APRIL 15th, 1927.
AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA,
PRESCRIBING RULES AND REGULATIONS
GOVERNING THE SALE AND DISTRIBUTION
' OF THE WATER OF SAID CITY; PRESCRIB-
ING THE CHARGES FOR 'RATER TO HE PAID
BY CONSUMERS AND PROVIDING A PENALTY
FOR THE VIOLATION OF SUCH RULE$ AND
REGULATIONS.
A motion was made by Councilman Henning, seconded by Councilman Hice,
that the foregoing ordinance be passed to second reading and be read the
second time by title only. The motion carried. The foregoing ordinance
was read the second time by title only.
Council then adjourned to a recess session to be held at 10:00 A. M.,
on Friday, Apr11 15th, 19.27.

Recess session of the City Council of the ,City of Miami Beach was
held in the Council Chambers with President Jghn ~I. Levi in the chair and
Mayor J. N. Lummus, Jr., City Attorney G, E. McCaskill and City Manager
Claude A. Renshaw and the following Councilmen present: C. B. Floyd,
'Rilliam A. Scott, Harry McCarthy, Frank H. Henning, Harry M. Hice and D.
Richard Mead, a quorum being present.
Mr. DeGarmo Gray addressed the Council urging that the City Council
use their influence in obtaining the reconstruction of the channel markers
in Biscayne Bay which were destroyed by the recent hurricane and also that
they get behind the movement for the taking over of the inland waterways
down the east coast of Florida, preferrably without paying for them as is
now contemplated.
Mr. A. L. Bowes addressed the Council asking that the public be
given an opportunity of seeing the proposed charter before same was passed
by the Legislature.
City Attorney McCaskill explained the new features of the charter
and stated that same would be available for anyone interested to see at
an early date. _
Mr. D. E. Rossetter, Engineer for the Normandy Beach Properties,
addressed the Council asking that an additional appropriation of X150.00
be made for street patching in Normandy Beach South and Isle of Normandy
City Engineer Neff reported having already spent in the neighbor-
hood of X1,200.00 on the project, hence it was decided that Street Commi
teeman Levi should go over the property with City Engineer Neff and City
Manager Renshaw and make their recommendations as to how much farther th
sould go with the work.
Mr. Rossetter then presented the following communication with regard
to the proposed municipal golf course:

Viith reference to the proposed municipal golf course R~ICI-
location in Miami Beach, the Normandy Beach Properties Cor- P L LF
poration takes pleasure in submitting the following proposi- ~~~
tion:
We propose to give to the City of Miami Beach, 120 acres
for a munioipal golf course, the location of which is the heart
of the north half of the Isle of Normandy. Re also will co-
operate with the City officials in every way to make this a
tremendous success.

We are herewith submitting six colored blue line prints

We have also estimated the fill necessary to bring
this area up to grade, which will require four to five
months, the time and cost of which has been confirmed by
the Clark Dredging Company to be ~1SS,065.12
We have also estimated the cost of the construction
of the golf course from the graded fill to a finished pro-
duct, which includes undulations, top soil, grading,, mounds,
greens, greasing, water system, landscaping, fertilizer,
green keeper's wages and architect's fees, the cost of all
items having been confirmed by an estimate submitted by
Captain H. C. C. Tippet, to be X119,200.00
Total
X307,265.12
The cost of a clubhouse is a matter which lies entirely
within the discretion of the officials of the City of Miami
Beach, to be decided upon by plans.
Xou will please take note that the tentative layout
carries a 70 and 80 foot road right-of-way around the golf
course, the area of which is entirely separate from the
120-acre golf course area.
You will note in the upper righthand oorner of the
tentative layout, a location sketch which shows the location
of this proposed golf course relative to other properties on
the north end of Miami Beach; also shows the relative loaation'
to the proposed 79th Street Causeway, which will soon be a
reality.
The writer has in his possession, papers from the Company
officials confirming this offer.

There was no action taken in the matter but Mr. Rossetter was
assured that same would be taken under consideration in the near futuro,
