate them as part of the overalC instaflatian. I would further suggest
using fixtures that are not color changing, Though should be of a different tone than
what would be used in the fountain to create a contrast in fighting.
This in turn creates an overall look but highlights two distinct components; a s cta

Hibiscus and Palm Island Entrance
The southernmost point of the islands, is the guardhouse entrance
and is first to greet drivers as they. approach the islands. Thus, the
site is essentially the "Gateway" to the islands and needs to be
accentuated,
When -ighting such a visible venue, symmetry: sa(ways a concern.
In this case symmetry would need-tc be created in order be visually
correct.
With that in mind, i suggest we first illuminate the center Royal
Palm Tree, and further develop the sight in stages.
The intent is to illuminate the tree as much as possible, making it a
primary focal point greeting residents and guests to the islands.
