RESOLUTION NUMBER 96-22024
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, IN SUPPORT OF THE PROVISIONS OF S.1811
AND H.R. 3551, KNOWN AS THE "SHORE PROTECTION ACT OF 1996" AND
URGING THE FEDERAL LEGISLATORS TO PASS THE BILL INTO LAW
EXPEDITIOUSLY.
WHEREAS, Florida's beaches are an important part of the quality of life of this community,
providing aesthetic, environmental, hurricane mitigation and recreational benefits for our residents
and tourists; and
WHEREAS, beaches continue to be Florida's number one tourist attraction and are thus
vital to our economic well-being, generating over $9 billion in beach-related sales annually and
contributing to a ripple effect to the Florida economy of over $16 billion; and
WHEREAS, the City of Miami Beach recognizes that severe beach erosion continues to be
a major problem in Florida; and
WHEREAS, in 1995, the Clinton Administration implemented a policy which withdrew
federal financial participation in most shore protection and beach restoration projects; and
WHEREAS, state and local governments should not have to bear the entire burden of
protecting the nation's beaches; and
WHEREAS, in May 1996, U.S. Senators Connie Mack and Bill Bradley and Representative
E. Clay Shaw introduced the "Shore Protection Act of 1996" to both houses of Congress; and
WHEREAS, the Act will bring the Federal government back into the shore protection
process in a common-sense manner; and
WHEREAS, enactment of this legislation is critically important.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THE CITY OF MIAMI BEACH
SUPPORTS THE PROVISIONS OF S. 1811 AND H.R. 3551, KNOWN AS THE "SHORE
PROTECTION ACT OF 1996" AND HEREBY URGES THE FEDERAL LEGISLATORS TO PASS
THE BILL INTO LAW EXPEDITIOUSLY.
Passed and Adopted this 19th day of June, 1996.

Approve the resolution.
BACKGROUND
Florida's beaches are an important part of the quality of life of this community, providing
aesthetic, environmental, hurricane mitigation and recreational benefits for our residents and
tourists. In addition, our beaches continue to be our number one tourist attraction and are
thus vital to our economic well-being.
In 1995, the Clinton Administration implemented a policy which withdrew federal financial
participation in most shore protection and beach restoration projects. At the time of Clinton's
policy change, the U.S. Army Corps of Engineers was spending approximately $20,000,000
per year protecting and restoring Florida's beaches.
In May 1996, U.S. Senators Connie Mack and Bill Bradley and Representative E. Clay Shaw
introduced the "Shore Protection Act of 1996" to both houses of Congress. The Act will
bring the Federal government back into the shore protection process in a common-sense
manner. Enactment of this legislation is critically important.
CONCLUSION
The City Commission should approve the resolution in support of the provisions of S. 1811
and H.R. 3551, known as the "Shore Protection Act of 1996" and urging the Federal
legislators to pas the bill into law expeditiously.
