SUBJECT: Police Department Benchmarking Study
The attached Police Department Benchmarking Study was prepared by KPMG, the City' s external
auditors, and is the result of a survey of compensation and benefits for Police and Sheriff
Departments of the City and thirteen other local governments in Dade and Broward counties. The
survey compared a variety of items such as: minimum base pay by rank, maximum base pay
including longevity by rank, and total compensation including various benefits by rank. Additionally,
the department budgets were compared on a per capita basis and also as a percentage of the total
municipality/county budget. The report also contains comparisons of a variety of benefits and
working conditions included as Exhibit 7 on pages 20-22.
The City was compared to the other represented organizations using the current pay plan as well as
the proposed pay plan ("Proposed 2000") that is part of current negotiations with the FOP. The
survey reflects the following rankings for the City of Miami Beach:
1- Maximum Base Pay including Longevity, and Other Benefits - the City's "Proposed
2000" pay plan ranks Number One for Police Officers, Number Two for Sergeants and
Number Three for Lieutenants;
2- Minimum Base Pay- the City's "Proposed 2000" pay plan ranks Number One for Police
Officers, Sergeants and Lieutenants;
3- Number One for percentage of Police/Sheriff Department Budget as a component of
Total Municipality/County budget; and
4- Number Two for Per Capita Police/Sheriff Department Budget.
The average annual cost of compensation and benefits, without overtime, to the City by rank is
$56,018 for a Police Officer, $69,845 for a Sergeant and $79,321 for a Lieutenant. Including average
annual overtime, these costs increase to $62,695 for a Police Officer, $78,437 for a Sergeant and
$87,348 for a Lieutenant.
