2001-24354 RESO RESOLUTION NO. 2001-24354 A RESOLUTION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF THE PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR PROPOSALS (RFP) NO. 83-/99-00, TO PROVIDE FOR STRUCTURAL PLAN REVIEW SERVICES, AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS AND CONTRACT, IN AN ESTIMATED ANNUAL AMOUNT OF $90,000, WITH THE MOST QUALIFIED FIRM OF SIDDIQ KHAN & ASSOCIATES,INC. WHEREAS, the Building Department is currently budgeted for two structural plan reviewer positions; and WHEREAS, due to a surge in workload, and in an effort to expedite the structural plan review process, preventing any major backlog, utilization of contractual structural plan reviewers ( consultants) are often required; and WHEREAS, the structural consultants are utilized for both on-site / walkthrough plans review process (in City Hall), on a part-time basis, and for the drop-off plans review process; and WHEREAS, to alleviate the structural plans review process, the Mayor and City Commission adopted Resolution No. 2000-23827, which authorized the Administration to issue Request for Proposals (RFP) No. 83-99/00 for structural plan review services; and WHEREAS, after much deliberation, the Evaluation Committee unanimously agreed to rank the firms which responded to the RFP as follows: Top Ranked: Second Ranked: Third Ranked: Siddiq Khan & Associates, Inc. Pistorino and Alam Consulting Engineers Bechamps; and WHEREAS, the City Manager concurs with the Evaluation Committee's recommendation. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager pertaining to the ranking of the proposals received in response to Request for Proposals (RFP) No. 83-/99- 00, to Provide for Structural Plan Review Services, and authorize the Administration to enter into negotiations and contract, in an estimated annual amount of $90,000, with the most qualified firm of Siddiq Khan & Associates, Inc. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BID AMOUNT AND FUNDING $90,000 Funds are available from the Building Department Account Number 011.1510.000.312 ANALYSIS The Building Department is currently budgeted for two structural plan reviewer positions. However, due to a surge in workload, and in an effort to expedite the structural plan review process, preventing any major backlog, utilization of contractual structural plan reviewers (consultants) are often required. The structural consultants are utilized for both on-site / walkthrough plans review process (in the City Hall) on a part-time basis and for the drop-off plans review process (plans assigned to consultants on an as- needed basis). To alleviate the structural plans review situations, the City Commission adopted Resolution No. 2000- 23827, which authorized the Administration to issue Request for Proposals (RFP) No. 83-99/00 for structural plans review services. DemandStar.com issued 37 RFP notices to prospective individuals/firms, with three qualified packages received. AGENDA ITEM C. 7"& DATE .5=-/6-0/ Commission Memo May 16,2001 Structural Plans Review Services Page 2 Via Letter to Commission (LTC), the following individuals were appointed to serve in the Evaluation Committee (the Committee) for Structural Plans Review Services: Jorge Gomez, Planning Director, City of Miami Beach Planning Department Roberto Hevia, Structural Supervisor, City of Miami Building Department Flavio Gomez, Building Division Director, Miami-Dade County Building Department Eugene Santiago, Building Official, Village of Key Biscayne Building Department Gerald Schwartz, P A, Past President, Miami Beach Chamber of Commerce The Evaluation Committee (the Committee) convened to evaluate all responses received. These three firms included Siddiq Khan & Associates, Inc., Bechamps, and Pistorino and Alam Consulting Engineers. After much deliberation, the Committee unanimously agreed to rank the firms as follows: Top Ranked: Second Ranked: Third Ranked: Siddiq Khan & Associates, Inc. Pistorino and Alam Consulting Engineers Bechamps Siddiq Khan & Associates will provide structural plans processing services as outlined in the South Florida Building Code, and as referenced under the job descriptions of the proposed job classification. There are no specific projects to be designated under the Professional Services Agreement. The consultant shall be issued Service Orders as the need for services arises. The Service Order shall cover in detail the scope, time for completion, and the compensation for the work to be accomplished. No services under the Agreement shall be performed by the consultant prior to the receipt of an appropriate Service Order. All personnel proposed for the job classification under the Agreement shall meet the minimum qualifications in accordance with the South Florida Building Code. The attached job description for each job classification is consistent with the South Florida Building Code requirements. The job description outline the following Task and Minimum Qualifications, which are as follows: Structural Plans Processor - Requires that the individual meet the requirements of Section 201.2(a)(4) of the South Florida Building Code, Miami Dade County edition. TASKS: . Review walk-through projects for residential additions and commercial plans. Determines the structural adequacy of various types of ratings and structures or engineering computations and engineering procedures for stress, load, strength, fire resistivity and like factors. Examines plans for architectural integrity as detailed and required by the South Florida Building Code. Evaluates alternate methods, procedures, materials and products for compliance with code requirements. Commission Memo May 16, 2001 Structural Plans Review Services Page 3 Tasks Continued: . Examines drop-off residential and commercial construction plans submitted for permit approval. Determines the structural adequacy of various types of ratings and structures or buildings by means of engineering procedures for stress, load, strength, fire resistivity and like factors. Examines plans for architectural integrity as detailed and required by the South Florida Building Code. . Approves or disapproves proposed plans in accordance with code and other regulatory requirement and discusses disapproved items with architects, engineers, contractors and/or owner builders to obtain plan changes necessary for approval. . Renders information concerning the Building Code and makes interpretations or its contents; makes decisions as to the feasibility of deviations from the code under various conditions. . Evaluates engineering criteria to enforce control procedures for the fabrication of various building materials and types of construction; makes recommendations for establishments of departmental policy concerning the use of new building materials. . Maintain close familiarity with methods of new construction. Evaluates proposed construction plans in light of the adequacy of built-in life safety features and systems. . Approves temporary or progressive occupancies; sanctions temporary electrical hookups for equipment testing purposes, and recommends waiving of fees. . Orders necessary shop drawings, field tests, soil reports and special supervision of construction as required to complete plans processing work. . Performs related work as required. Minimum Oualifications: The following minimum qualifications will be as follows: . Must possess a State of Florida Professional Engineer license under the structural discipline. . Five years of experience as a structural engineer practicing within the area of jurisdiction of the South Florida Building Code with responsibility for the design of building structures are required. . Must be eligible for certification by the Miami-Dade County Board of Rules and Appeals as specified in Subsection 201.5 of the South Florida Building Code. . The professional license must be in good standing with the Florida Department of Business and Professional Regulation with no pending complaints. Commission Memo May 16, 2001 Structural Plans Review Services Page 4 Siddiq Khan & Associates Experience: Siddiq Khan & Associates has performed the Building and Structural Plan Review Services for the City of Miami Beach from March 1999 through January, 2000. Therefore, they are familiar with the City's procedures, rules and regulations; thus no leaming or training period will be involved with Siddiq Khan's selection and the City will receive the high quality services through Mr. Kahn's direct involvement. Mr. Kahn has over 35 years of diversified experience in structural engineering which includes, but not limited to, the design of high-rise buildings, parking garages, office buildings, luxury homes, commercial structures, plan reviews, investigative studies, reports, forensic engineering and expert witness. In addition to Mr. Kahn, Siddiq Khan & Associates has Pedro Correa, P.E. and Dario Gonzalez, P .E. available on as needed basis. Both of these professionals are experienced and Certified Structural Plans Examiners. Siddiq Khan & Associates has the following hands on experience: . MIAMI DADE COUNTY BNZ (1992-1995) In the aftermath of Hurricane Andrew, provided -Technical Assistance to County Manager's Task Force for the review and revision of the SFBC. -Provided Building & Structural Plan Reviewers (10), Building & Roofing Inspectors (4) and Unsafe Structure Inspectors. -Made Presentations before the Unsafe Structure Board. In conclusion, I recommend that the City Administration accept the recommendation of the City Manager pertaining to the ranking of the proposals received in response to Request for Proposals (RFP) NO. 83-99/00, to provide for structural plan review services, and authorizing the administration to enter into negotiations and contract in an estimated annual amount of $90,000, with the most qualified firm of Siddiq Khan & Associates, Inc.
