2008-26833 ResoRESOLUTION NO. 2008-26833 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING THE FOLLOWING CONTRACTS: 1) LAUMAR ROOFING SERVICE, INC., TO PROVIDE FOR SECTIONAL RE- ROOFINGAND ROOF REPAIRS AT THE 1701 MERIDIAN AVENUE BUILDING, IN THE TOTAL AMOUNT OF $105,000; WITH FUNDING FROM THE PREVIOUSLY APPROPRIATED GULF BREEZE FUND; AND 2) EXCELL CAULKING & WATERPROOFING, INC., TO PROVIDE WATERPROOFING FOR WINDOWS AND EXTERIOR WALLS AND EXTERIOR PAINTING AT THE 1701 MERIDIAN AVENUE BUILDING, IN THE TOTAL AMOUNT OF $205,666; WITH FUNDING OF $122,416 FROM THE PREVIOUSLY APPROPRIATED GULF BREEZE BOND FUND; $21,250 FROM THE PREVIOUSLY APPROPRIATED FISCAL YEAR (FY) 2007/08 CAPITAL RENEWAL AND REPLACEMENT BUDGET; AND $62,000 FROM THE PREVIOUSLY APPROPRIATED 2003 G.O. BOND FUND. WHEREAS, because of the age and deterioration of selected areas of the roof, as well as the need to replace all deteriorated window sealants, repair concrete cracks, and subsequently waterproof exterior walls, there was a need to include re-roofing and waterproofing in the renovation project at the 1701 Meridian Ave Building; and WHEREAS, at its July 11, 2007 Meeting, the Mayor and City Commission adopted Resolution No. 2007-26592, which authorized the Assistant Director of Public Works for Operations to serve as the certified general contractor for the Fiscal Year (FY) 2006/07 Capital Renewal and Replacement Projects, and certain other ongoing capital repairs, maintenance and replacement projects; and WHEREAS, the Assistant Director exercised the authority delegated to him by the City Manager and City Commission, and developed specifications to address the scope of work that was necessary to obtain price quotes from contractors for, respectively, the sectional re-roofing of selected sections and roof repairs, and waterproofing of windows and exterior repairs; and WHEREAS, Request for Quotations (RFQ) No. VA-QT18R-07 was issued, and three (3) roofing contractors were contacted to provide quotes for the project, which resulted in three (3) responsive quotes; and WHEREAS, Request for Quotations (RFQ) No. VA-QT19W-07 was issued, and three (3) painting contractors were contacted to provide quotes for the project, which resulted in three (3) responsive quotes; and WHEREAS, after reviewing the quotes provided in response to (RFQ) No. VA-QT18R-07, the Assistant Director determined that Laumar Roofing Service, Inc. provided the lowest responsive, responsible quote; and WHEREAS, after reviewing the quotes provided in response to (RFQ) No. VA-QT19W-07, the Assistant Director determined that Excell Caulking & Waterproofing Inc. provided the lowest responsive, responsible quote; and WHEREAS, a contract was issued to Laumar Roofing Service, Inc., in the amount of $105,000, to provide for re-roofing on selected areas as well as repairs to other roof sections; and WHEREAS, a contract was issued to Excell Caulking & Waterproofing Inc., in the amount of $184,416, to provide for waterproofing for windows and exterior walls; and WHEREAS, afterfurtherongoing inspections, itwas determined that, given the condition of the louvers, painting the louvers at 1701 Meridian Ave Building was warranted; and APPROVED AS TO FORM ~ LANGUAGE ~ FOR EXECUTION WHEREAS, it was determined that it was in the best interest of the City to continue to work with Excell Caulking & Waterproofing, Inc., to complete the painting of the louvers, a cost proposal for the additional work was requested from the company; and WHEREAS, the Assistant Director of Public Works for Operations determined the cost proposal to be fair and reasonable, and issued a change orderto Excell Caulking & Waterproofing, Inc., in the total amount of $21,250; and WHEREAS, as required by Resolution No. 2007-26592, the Administration recommends that the Mayor and City Commission ratify the contracts to Laumar Roofing Service, Inc., in the total amount of $105,000, to provide for the sectional re-roofing of selected sections and roof repairs, and to Excell Caulking & Waterproofing Inc., in the total amount of $205,666, to provide for the waterproofing of windows and exterior repairs, and painting of the louvers; all related to the renovation of the 1701 Meridian Avenue Building. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission ratify the following contracts: 1) Laumar Roofing Service, Inc., to provide for sectional re-roofing and roof repairs at the 1701 Meridian Avenue Building, in the total amount of $105,000; with funding from the previously appropriated Gulf Breeze Bond Fund; and 2) Excell Caulking & Waterproofing, Inc., to provide waterproofing for windows and exterior walls and exterior painting at the 1701 Meridian Avenue Building, in the total amount of $205,666; with funding of $122,416 from the previously appropriated Gulf Breeze Bond Fund; $21,250 from the previously appropriated (FY) 2007/08 Capital Renewal and Replacement Budget; and $62,000 from the previously appropriated 2003 G.O. The Mayor and City Commission, at the July 11, 2007 Commission meeting, adopted Resolution No. 2007-26592, which authorized the Assistant Director of Public Works for Operations to serve as the Certified General Contractor for all of the Fiscal Year (FY) 2006/07Capital Renewal and Replacement projects and certain ongoing capital repairs, maintenance and replacement projects. The Assistant Director of Public Works for Operations exercised the authority given to him by the City Manager and City Commission and developed specifications and contacted contractors that specialized in 1) roofing construction services and 2) waterproofing services to provide bids on the project that resulted in three (3) responsive responsible bids for each proposed contract, in accordance with Request for Quotations (RFQ) No. VA-QT18R-07 and VA-QT19W-07. After reviewing the bids, and after checking background references, licensing, and insurance requirements, the Assistant Director of Public Works for Operations determined that Laumar Roofing Service, Inc., provided the lowest responsive responsible bid for the re-roofing services, and Excell Caulking & Waterproofing Inc. for the waterproofing services required for the project. After review by the Legal Department and execution by the Mayor and City Clerk, contracts were issued to Laumar Roofing Service, Inc., in the amount of $105,000, and Excell Caulking & Waterproofing Inc in the amount of $184,416 for the work. During the course of the water proofing project, it was discovered that the paintings of the building's louvers was warranted due to their deteriorated condition. A cost proposal for the additional work was requested, and after the proposal was determined to be fair and reasonable, a change order in the amount of $21,250 was issued to Excell Caulking & Waterproofing Inc. The Administration recommends that the Mayor and Members of the City Commission ratify the Assistant Director of Public Works for Operations contract award to Laumar Roofing Service, Inc., and a contract award and change order to Excell Caulking & Waterproofing Inc.
