2008-26863 ResoRESOLUTION NO. 2008-26863 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ADDING U.S. SENATE BILL S.2279 AND U.S. HOUSE OF REPRESENTATIVES BILL H.R. 5979, ALSO KNOWN AS THE "INTERNATIONAL VIOLENCE AGAINST WOMEN ACT OF 2008," TO THE CITY'S FEDERAL LEGISLATIVE AGENDA; AND FURTHER DIRECTING THE CITY'S FEDERAL LOBBYISTS TO LOBBY CONGRESS IN SUPPORT OF BOTH BILLS. WHEREAS, S. 2279 and H.R. 5979, also known as the "International Violence Against Women Act of 2008" (collectively, the "Act"), are being considered by the 110tH Congress; and WHEREAS, the Act amends the Foreign Assistance Act of 1961 to establish the Office of Women's Global Initiatives in the Department of State ("Department") to coordinate U.S. government efforts respecting international women's issues; and WHEREAS, the Act establishes within the Department an Advisory Commission on International Violence Against Women; and WHEREAS, the Act directs the President to develop a comprehensive strategy to prevent violence against women and girls around the world; and WHEREAS, the Act also directs the Coordinator of the Women's Global Initiatives to ensure that foreign assistance programs incorporate measures to prevent and respond to violence against women and girls; and WHEREAS, the Act provides that U.S. training of foreign military and police forces incorporate training on the prevention of violence against women and girls; and WHEREAS, the Act directs the Department and the United States Agency for International Development (USAID) to assist programs that prevent and respond to violence against women and girls in all humanitarian relief, conflict, and post-conflict operations; and WHEREAS, the Act also directs the Secretary of State to: (1) encourage U.N. member states to expand the number of female members of U.N. peacekeeping missions; and (2) take emergency measures to respond to violence against women and girls during conflict or post-conflict operations; and WHEREAS, the Act expresses the sense of Congress that the United Nations should strengthen its ability to prevent violence against women and girls by U.N. military and civilian personnel; and WHEREAS, the Act provides that Foreign Service training include instruction on prevention of violence against women and girls; and WHEREAS, the Act authorizes appropriations to support the United Nations Development Fund for Women Trust Fund in Support of Actions to Eliminate Violence Against Women; and WHEREAS, the Mayor and City Commission of the City of Miami Beach support the worthwhile and important provisions of the Act and wish to add the Act to its federal legislative priorities agenda. NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH hereby add S. 2279 and H.R. 5979, also known as the "International Violence Against Women Act of 2008," to the City's Federal Legislative Agenda and further direct the City's federal lobbyists to lobby Congress in support of both Bills.
